1 EIRMA EU meets EIRMA 2013 Round-Table Discussion: an R&D and innovation SWOT analysis for getting Europe out of the economic crisis 24 April 2013 Brussels, Belgium EIRMA exists to support the exchange of practical experience across business sectors and professional communities. Building on the success of 2011 and 2012 Round-Tables focussing on industry perspectives of the Framework Programme, Public Private Partnerships and other instruments and tools for technical, economic and social progress, this 2013 issue will tackle a broader and more fundamental issue: : John Hale (*) published «The civilization of Europe in the Renaissance - 20 years have passed - Will 2013 see the advent of The civilization of the new Renaissance in Europe? Some Renaissance historical highlights - widespread educational reform - development of the conventions of diplomacy - an increased reliance on observation in science - an age of new discoveries - society needed more trained professionals - Renaissance Europe developed cultural and intellectual unity, greater than it had in the centuries of the Middle Ages or would again until the European Economic Union of the second half of the twentieth century (*) Professor at Oxford & Cornell universities ; President of the National Gallery, member of the board of the British Museum and Victoria & Albert Museum Context Our society is transforming faster than ever. The aftermath of the financial crisis is now showing its effects: tight financial credit, companies closing or laying off workers, social unrest, de-industrialisation and other plagues for Europe where the innovation level is still low in comparison with some other parts of the world. Open dialogue between the various stakeholders is a key issue for maximizing the chances to reach well balanced decisions for a better world for everyone (people, profit and planet).

2 As an independent, non lobbying association, EIRMA is able to present a cross-sector view of industrial innovation given by R&D managers whose daily business confronts them with the need to set priorities reconciling these issues. The aim of this round-table is to provide senior representatives of the Commission and experienced R&D executives with an opportunity to share thoughts on an analysis of the strengths, weaknesses, opportunities and threats for European innovation and the possible ways forward. As private R&D investments in Europe are lagging, framework conditions for R&D and innovation are apparently less favourable here than elsewhere. To increase private R&D investments and improve Europe s innovation system, a wide range of policy measures at European and national levels is needed: more public investments in the Knowledge Triangle of education, research and innovation on the input side, measures to improve the throughput in terms of efficiency and effectiveness, and a strong market demand for innovative products and services to pull through innovation from the output side. This frame will be used to address a number of positive and negative aspects of each of these three sides of Europe s innovation system from an industrial perspective. Based on his 20+ years of experience in making collaborative ('open') innovation work for leading EIRMA members such as Volkswagen, BASF, Siemens, Philips or Umicore, He will highlight which challenges, in his opinion, are best addressed using EU framework collaborations, and which challenges are less suitable. He will subsequently critically assess some of the particularities of EU-supported collaborations and how he feels these could be improved in order to make the EU supportive programs as effective as they can be.
