2 1. INTRODUCTION The City of Hobart ( the City ) wishes to engage an artist, creative practitioner, designer, or creative team ( the Artist/s ) to develop concepts for a series of artworks/elements for Collins Court within the City of Hobart ( the Commission ) in order to contribute to the playfulness of the City of Hobart through the addition of public art ( the Project ). 1. BACKGROUND 1.1. Gehl Report In 2010 Jan Gehl and Associates produced Hobart 2010 Public Spaces and Public Life - A City with People in Mind. This report suggested that the City lacked public spaces that were attractive for children and their caregivers. The report identified the following points: Of all the activities that were recorded on a Saturday, only 2% represent activity for children. There is almost no space left over that can invite staying activities. Places with benches and outdoor seating could do a lot, as well as smaller spaces where children could play. Children playing is an indicator of a city that has been created for all users. Public spaces require extra features in order to invite children and elderly people to use and enjoy them A Child Friendly Hobart Following on from the Gehl recommendations, A Child Friendly Hobart was developed as an outcome of the creative consultation project IMAGINE BUILD PLAY. The project, initiated by the City of Hobart with funding from the Tasmanian Early Years Foundation, engaged community artists to work collaboratively with over 200 young children, adults and community organisations to explore the idea of a child friendly Hobart through the creation and use of an interactive artwork. The result of this project were a number of a core ideas as to what a Child Friendly Hobart should look like. INVOLVES children and families in design and decision making. Maintains a SAFE environment with slow moving traffic, clean parenting rooms and protection from the sun, wind and rain. Is IMAGINATIVE & FUN with colours, sounds and textures to provide stimulating and interesting ways to navigate through the city.

3 Provide ACTIVE spaces to play, climb, roll, swing, slide, hop and jump. Caters for families to STOP & REST by providing grass, seats, benches and tables. Is full of surprise and evokes CURIOSITY and engagement with diverse sensory elements. A place where we can look at, feel and move stuff Emma (Aged 6) We want to play and have fun Poppy (Aged 5) 2. OBJECTIVES Building on core ideas presented in the Imagine Build Play project, this commission aims to separate itself from traditional playground structures, instead focusing on making the urban landscape playable by delivering imaginative elements into the city that evoke curiosity and fun for both children and their families. Objective 1: An attractor to the city This project aims to attract families to the city with the promise of cuttingedge works that are changeable and interactive, offering a cause and effect relationship between the viewer and the work. The focus should be on innovation, with site-specific works becoming iconic for the city, with an offering that is new for Hobart and the state. Objective 2: A playful city rather than new playgrounds Rather than offer a dedicated playground the outcomes of these opportunities will make the City of Hobart more playful. The City acknowledges the importance of dedicated playgrounds within the broader city and has a number of very successful and popular places for play within parks. Offering alternatives, this commission will integrate playful and interactive elements within the day-to-day infrastructure of the city, such that they can be experienced as part of a daily transitory experience. These new elements will be tailored to the urban realm and be experienced and engaged with as part of a shopping expedition, for example, rather than a dedicated afternoon of play in a park. Objective 3: Making the everyday extraordinary With a focus on bespoke design, the project should explore making dead time experienced by families such as waiting at bus stops or running errands, an opportunity for play and exploration. Can seats be for more than just sitting? Can walking down the footpath turn into a game of discovery? Are bike racks actually an opportunity for somersaults? 1

4 Hobart has many undiscovered assets that can be used to fill the community with play by adding creative elements to places that don t normally have it. This project seeks to explore these assets and create playable and interactive moments that might turn a visit to the city into a game. Objective 4: Play for all While the focus of this brief is on children (0-12 years of age) and their caregivers, this opportunity will bring play to the city for all ages. Proposals for these commissions can explore ways in which these new elements could also be of playful interest to a wide range of age groups. Do the new elements have a nighttime life? Are they useable by other age groups or able to engage other levels of ability when not occupied by children? Do they offer enjoyable experiences for parents engaging with their children? Will they inspire curiosity? 3. COMMISSION SCOPE The Commission aims to bring liveliness to the City with the addition of playful elements. This commission presents an opportunity for work/s within the Stage 2 works of Collins Court, accessible off Collins Street in Hobart. All proposed works should be based around the idea of discovery with possible themes including music, science, history, environment and creativity. Approaches that are interactive, kinetic, or sensory will be highly regarded. Due to the scope and potential of the work, this opportunity is ideal for collaborative, multi-disciplinary teams. The City encourages Expressions of Interest from teams consisting of innovative crossindustry collaborations, such as visual artists, writers, landscape architects, architects, multi-media artists, childhood development professionals, playground designers, sculptors, painters, architects, designers and fabricators. A team could consist of both emerging and professional contributors. 2

5 The City has identified this site as offering a good opportunity for the integration of playful public art. Proposed artworks for this location could take a variety of formats including: Integrated within the design of the sites i.e. paths, wall treatment, landscaping, lighting, furniture. Standalone work within the site. A standalone work must be cohesive with the existing elements of the site. Depending on the chosen approach, this opportunity offers a variety of options with opportunity for physical and/or digital works. Regardless of the choice, materials selected must be: durable so as to withstand outdoor conditions and vandalism; and suited to a lifespan of approximately 15 years able to be easily maintained/serviced of a scale that does not obstruct the primary purpose of the space. The proposed artworks be designed with the site in mind and respond to the current lack of engagement for children and families 3.1. OPPORTUNITY: Site Specific: Collins Court, Hobart Budget Allocation: $55K Timeframe: Concept design completed within financial year, fabrication and installation within first half of financial year. Site characteristics Accessible from Collins Street, Murray Street and Macquarie Street, Collins court is both a transient space and one that is used for staying activities, such as eating lunch, listening to a busker, taking a break with children or participating in a programmed activity. The site is located close to The Haven, which is an indoor space in a building at the rear of Collins Court that is available to caregivers and children to use for rest or play or feeding and changing children. New urban play elements within Collins court will immediately offer an extension to The Haven for children and caregivers. Collins Court Stage One was completed in late This project was one of a series of Transforming Hobart projects and saw new paving, 3

6 seating and lighting installed in the section of the court closest to Collins Street. Stage 2 is planned for construction after mid 2018 and the intention is to provide a new accessible pathway and landscape elements from Murray Street and Macquarie Street through to the court as a base for the installation of an urban playscape. Refer Attachment 1 for visualisations to understand the planned works for Collins Court Stage 2. The area designated for Stage 2 is at the rear of the court and is well suited to play that can be enjoyed while in transit or as part of a stopping/resting activity. A number of areas have been identified within the new works, as locations for artworks for children, as shown in Attachment 1. While alternative locations will be considered, there are specific areas, as marked, that cannot incorporate any proposed artworks as they need to be maintained for access. 7 Aerial view, with site indicated within orange line. 4. BUDGET ALLOCATION The budget allocated for this commission is $55,000 ex GST. This budget must contain all costs associated with the Commission, including: all artist fees, artwork design, development application fees, fabrication, sub-contractor fees, technical advice i.e. engineering (if required), any costs associated with transporting the artwork to site, all installation costs and any other related expenses. Stage One Concept Design fee: The fee for Stage One is $1,500 per Artist/Artistic Team, with an additional $500 allocated if any additional work is required to communicate concepts. These fees are to be included within the total project costs. For example, if three Artists were shortlisted, the remaining project budget for that opportunity would therefore be $50,500 ex GST. This budget must cover all costs associated with this stage of the commission, which will entail developing concepts and preliminary costings for integrated urban elements in collaboration with the Transforming Hobart design Team. Full scope as detailed in section 6. Stage Two Design Development, Fabrication and Installation $50,000 (approx, dependent on shortlist process) 5

8 Following approval of the concepts by the Project Working Group, the artist will be engaged in the development of the design, and will, in collaboration with the Design Team: Further develop the concept to address any issues raised through consultation and by the Project Working Group and the Project Action Team. To work with the Design Team to develop detailed costings and present a final budget for approval. To work with the Design Team to develop to prepare all detailed fabrication documentation as required. This budget must contain all costs associated with this stage of the commission, including: all artist fees, artwork design technical advice i.e. engineering (if required), fabrication costs, sub-contractor fees, any costs associated with transporting the artwork to site, all installation costs and any other related expenses. NOTE: If the artwork is installed as an integrated part of the refurbishment works the City may be able to cover some base costs for materials and installation, such as footings, landscape treatments, and pedestrian and vehicular management. For example, if an artist plans to develop artworks within the ground surface, the base cost allocated for ground treatments in the selected area will be covered within the main construction budget, with any additional cost for the artwork included within this Stage Three budget allocation. This will be determined and negotiated during this stage of the project. 5. COMMISSION CONSIDERATIONS 5.1. The Public Realm and Duty of Care Artworks will be installed is in an unsupervised public place therefore the Artist/s must exercise a Duty of Care in terms of design and material selection. The Commission must address public risk and access considerations, such as but not limited to: can withstand a certain level of vandalism cannot be easily climbed 6

9 5.2. Materials provide structural engineering certification during the design development phase of the Commission if required ensuring that the work conforms to relevant Australian Standards as appropriate including CPTEP (Crime Prevention Through Environmental Design) as well as complying with The Disability Discrimination Act (DDA), Australian playground standards with particular focus on dangerous protrusions, entrapment and pinch points. Materials proposed should be suitable for the Commission and the site. The work must have a minimum design life of 15 years. Daily cleaning and long-term maintenance must be considered when developing concepts, minimising maintenance work as far as possible through the selection of appropriate materials and surface treatments. 6. COMMISSION DEVELOPMENT METHODOLOGY The project will develop in stages as follows: 6.1. Expressions of Interest The City is seeking Expressions of Interest (EOI) from artists, creative practitioners and designers who wish to be considered for the design, fabrication and installation of the Commission. The EOI submission and supporting material will be assessed by a review of the Selection Criteria as outlined in the Artist Expression of Interest Form (Attachment 2): Artist statement a brief conceptual statement interpreting the Artwork Brief. Describe how you would approach the opportunity, with particular focus on delivering projects for children. Demonstrated capacity of the artist to deliver the work within timeframes, budget and construction requirements Experience of working in a collaborative design team or similar context Relevant artistic practice and previous experience 7

10 Relevance of supporting images in correlation to this Commission The EOI s will be assessed by the Project Working Group City for shortlisting, using the criteria listed above. The Project Working Group will be composed of the Public Art Advisory Panel and representatives of other City of Hobart stakeholder groups Stage One - Concept Development The shortlisted Artist/s will enter into a Commissioning Agreement with the City of Hobart for Stage One Concept Development. The fee for Stage One is $1,500 per Artist/Artistic Team. Requirements: Attend briefing sessions and site visits as required Undertake research, and consultation if necessary, in relation to the identified themes Develop concept including form, dimensions, colours and materials Prepare an indicative budget, including Design Development, fabrication and installation. This must be within or equal to the total budget for the Commission as per 4. BUDGET ALLOCATION Prepare an indicative timeline, including Design Development, fabrication and installation. Provide detail of Artist/s availability and any prior or upcoming commitments that may impact on the Commission timeline Prepare a presentation of the Concept Design, including finalised concept drawings, maquette, photomontage, detail drawings etc. for the proposed work Present Concept Design to the Public Art Project Team and/or Public Art Special Committee for consideration and approval Provide any other details, information or undertake any further tasks reasonably required by the City to enable the City to evaluate the Concept Design 8

11 The Concept Designs will be assessed by the City Design Project Manager, the Public Art Project Team, and the Public Art Advisory Panel. The assessment will consider suitability to the site, materials, budget and timeline. The Project Manager may consult relevant internal and external stakeholders in regards to the proposed Concept Designs as appropriate. Based on the assessment of the proposed Concept Designs, a single Artist/Artistic Team will be selected to proceed with the Commission. If none of the proposed Concept Designs gain approval, the City reserves the right to not commission any of the selected Artist/s, and may appoint further Artist/s from the previous received Expressions of Interest. If another suitable artist is not found, the City reserves the right to start the EOI process again and call for new Expressions of Interest Stage Two - Design Development, Fabrication and Installation The successful Artist/s will enter into a Commissioning Agreement with the City of Hobart for Stage Two Design Development, Fabrication and Installation. The allocation of fees and payment schedule for this stage will be negotiated with the successful Artist/s prior to entering into the contractual arrangement (please note: this fee is included within the total Project costs as per 6. BUDGET ALLOCATION). Design Development Requirements: Further develop the design to fabrication-ready Engage external technical expertise where required Provide engineering certification if required Gain approval of sub-contractors, if using, from the Public Art Project Manager Provide technical information for all materials proposed for fabrication and installation Provide proposed fabrication and installation details for the Commission Provide confirmed timeline for all works Finalise detailed budget, including all fabrication and installation costs Present final design and detailed budget to the Public Art Project Manager for approval 9

12 Upon approval from the Project Manager, the Artist/s will proceed to fabrication and installation of the Commission. At this stage the Artist/s, together with the Project Manager, will prepare and lodge a Development Application if required. Fabrication and Installation Requirements: Fabricate the work as per the approved design, using preapproved subcontractors (if using) Consult regularly with the Public Art Project Manager throughout the fabrication and installation process, and comply with inspections conducted by the Public Art Project Manager and/or members of the Public Art Project Team (the details of these inspections will be determined in advance by the Artist/s, any relevant sub-contractors and the Public Art Project Manager) Comply with the relevant legislation, Work Health and Safety Act (2012) and Work Health and Safety Regulation (2011), at all stages of fabrication and installation Ensure the work is of a quality and standard appropriate to the nature of the work and that the work meets all relevant Australian Standards Upon completion of installation the Artist/s will need to provide a Maintenance Manual. The Maintenance Manual should include: Artist/s name and contact details Artwork title, description of Work and date of creation A description of the materials used and any installed services or equipment, and their mode of operation If equipment has been installed, equipment operating procedures and supplier s names, addresses and telephone numbers An inspection, testing and maintenance program detailing the routine and materials required to maintain the Work throughout its intended lifespan A list of sub-contractors with appropriate contact details Anticipated lifespan of the Work 10

13 10% of the Commission fee is held by the City until practical completion of installation is achieved and a maintenance manual (of a standard acceptable to the City) is received. 7. PROJECT TIMELINE Thursday February 1, 2018 Friday March 2, 2018 March 5 March 16, 2018 March 19 April 20, 2018 May 1 or 2, 2018 Exact dates of this stage of the project to be confirmed, but to be completed within first quarter of financial year. 14 9. POLICIES AND STRATEGIES The public art developed for the Commission will be consistent with the following City of Hobart corporate documents: 9.1. PROJECT ADMINISTRATION Project Management The City s Public Art Coordinator is the nominated Project Manager for the Commission and will be the key point of contact for the Artist/s during the Commission. Other stakeholders may be invited to join the Public Art Project Team as appropriate. The Public Art Project Team will be responsible for short-listing artists at the Expression of Interest stage to be presented to the Public Art Advisory Panel for consideration and selection of a successful artist. The Public Art Project Team will review the Concept Design/s before they are presented to the Public Art Advisory Panel for consideration and approval Public Art Advisory Panel The City of Hobart s Public Art Advisory comprises of nominated arts professionals from Hobart s arts community. The Public Art Advisory Panel is responsible for selecting the Artist/s to be engaged for the Commission, and approves the Concept Design before the Artist/s can proceed to Stage Two Declaring Conflict of Interest 13

16 Artist/s applying for the Commission must declare any potential conflict of interest at the time of submitting an EOI, or immediately as it arises during the Commission process. Where the disclosed situation reveals a real conflict of interest, or is likely to be perceived as a conflict of interest, the Project Manager will take appropriate action. If the conflict is in regards to an employee at the City of Hobart, the Project Manager may ensure that the relevant officer/s are not privy to the Commission process. If the conflict is in regards to a person who is a member of the Public Art Project Team or Public Art Special Committee, this may result in that team or committee member being removed from the project. If it cannot be successfully resolved otherwise, the artist may be removed from the project at any stage Members of the Public Art Project Team and the Public Art Advisory Panel must declare any potential conflict of interest during the project to the Project Manager immediately. Where the disclosed situation reveals a real conflict of interest, or is likely to be perceived as a conflict of interest, the Project Manager will take appropriate action, which may result in the team or committee member being removed from the project. In the case of the Project Manager being the individual declaring the conflict of interest, the matter is deferred to Director, Community Development City of Hobart Employee Eligibility Members of the team who are responsible for the delivery of the project, including the Cultural Programs Team and the Public Art Project Team, along with members of their immediate family, are not eligible to submit an EOI for this Commission. Other City employees, along with members of their families, are eligible to apply, as long as they adhere to the Tendering for Council Work Policy (Hobart City Council employee policy) Procurement The City of Hobart s public art procurement process aims to demonstrate best practice, transparency and fairness in line with the HCC Code for Tenders and Contracts. Code for Tenders and Contracts (February 2012) Purpose 14

17 This Code provides a statement of ethics which underline best practices to be applied by Council officers with a role in organising or participating in procurement and Service Providers when offering to provide Council with goods, services or works and when engaged by Council to supply it with goods, services or works. For further information, or for a copy of the Code, please visit: EXTENT OF CONTRACT The selected Artist/s will be required to enter into a Commissioning Agreement with the City of Hobart. The Commissioning Agreement is executed in two stages; Stage One Concept Design and Stage Two Design Development, Fabrication and Installation. Both contracts will be negotiated with the Artist/s prior to commencement of the relevant Project stage, including fees and payment schedules. As a condition of contract, the Artist/s will have to provide a copy of current Public and Product Liability Insurance Certificate (minimum $10 million liability). 15

18 12. EXPRESSION OF INTEREST REQUIREMENTS Submissions Submissions should demonstrate an understanding of the opportunity and suitability for the Project. Artists are required to submit the following to register their interest in being considered for the Project: 1. Completed Artist Expression of Interest Form (Attachment 1). 2. A current Curriculum Vitae (no longer than two [2] A4 pages) 3. Images: No more than ten (10) digital images in JPEG format, maximum 500kb per image. PLEASE NOTE: At EOI stage Artists are not required to provide concepts and are specifically requested not to send concept design drawings, details or maquettes. Any concept material received will be removed from the EOI and will not be considered No additional supporting material will be viewed (i.e. exhibition catalogues, media articles) Closing Date All EOI submissions must be received by midnight Friday 2 nd March 2018 via to publicart@hobartcity.com.au Please contact the Public Art Project Manager if you have any difficulties completing your submission, submitting electronically, or require any accessibility assistance.
