The Regional Research and Innovation Strategies in Emilia-Romagna (The C.I.R.I. Aeronautics, Space and Mobility) Alessandro Talamelli Alma Mater Studiorum, University of Bologna
Regional strategy in Emilia Romagna
Regional strategy in Emilia Romagna
The High-Technology netwok of the Emilia-Romagna The Emilia-Romagna High Technology Network is made up of industrial research labs and innovation centers, and include Academic Institutions and public Research Centers in the region to provide expertise, tools and resources to the production system. 82 Laboratories 13 Centers for Innovation Reseachers (600 new employed)
Regional strategy in Emilia Romagna
The platforms Food Construction Energy & Environment Advanced mechanics and materials ICT Life Sciences Support the development of regional industries Encourage and guide innovation efforts Define international scenarios and the regional trajectories for the development
The 10 Technopoles
Strengths Industrial system highly integrated around a few areas of specialization (highly articulated within them horizontally and vertically) Agricultural system among the most specialized in Europe, oriented to quality products High specialization and focus on product innovation and process by Industrial enterprises Increasing collaborative relationships between companies and Research Laboratories Research system homogeneously distributed and sufficiently integrated with the productive system High propensity to export
Weaknesses Low management level of the enterprises to face the international competition Institutional stiffness of the research organizations Limited presence of infra-structures of international excellence in science Poor attractiveness for excellence" Difficulty in growing for innovative and creative start ups Lack of competitiveness and weak role of services Poor ability of integration between different agricultural production realities Poorly structured presence in international markets
A fourth step S3ER EMILIA-ROMAGNA SMART SPECIALIZATION STRATEGY ASTER all rights reserved
The Regional Smart Specialization Strategy
Priorities Increase the competitiveness of Emilia-Romagna businesses: Strengthen the innovative capacity of Emilia-Romagna s traditional and competitive production systems: agri-food, building and construction, mechatronics and transport. Support emerging specialisation areas: Develop production systems fostering social innovation with high growth potential: health and life sciences industries, cultural and creative industries. Steer change: Increase the regional system s capacity to respond to the societal challenges for sustainable development, healthy and active living, and information society. Develop services of excellence: Strengthen the leading role of services for the production system: ICT, logistics, high knowledge activities.
Objectives Product innovation Product/Market diversification Cross product/technology contamination Value chain reinforcement Product Life Cycle Assessment New forms of clusters Reinforce cooperation between productive and research system Evolution of business models Participation to EU programs: Horizon 2020
The first step Identification of "spillover areas" of the regional policies for research and innovation A) areas that represent the fundamental vocations economy and regional identity (consolidated), B) areas that may instead drive the change, create new occupation, respond to new social needs, develop new industries and modern, stimulating innovation processes even in traditional activities by offering new content and new business models (emerging);
Key element for strategic areas Degree of specialization at the national level and competitiveness Occupational relevance Territorial pervasiveness Export capacity and international projection Ability to deal with social and technological challenges Technology foresight and Enterpreneurial discovery
The RER Key cluster (consolidated and emerging) 5 specialization areas (3 strategical and 2 high-potential) Agrifood 16.7% Construction 18.8% Mechatronics 18.2% more than employers (approx 50% of the total) 80% of the RER export
Regional platforms and S3 Clusters Clusters Platforms Advanced mechanics and materials Food Construction Life sciences Energy & Environmen t ICT AgrIfood Construction Mechatronics-Automotive Health Industries Cultural and Creative Industries
The second step Implement the key enabling technologies in the productive system a) Through the High Technology Network, organized in thematic platforms, which should serve as a link between the KETs and the regional industrial areas; b) By encorauging and promoting the creation of high tech start-ups and their rapid integration in networks and in the industrial systems
Key Enabling Technologies Nanotechnologies New Materials Industrial biotechnologies Microelectronics Photonics New industrial processes Digital technologies/wireless
KETs & Regional platforms Platforms KETs Advanced mechanics and materials Food Constructio n Life sciences Energy & Environment Nanotechnologies New materials Microelectronics Photonics Industrial biotechnologies Process technologies Digital technologies ICT
Startup hi-tech Biotech, biomaterials Micro-nanotech, advanced materials Software/Multimedia Green technologies Aerospace New services
Start ups high-tech regional clusters Clusters Start ups High Tech Nanotech/ advanced materials Biotech Biomaterials Software/ Multimedia Green technologies Aerospace New services Agrifood Construction Mechatronics- Automotive Health Industries Cultural and Creative Industries
The third step highlight the need for changes expressed by the society (innovation drivers) that can push to adopt new technologies and languages, and helping to convert and boost the productive system. Sustainability (energy, environment, safety, mobility) Healthy and active life (health, wellness, active ageing, disabilities) Information and communication society (connectivity, multimedia, new services, systems management)
Logical scheme for the S3 Strategy KETs Start ups hi-tech Regional High Tech Network Innovation drivers Consolidated and emerging clusters
The RER Key cluster (consolidated and emerging)
Mechatronics and transport systems - industries for the processing of metals; - Metal and carpentry productions, simple mechanics; - Engine; - Hydraulics, power generators; - Agricultural mechanics; - Sports cars, motorcycles, boats and related components; - aerospace - Mechanical industry (for food, construction and productions of materials, woodworking, plastic, machine tools, automation and robotics); - Electro-mechanical; - Precision engineering for signaling, control, diagnosis; - Electromedical; - Other electromechanical industries for domestic use; - Logistics, distribution, service; - Software, engineering and computing.
The trajectories Attempt to identify those trajectories of innovation able to redirect systems to new challenges and new market scenarios to increase the added value inherent in the products and their competitiveness on the market. They are technological priorities Grouped in thematic orientations

A Case study CIRI Aeronautics and start-up The project ALMA-SPACE
Background ALMASat-1 ALMASat-1 is the first microsatellite for educational purposes entirely designed, manufactured and assembled at the University of Bologna: The project began in 2003 with the development and the realization of a ground station for receiving data and the tracking of satellites, Implementation of numerous hardware and software tools necessary for the design phase All subsystems of the satellite were made entirely from scratch through work placement / thesis (more than 30 students involved) or research activities dedicated Scientific objective: in-orbit tests of an innovative micropropulsion system
Background ALMASat-1 System Integration
ALMASat-1 Launch Integrated into the "payload" of the inaugural flight of the carrier VEGA ESA and launched February 13, 2012 from the Guiana Space Centre
ALMASpace ALMASpace was founded in 2005 by the will of a research group composed of professors, researchers, graduate and undergraduate students of the II Faculty of Engineering, University of Bologna, to bring in the market the knowledge acquired during the academic experience. At the end of a process of significant growth, in terms of skills and market, in January 2014 the company has been sold; The ALMASpace LTD became part of the Angelo Investments (SITAEL), a financial holding composed of high-tech companies; ALMASpace has become an industrial reality consolidated in Forli, where they still have laboratories and the headquarter
