1 Lacey Library Board Meeting Minutes November 13, 2013 Board Members Present: Helen Spalding, Suzanne Cofer, Susan Cordas, Scott Kankelborg, Albert de Santis, Jessica Hartley, as well as Dave Burns (City of Lacey), and Holly Paxson (Lacey Library Manager). 1. Introductions were made and Helen welcomed and introduced Dave Burns Principal Long Range Planner, City of Lacey. 2. Announcements. Nominating Committee is Scott Kankelborg and Jessica Hartley. They will bring a slate of proposed officers for 2014 to the January 2014 meeting. The Library Board s request for automated library entrance doors is included in the City s proposed 2014 capital budget that will be presented in December to the City Council for final approval. Albert announced he is resigning from the board effective the end of December 2013 to begin his term on the Planning Commission January The board extended its congratulations. Albert s vacant position will be posted on the city s website. Board members were asked to encourage good candidates to apply. 3. Approval of Agenda. Approved. 4. Discussion of inclusion of Lacey Library building in Lacey Land Use Plan. Dave has worked with city since He explained the City is updating its comprehensive land use plan for the next 20 years. The current city population is 44,000. An additional 30,000 people are expected in the next 20 years. The city hopes to accommodate this significant growth with an emphasis on design to make our city more compact with mixed use and walkable neighborhoods. Dave highlighted parts of his November 7, 2013 memorandum to the board about how the board can support and assist the planning commission and the council with the library capital facilities planning. (See attached.) Holly then explained TRLs planning process. Currently, TRL is about to adopt its strategic short-term plan for TRL regional library services and programs. In early 2014 TRL next will undertake updating its long-range facilities plan for the next years. For this plan, TRL will conduct an audit of all facilities and document its future needs with a timeline, detailing when proposed facilities projects should be undertaken and completed. Holly gave Dave a copy of TRLs current facilities planning process document. Discussion followed. Albert asked if the City of Lacey determines the library needs additional hours and can pay for additional staff whether it can do so. Holly said she had not seen that happen in the TRL system, but she has seen it done elsewhere. The question that remained unanswered is: Can a city within the TRL system, under existing RCWs, pay for library staff? Albert said maybe instead of paying for a new building it may be cheaper to pay for more
2 staff and open the current library up for more hours. Revenue streams for funding library facilities ensued. One idea discussed was the use of developer impact fees where a portion of the fee would be dedicated to a fund for a new library facility. Helen mentioned the Friends of Lacey Library Foundation where individuals can donate money, even targeting it for staff and operational expenditures that may help to off- set total costs for a new facility that in turn would make passing public measures more attractive to taxpayers. For example, if a staff position is endowed, or a meeting room is endowed adequately, the interest income may be able to pay for current and future support. Dave explained transfer development opportunities. Transfer development opportunities is a method the city uses to avoid giving away density to developers. Dave will add language to his memorandum that includes library facilities as another transfer development opportunity along with parks and schools. Further, Dave will edit number nine page four of his memorandum to clarify its language as noted. Dave will prepare his memorandum revisions for us to review. That revised memorandum will be shared with the executive director of TRL for her information and review. Then the board approved that the memorandum language should be incorporated into the draft city comprehensive plan update for the planning commission s and the city council s approval. Last Dave presented the board with proposed amended language for Ch 2.46, regarding the library board responsibilities. (See attached.) The board will review the language and consider approval at its December meeting. The board hopes to meet with Dave and the TRL executive director at its February 12 meeting to discuss its long range capital/facilities plans and how best to coordinate future planning efforts. 5. 3 Lacey Library Board Library Manager s Report Presented on 11/13/13 For October 2013 Library News: Diann Stewart, Assistant Circulation Supervisor, has been selected as the new Circulation Supervisor, Senior for Lacey. Diann brings with her extensive circulation experience from her ten years with TRL, the last two of which have been as Lacey s Assistant Circulation Supervisor. We look forward to her continued excellent work as part of Lacey s supervisory team. Service Story : A patron was having trouble posting an ad on Craigslist, so she made an appointment to get assistance figuring out what the problem was. Ref staff sat with her in the computer lab for about 45 minutes troubleshooting the problem: it turned out that Craigslist had allowed her to create an account using an address that was invalid for actually posting ads. Staff helped her recover the password for a secondary address, create a new Craiglist account, and then repost the ad. Staff also helped her download pictures from her phone to post with the ad. She kept thanking our staff over and over, and was so grateful for the help that she tried to tip our staff $10; staff thanked her for the gesture and told her we couldn t accept her tip but that the Friends of the Lacey Library would gladly accept her donation, and she followed our staff s advice. We had not only a happy patron that day, but happy Friends as well! Programming for October: Youth: 18 programs attended by 1136 people Adult: 10 programs attended by 197 people Outreach: YS staff: Lacey Youth staff assisted City of Lacey Parks & Recreation to present another successful Children s Day on October 5, ,400 attendees enjoyed Circus-themed performers, crafts, and music. Lib Mgr: I did presentations on Library Resources to the Olympia Elk s Club on October 3rd and the Lacey Chamber L.I.N.C. Networking group on October 14, to a total of 20 people. I also attended the Lacey Chamber Forum, Envision Lacey open house, and Washington State Library commemorative photo op with WA Secretary of State celebrating the establishment of the Washington Territorial Library. Circulation: We checked out 67,086 items in October, a decrease of 9.2% over October of The library was visited by 32,292 patrons, which was about the same as October of Building: No building issues to report this month. 4 Lacey Library Board Library Manager s Report Presented on 10/9/13 For September 2013 Library News: On Friday September 27 th, TRL s Strategic Planning consultants hosted two focus groups at Lacey, one for the staff and one for community stakeholders. The consultants reported they got excellent feedback from both groups to provide to TRL as the District creates its Strategic Plan. Our hiring process on schedule for Lacey s new Circulation Supervisor, hope to have selection made by end of October. After some additional design & layout work by the City s web developer, the Library Board s site at is now live and populated with agendas & approved minutes from all 2013 meetings. The Library Board has also been added to City s archive list at end of year so information for previous year will be accessible even after data for the new year is uploaded. On Wednesday September 18 th, all Timberland libraries closed so staff from all 27 locations in the five counties could attend an all-staff training day retreat at St. Martin s University. Featured presentations included inspiring keynote talks by motivational speakers LueRachelle Brim-Atkins & Jake French, breakout sessions on helping patrons with job seeking, programming for adults, communication in the workplace, and several featured author discussions. Lacey, along with other TRL staff, really appreciate the opportunity to join together with our peers in order to learn and develop our skills as library staff for the benefit of our patrons and our communities. Service Story : Once again, our Banned Books Display garnered some fantastic attention during September. Titles featured included Wizard of Oz, Winnie the Pooh, Anne Frank's the Diary of a Young Girl, The Lorax, and Where the Wild Things Are. The display sparked many great conversations among patrons and staff - we even had one elementary-age boy and his mother checked out a copy of ALA Banned Books 2007 just to delve deeper into the subject. A photo of the display also garnered some great social media attention when it was reblogged on Cory Doctorow's site Boing Boing and several Tumblr accounts, including NPR's FreshAir Tumblr, ALA, and others to accumulate over 70,000 views. Seeing the community (both physical and virtual) so engaged in this topic really makes library work worthwhile! Programming for September: Youth: 1 programs attended by 7 people (regular youth programming starts up again in October) Adult: 9 programs attended by 130 people September brought our now-annual Quilt Display to the library; the Ruby Street Art Quilters displayed over 40 examples of their artistic and creative fabric art throughout the month. Many patrons visited the library (some for the first time!) to learn about quilting through the interpretive brochure and display. Outreach:
5 I visited with 50 parents and kids at a booth featuring back-to-school books and resources, and signed up kids and parents for new library cards at the first-ever Horizon Elementary Back to School PTA Fair on September 6, I also visited with 134 people at the TRL booth I manned at the Lacey Community Market on Saturday September 14 th. The theme was Pet Day, so I had numerous books and resources on different pets available for checkout with a TRL card, as well as dog biscuits to hand out to our canine booth visitors. Both events went wonderfully and I enjoyed the opportunity to get out in the community and let people know of our great resources at the library. Circulation: We checked out 63,257 items in September, a decrease of 3% over September of The library was visited by 27,575 patrons, approximately the same as September of Building: All hard floors were stripped/waxed, interior windows washed, and carpets shampooed on Sunday September 22 nd. The janitorial service has really stepped up with new custodian and is communicating with library and City staff as well as fulfilling contract.
