2 1 Textiles market in china 1.1 Textiles Overview Textile products including cotton textiles, printing and dyeing products, wool textiles, hemp textiles, silk, chemical fibre, knitwear, garments, home textiles, industrial textiles and other fields. Textile product is a combining product of textile raw materials, textile equipments and textile processing technology, including textile production process of raw materials, semi-finished products, and finished products ( final consumer ), and other various forms. Different types of raw materials used in different textile dyeing process can form different " Raw material - Semi-finished products - Products - Finished " industrial chain. Textile raw materials including natural fibre and chemical fibre into two categories, natural fibres present, including cotton, wool, linen, silk and other categories, the development of chemical fibre textile mainly compensate for the lack of natural fibre materials, and press the " imitation of natural fibres " the technology roadmap for the design and production, including man-made fibres and synthetic fibres into two categories. These categories of raw materials through various textile dyeing process, respectively form cotton textiles, printing and dyeing products, wool textiles, hemp textiles, silk, chemical fibre, knitwear and other categories of textile processing industry, and the performance of the fibre, yarn, fabric, finished products, such as different forms and varieties. By cutting and sewing the fabric ( also the presence of direct application without cutting and sewing fibres, yarns and fabrics), can be processed into taking other kinds of household and industrial textile products, thus forming three field including garment, home textiles and industrial textiles. 1.2 Textiles market in china Overall production growth slowed in the textile industry in 2013, the main categories of products general decline in output growth, output growth of important products such as chemical fibre, yarn, cloth, clothing are decline than the According to the National Bureau of Statistics, For textile enterprises above designated size, fibre yarn, fabrics, garments production was million tons, 32 million tons, 68.3 billion meters and 27.1 billion respectively, with an increase of 7.9%, 7.2%, 4.6% and 1.3%, compared to the same period, growth last year dropped 3.3,2.6,7.0 and 4.9 percentage points respectively. Domestic situation, in 2013 the national ceiling above garments, textiles retail sales of trillion yuan with an increase of 11.5%, an increase of 6.5 percentage points lower than the same period last year. Exports, in 2013 China's total exports of textile raw materials and products are $ billion with an increase of 11 % over the same period last year. Among them, the natural fibre products exported $23.08 billion with an increase of 14.3 % over the same period of the last year, chemical and industrial textile products exported $41.24 billion with an increase of 9.4% over the same period of the last year, clothing exported $ billion over the same period of the last year with an increase of 11.4 %. Overall, more than 39,000 nationwide scale textile enterprises realized main business income of trillion yuan in 2013 with an increase of 11.5%, the growth rate 0.9 percentage points higher than the same period last year, realized a total profit of billion yuan with an increase of 15.8%, 8.1 percentage points higher than the same period last year. 2 Textile Standards Review 2.1 Standard Profile As of March 31, 2014, the standard amount of textile products reached 1,604 with 796 national standards and 808 industry standards. Textile industry has become a national standard line marked with a combination of mandatory and recommended supporting basic common methods standards and product standards and management standards coordination, involving textile fibres, yarns, fabrics and products, including clothing, home, industrial with a standard system of three applications. 2.2 Standard System Areas of textile products are divided into basic common field, cotton textiles, dyeing products, wool textiles, hemp textiles, silk, chemical fibre, knitting, garments, sports apparel, home textiles, industrial textiles and other of 13 sub-areas. Textile -based generic field is applied to the field of textile products for more than two standard collection of sub-areas,which can be subdivided into textiles generic, fibre and yarn, fabrics, non-woven fabrics and other categories, including textiles terminology, symbols, logos, safety requirements, test methods, 2

3 functional evaluation standards, the standard in this field provide a technical basis and foundation for other sub-sectors of textile products. Six sub-areas of cotton textiles, printing and dyeing products, wool textiles, hemp textiles, silk, chemical fibre include various raw materials semi-finished production mainly, knitting, garments, sports apparel, home textiles, industrial textiles are made of related fields produced fibres, yarns, fabrics, etc. after weaving, cutting, sewing, weaving and other processing of non- formation of different forms of products. The standards which are not included in front 12 sub-areas can be classified as Class 13 "Other" field. The system framework diagram in Figure 1 is as below. Figure 1, textile products system framework 2.3 Standard level, attributes and code Standard level According to the "People's Republic of China Standardization Law," China's current standards are divided into four level, they are national standards, industry standards, local standards and enterprise standards. For the textile industry, the standard of the industry's major binding or applicable are national standards and industry standards. Common terminology, safety requirements, test methods, general management and key technical requirements unified in the industry-wide for product standards can be developed as a national standard, On product standards need to be unified technical requirements in the development of industry-wide can be formulated as the industry standard, which should be coordinated with the national standards, to develop product standards for the subject. The standards are to develop mainly national standards in basic common field, industrial standards in other areas Standard attributes Textile product standards are divided into mandatory or recommended national standards and industry standards (Chinese standards are divided into mandatory standards and voluntary standards. The standard, protect human health, personal and property safety, and enforced in laws or administrative regulations, is mandatory standards, other standards are voluntary standards. ) Standard code National Standard Code: GB - Mandatory national standard code; GB / T - Recommended national standard code; GB / Z - National standardization technical guidance document code. The main mandatory standards are GB Instructions for use of products of consumer interest - Part 4: Textiles and apparel and GB National general safety technical code for textile products. The stated standard are mainly product standard, it means that the dealer should use the corresponding product standard consistent with label, the products should meet the technical requirements of the corresponding product standards. After products enter the market, the state and local quality inspection director will occasionally inspect and supervise the products according mandatory standards and product standards, the state and local Administration for Industry and Commerce will inspect and supervise the products in circulation, products which do not meet the standards will be punished. 3.2 mandatory standards (1) GB Instructions for use of products of consumer interest - Part 4: Textiles and apparel This standard applies to domestic sales of textiles and clothing, the standard specifies the basic principles, content tagging and label requirements of instructions for use. The main technical content of the standard is as bellow: Content: Including the name and address of the manufacturer, product name, product type or size, fibre composition and content, maintenance methods, the implementation of product standards and safety classes, as well as choose to use depending on the product case and storage precautions marked. Type: Includes general requirements and label requirements for durability. 7

8 Location: Includes general requirements and label requirements for durability. Other requirements: Including requirements of text and the materials of durability label Instructions for use of products and the interests of consumers have a direct relationship. If no instructions for use, or no standard instructions for use, there may be loss to users and consumers, production or distribution of this sector need to be responsible for it. Therefore, the implementation of GB , both to protect the interests of users and consumers, but also to protect those who produce or distribute their own interests. After the implementation of the standards, maximizing eliminate counterfeit products, but also reduces the chance of a few people does not regulate the use of corporate identity and business blackmail and extortion, not only to protect the economic interests of consumers, but also to protect the manufacturers and merchants economic interests. (2)GB National general safety technical code for textile products The standard is based on the control of harmful substances in textiles mainly to improve the quality of textile products to ensure people's basic health and safety, The general safety technical specifications applicable to domestic sales apparel and decorative textile products The main technical content have 9 chapters, they are scope, normative references, terms and definitions, product classification, technical requirements, test methods, inspection rules, implementation and monitoring and legal liability. The standard applies to apparel and decorative textile products produced and sold in domestic, covering products include yarns, fabrics, products, clothing, bedding, decorative items and so on. The standard specified Class A, Class B and Class C for formaldehyde content, ph value, colour fastness (water, perspiration, abrasion resistance, saliva), odour and banned azo dyes in textiles product. Infant products required to comply with Class A, underwear, shirts, socks, bed sheets and other direct contact with the skin products meet the requirements of Class B indicators, jackets, sweaters, bedspreads and other non-direct contact with skin products meet the requirements of Class C specifications. The release of GB pointed out the direction for the production and of green textile. Raise awareness of the ecological production of China's textile industry, and promote the textile industry to take effective measures to reduce harmful substances in textiles eventually to a minimum, and guide enterprises to gradually achieve the environmental health of the textile production has played an important role in guiding. In the law enforcement system administration, national and provincial Bureau of Quality Supervision, Industrial and Commercial Bureau carried out different sizes of inspection of domestic production and circulation of clothing, silk, lingerie, children's wear, T-shirts, bedding, uniforms and other products in accordance with the standards, to detect and correct quality problems. The standard became a major technical basis of acceptance of goods, according to the standards, businesses rigorous inspect listed products to prevent the emergence of substandard products in the market, in order to regulate the market and protect the interests of consumers provides a strong measure. In the immigration system, the standards form the basis for imports of textile products quality supervision and inspection. Before the implementation of the standards, because there is no mandatory standard for imported products which cannot be implemented the inspection and supervision, resulting in the domestic market sales of imported products has failed products. In the recent two years, the immigration system found some high-end designer clothing not to comply with GB when sampling imported clothing. 4 Recommended textile standards Some recommended standards are also important because referenced in mandatory standards, including some related test methods and Label standards. 4.1 Label standard FZ/T Textiles Identification of fibre content and GB/T Textiles - Care labelling code using symbols are the main Label standard. These two standards become mandatory because referenced by GB FZ / T will be replaced by published GB / T (a)gb / T Textiles Identification of fibre content 8

9 Types of fibre and its content is an important symbol of textile quality, the type of fibre material determines the performance, price and product maintenance methods, most consumers have difficulty with their ability to judge the authenticity of the product. The standard specifies labelling requirements, labelling principles, representation, tolerance and identity compliance determination of the fibre content of textile products, and gives some examples of the textile fibre content identification. The standard applies to domestic sales of textiles and clothing, and listed some products which do not fall within the scope of this standard in Appendix A, The standard is referenced by all kinds of textile and clothing products standard as an universal important standards in textile industry. for identifying uniform fibre composition and content of the guidance has played a positive role in regulating the market, the fight against counterfeit products and protect the interests of consumers is significant. The standard has played a positive role in guiding uniform identification of fibre composition and content, it is significant to regulate the market, the fight against counterfeit products and protect the interests of consumers. (b)gb/t Textiles - Care labelling code using symbols The variety of fibre, materials and finishes used in the production of textile articles together with the development of cleansing and care procedures makes it difficult and often impossible to decide on the appropriate cleansing and care treatment for each article simple by inspecting it. To help these who have to make such a decision (principally the consumer but also launders and dry-cleaners),this code of graphic symbols was established for use in the permanent marking of textile articles with information on their use as an International Standard in1991. In order to make this code easily understandable and recognizable for the consumer world wide symbols have been limited as to types and numbers as far as practicable. So Our country formulated GB / T modified using ISO This standard established a system of graphic symbols, intend for use in the marking of textile articles, providing information to prevent irreversible damage to the article during the textile care process, specifies the use of these symbols in care labelling. The standard covered domestic treatments which including washing, bleaching, ironing, and drying after washing, also professional textile care treatments in dry and wet cleaning. 4.2 Test methods standard The important recommended test methods are referenced standards in GB 18401, they are as bellow a) GB/T Textiles-Determination of Formaldehyde Part 1: Free and hydrolyzed Formaldehyde (Water Extraction Method) b) GB/T 3920 Textiles Tests for Colour Fastness Colour Fastness to Rubbing c) GB/T 3922 Textiles Testing Method for Colour Fastness to Perspiration d) GB/T 5713 Textiles Tests for Colour Fastness Colour Fastness to Water e) GB/T 7573 Textiles Determination of ph of the aqueous Extract f) GB/T Textiles Determination of the banned azo colorants g) GB/T Textiles--Tests for fastness--colour fastness to saliva h) GB/T Textiles - Determination of 4-aminoazobenzene Due cited in mandatory standards, these test methods standards have become common in the textile industry as basic safety performance test items. In above standards, GB / T 7573 provides for determination of ph of the aqueous extract for use in all types of textiles; GB / T , GB / T and GB / T test method provide for the determination of residual harmful substances content such as formaldehyde, azo(see standard Appendices A, a total of 24 kinds), etc. GB / T 3920, GB / T 3922 and GB / T are three commonly used test method of determination of colour fastness to water, perspiration and wet rubbing, the physical properties of the three colour fastness test method is primarily the actual wearing of clothing fade process simulation process, they can be indirectly reflects capacity of textile auxiliaries harmful residues transferred to the human body. 5 Textiles Standardization administration 5.1 Standardization bodies Standardization administration bodies Chinese standardization management system is the combination of unified management and division of responsibilities.
