Regional Observatory: who is going what, where, when, with what competences plus all kind of physical data (entreprises, population, education, etc. Ecosystems of Innovation: mix all the stakeholders of innovation at he regional level Information and patents: the cycle of intelligence The world in 2030 In 2030, many changes will occur and this will change the global geopolitics Less power of the central states: finance, security, health Fragmentation of countries, possible conflicts, maffia Weather changes: need for more food, mignation, climatic incident Energy: diminution of carbon energy (petroleum and gaz) Transports Industrie safety Not all places may be suitable for nuclear energy Coal introduces a lot of pollution Emergence of a middle class which will like to benefit of a better life Increase of bio behavior Regional health care systems Eat in a better way Waste recycling Taking care of the environment Education University and research engaged deeply in pubic and Private Partnership Continuing education for local industries Industry Valorisation of the local resources Green technologies links with research The mapping of tangible and intangible resources Most advanced regions develop OBSERVATORIIES (most of the time with Geolocalisation) to make the inventory of the tangibles (which are real) and intangible (immaterial) capital of the region. This live inventory will be the base upon which ECO INNOVATIVE SYSTEMS will be developed A co innovative system is done by the synergie between between the local actors: innovative enterprises, actors of the education, research loboratories; know how, risk capital, strategic think tanks. Yj synergy between these stakeholders must be organized. Thinking the future Mental models have strong links with your environment, your education and your culture. These models are your key to interpret the information and the world. When you are prisoner of a mental model you may ignore fundamental issues and may becomes blind. 2 Innovation a must for all nations Innovation is one of the keys to maintain or to develop competitve advantages., Many reports (USA, England, France, Autralia, Canada ) pin pointed it. It is important to show what is innovation and what is its main mechanism. It will follow from this mechanism the different parts of this presentation. Innovation and Regional Development Competitive Intelligence is applied in various enterprises Competitive Intelligence is appled in clusters (poles of Competitiveness) Both are vertical: same business, vertical specialization most of the time Now, the problem to solve is: to move from vertical to horizontal How to take enterprises of different businesses to create new products different, from the various knowledge, expertise and products of these different enterprises? This is the key of the regional development: to develop an actionable knowledge not only in one enterprise, in one especialized cluster but in enterprises of different activities to create together new products of services which do not exist. 3 The creation of a regional Governance through the strategic regional think tanks The future of the region must be shaped. This is the role of the strategic innovatin think tanks. They are in a limited number and they deals with the main areas f the regional activities and actions: Energy, Regional Resources, Industry, Agricukture, Education, Health, Employment. The work of the think tank can be seconded by various DELPHI questionnaires. Exemple South Korea Information Sources analysis Strategies for Information collection Vision, Strategy and questions from the decision makers (Institutions, Companies, Policy makers ) Information Management The Intelligence cycle Platform of cooperative work Processes to create Actionable knowledge We need an information which will bridge the gap between research and industry Recommendations provided to the decisions makers Experts Information analysis ad understanding SWOT We need Stratégic Think tanks Creating knowledge is a mixture of human skill and workflow technology Brain Storming Mind Mapping Most of the former answers will fit into Looking for information able to catalyze the creation of an actionable knowledge between companies of different activities This information will be used in the triple helix system to catalyzed a regional consciousness between potential partners of very different activities. Facts: Porter s five forces Today competition New potential entrants Customer needs Impact of raw materials prices Technology trends enterprises, and more especifically SMEs, are not able to understand and apply fundamental academics research results in their business. academics most of the time are not really concerned by the regional development, but most of the time by their promotion PATENT INFORMATION will provide a link between R&D, economy and regional policy makers Information and actionable knowledge What may strongly relates science and technology? Patents can provide a lot more than a simple protection! Patent information is unique since it is most of the time not published elsewhere. The access to the main patent databases is free (EPO Worldpatent database, and USPTO databases of granted patents and patents on demand, see also Google Patent for the US patents) Key Step The worldpatent database which covers 90 countries and contains more than 65 millions of references, is a unique living encyclopedia which increases every year and which is free. Extract from a presentation of Cypher Corporation Patent information can be understood by companies and researchers, although the researchers do not cite or use patents most of the time. Patent information is a good way to attract the attention of enterprises since it shows what competitors, often unknow, are doing. 3

Conclusion All the methods, tools, and facilities to develop a regional strategy of innovation exist. The most important is the will, the continuity, the right methodology. Think to the future by looking to the past or the present is a wrong mistake.think different.
