High Voltage Electricity Transmission Nadejda Komendantova Governance in Transition Theme 1 st NEA Workshop on Stakeholder Involvement in Nuclear Decision-Making Paris, January, 2017
Participatory governance of energy transition requires understanding of technical and economic capabilities but also understanding of governance of the transition process, including decision-making, institutional structure but also risks perceptions and views of different stakeholders Currently only 3% of existing research and energy field studies address these questions (Sovacool, 2014)
Ladder of citizen participation by Arnstein - already introduced, following up examples - lower parts are problematic in terms of participation and trust Source: Arnstein, 1969
Ladder of Arnstein - Manipulation: siting of copper mining infrastructure in developing countries in previous century - Therapy: curing a problem, education of involved stakeholders, Decide- Argument-Defend Model - Informing: one-way communication - Consultation: opportunity for public to provide input to decision-making, data collection on stakeholders opinion, surveys, public enquiries - Placation: cooperation with representatives of organized stakeholders, such as advisory roles - Partnership: power in distributed for planning and decision-making responsibilities - Citizen control: citizen have majority of decision-making seats in committees or full managerial power
Is public acceptance a barrier?
Validity of public acceptance affected by NIMBY thinking Zöllner et al. 2008, Wüstenhagen et al. 2007, Battaglini et al. 2012, Batel et al. 2013, Haggett (2008, 2011)
Public participation - tool to increase transparency Citizen protests in ies led to transformation and new elements in representative democracy (Nolte 2011) Connected with issues of public acceptance of processes and outputs Solutions that are better accepted Efficient, creative and feasible solutions Solutions that respect citizen s rights Opportunities Stirling, 2008
BESTGRID project Pilot projects National Grid, UK TenneT, SUED.LINK, 800 km power line to deliver 4GW from generation in North to consumption in South of Germany 50Herzt, 380kV line between Bertikow in Brandenburg and Pasewalk in Mecklenburg-Vorpommern Elia, underground cable
Data collection Questions during stakeholders mapping Common questions Specific questions By the beginning of the project By the end of the project After implementaton of actions Group A Group B Group C Source: Komendantova, Linnerooth-Bayer, Patt, Data collection protocol, 2014
Data collection Telephone interviews IIASA develops questionnaire for interviews and TSO organizes logistics Large Scale Survey Questionniares distributed during informatin events IIASA prepares questionnaires, TSO organizes logistics to distribute questionnaires and to collect feedback Stakeholders mapping Interviews Personal or phone interviews with key stakeholders IIASA develops and provides input to list of questions, local research institute or NGO conducts interviews Review of publicly available data Data available at national statistic offices, databases and reports TSO is collection data, IIASA provide their analysis Source: Komendantova, Linnerooth-Bayer, Patt, Data collection protocol, 2014
Identified concerns according to five guiding principles Benefit Need Engagement Elia TenneT 50Hertz Environment Transparency Source: Komendantova, Vocciante, Battaglini, Energies, 2015
Identified concerns about pilot projects projects Source: Komendantova, Vocciante, Battaglini, Energies, 2015
Actions to deal with public acceptance Source: Komendantova and Battaglini, Energy Research and Social Science, 2016
BestGrid as participatory process Elia: Helped to raise awareness and to increase knowledge level (87%) Increased interest in the project (82%) Content discussed at the event was very good (45%, good 55%) 50Hertz: More information, transparency is required Round table discussion was interesting (85%) Sufficient knowledge of experts who provided presentations (80%) Will consider participation in follow up events (75%) Involvement of a broader range of stakeholders is required
Planning procedures for transmission lines and options for participation
Possibilities for participation identified by BESTGRID
Level of engagement Source: Komendantova and Linnerooth- Bayer, Evaluation of Good Practices, BESTGRID 2015
Actions to address concerns during first and second rounds of information events Source: Komendantova and Linnerooth- Bayer, Evaluation of Good Practices, BESTGRID 2015
Actions to deal with public acceptance according to Arnstein ladder Source: Komendantova, Vocciante, Battaglini, Energies, 2015
Stakeholders concerns Public events, especially opportunity for dialogue, successfully provided information about need of the project and available alternatives Emphasis on Not-In-My-Back-Yard (NIMBY) leads to further misconceptions like Decide Announce Defende (DAD) model Affected communities wished to have better representation of impacts of energy infrastructure beyond pure economic assessment Source: Komendantova and Battaglini, Energy Research and Social Science, 2016
