2 Welcome to the City of East Prairie! The City of East Prairie, population 3,227, is located in southern Mississippi County in Southeast Missouri. Situated at the top of the Missouri Bootheel, Mississippi County is at the confluence of the Ohio and Mississippi Rivers. As the illustration below shows, Mississippi County is the easternmost county in the State of Missouri, and is the easternmost county west of the Mississippi River in the nation. It is bordered on the north, east and south by more than ninety miles of Mississippi River frontage. Founded in 1883 by the St. Louis Southwestern Railway Company, East Prairie is a small community, with a rich and varied history. In 1883, the newly platted town was named Hibbard after one of the directors of the Southwestern Development Company. But, before Hibbard was platted, Dr. Sam P. Martin had a general store north of the area in a community known as Millar. Dr. Martin had a post office in his store and was postmaster as well as the community s doctor. The post office was named East Prairie due to its geographical location at the far eastern edge of the prairie. In about 1890, a small depot was constructed in the newly platted town of Hibbard. Dr. Sam Martin moved his store and post office to the new town. Now, there was a town called Hibbard with a post office named East Prairie. The settlers decided it was easier to change the name of the town than to get the federal government to change the name of the post office. And thus, the town of Hibbard became East Prairie. East Prairie and Mississippi County have an agriculture-based economy. There are several small manufacturing firms in the county. The citizens of East Prairie have always shown desire to change and improve their quality of life. Past community betterment awards, small business efforts, and community participation in annual events have illustrated the citizens creativity and desire to work together as a community. Community pride is strong in East Prairie. In 1994, East Prairie was named an Enterprise Community, the only rural designation awarded. Before being awarded this designation, community inventory, community planning and goals setting began. The citizen s of East Prairie assessed and identified the community s strengths and weaknesses, and as a result, the City s EC/EZ Strategic Plan was written. Today, the Strategic Plan and community betterment commitment continues. East Prairie is actively addressing citizen s needs related to health care, human development, basic needs and economic opportunity. East Prairie is working today and planning for tomorrow. Remnants of the early landscape and cultural history remain preserved offering a look into the rich heritage and natural beauty of the county. Museums, a pre-historic fortified village dating from the Mississippian period, and preserved wetlands teaming with wildlife remain to provide observers with an exhilarating backdrop to complement computer-age industries and services as the county proudly enters the 2lst century.
