1 GENERAL AGREEMENT ON TARIFFS AND TRADE RESTRICTED 21 August 1956 Limited Distribution Original: Spanish FREE-TRADE AREA BETWEEN NICARAGUA AND EL SALVADOR Fifth Annual Report (1956) by the Government of Nicaragua As indicated in previous reports, the two contracting parties are fully satisfied with the results of the existing Free-Trade Treaty between the two countries, notwithstanding the fact that trade has been seriously affected on account of shortages in Nicaraguan grain production which have compelled the Government of Nicaragua to prohibit exports of such grains. As a consequence of this grain shortage, exports oftreaty products from Nicaragua to El Salvador have declined considerably and imports of items coming under the Treaty have exceeded exports, so that the Nicaraguan trade balance has shown a net deficit of US $216,179. The figures and corresponding percentages which appear in Table 1 of the present report show the trade situation with El Salvador compared with total imports and exports of Nicaragua. Furthermore, four schedules have been added, including all the goods which have entered into trade between the two countries, whether or not such goods come under the Treaty. These schedules are as follows: SCHEDULE I Imports of Treaty products from El Salvador SCHEDULE II SCCEDULE III SCHEDULE IV Imports from El Salvador of products not coming under the Treaty Exports of Treaty products to El Salvador Exports to El Salvador of products not coming under the Treaty IMORTS Table 1 shows that in 1955 the total value of imports by Nicaragua from El Salvador amounted to US $1,190,000. Out of this total, goods coming under the Treaty accounted for US $960,000, representing 80.4 per cent of the total imports from El Salvador and barely 1.4 per cent of total Nicaraguan imports.

As already indicated, in view of the exceptionally unfavourable weather conditions, Nicaragua suffered an acute shortage of grains, particularly maize and bans during the whole of 1955, and of rice during the last quarter of In these circumstances the Government of Nicaragua had to suspend exported of such grains and the steps thus taken resulted in a decline in exports to El Salvador because those products are the main trade items between the two countries, as shown by the following table:
