6 WHAT IS GOOD GOVERNANCE? Good governance is about the processes for making and implementing decisions. It s not only about making correct decisions, but also about the best possible process for making those decisions. Good decision-making processes, and therefore good governance, share several characteristics. Characteristic of Good Governance Accountable, Transparent, Follows the Rule of Law, Responsive, Equitable and Inclusive, Effective and Efficient and Participatory. All positive effects on various aspects including; consultation policies and practices, meeting procedures, service quality protocols, councilor and officer conduct, role clarification and good working relationships. 6

7 What is the Ethical Framework? An ethical framework is a set of codes that an individual uses to guide his or her behaviour. Ethics are what people use to distinguish right from wrong in the way they interact with the world Ethics are moral principles that govern a Person s or Group s behavior. Synonyms: moral code, morals, morality, values, right & wrong, principles, ideals, standards (of behaviors), value systems, virtues, dictates of conscience Oxford Dictionaries Does Technology has ethics? Is it ok for your mobile phone to monitor how many beers you drank, where you drank, what beer you drank, what time you drank etc. Is it good idea to have internet on your eyelids, Google glass or inside your head? You like to have imbedded intelligence in your head? Is the computer is an evil? Google says evil is hard to define. Why ethics are so important? Privacy & Security Debate Is it ok for mobile phone to replace the doctors stethoscope? Is it good to have Nano particles in your bloods to fix cholesterol? Is that creepy or good? 21

Should we really leave ethical decision to have control access of platforms, apps, or websites? Technology is progressing at exponential warp speed while our ethics, social controls and laws remain linear.
