2 Christian Pegel - Patron Minister for Energy, Infrastructure and Digitalization, State of Mecklenburg-Vorpommern Dear participants of BlueWeek 2017 in Rostock, Mecklenburg-Vorpommern is an important part of the cradle of the German offshore wind energy industry. Important milestones were set here. Germany s first offshore wind turbine a demonstration facility to try and show what is possible - was erected here at the beginning of 2006, just opposite Rostock s seaport. Four years later, in 2010, Germany s first commercial offshore wind farm started operating in the Baltic Sea, some 16 kilometers north of the Darss / Zingst peninsula: EnBW Baltic I. Today, the offshore wind sector is not only a reliable energy supplier, but it is also developing into a significant economic sector. Today, this sector has more than 20,000 employees; the number has quintupled since 2010, since the construction of the first offshore wind turbine. Looking at the supply chain, more than three-quarters of the value-added products and services to the offshore wind sector in Germany comes from medium-sized enterprises. In Mecklenburg-Vorpommern, companies were established and located here that cover the entire supply chain: Made in Mecklenburg-Vorpommern. Offshore wind energy is also an R&D focus in our State. The University of Rostock s Endowed Chair of Wind Energy Technology provides a foundation for wind energy engineering. It is not just about building further offshore wind parks. More than 1,000 wind turbines have already been installed in the North Sea and the Baltic Sea. With an output of around 4,800 megawatts, they generate as much electricity as four conventional large power plants. They could cover the electricity demand of German cities like Berlin, Hamburg or Munich. But in addition to the construction of further offshore wind turbines, it is now also about increasing efficiency. The keyword is therefore Offshore Or more precisely: Condition Monitoring Systems. It provides the operator with continuous information on the condition of each generator and to flexibly control turbine-level and plant-level performance. Intelligent current measuring transducers can be used to interconnect plants and manage them as generating units in a virtual power plant. The BlueWeek 2017 motto is Ocean Energy. The conference will discuss new projects and technologies to further develop offshore wind farms. This is an urgent demand because offshore wind power is indispensable for energy transition to a non-carbon-based power supply and thus for combating climate change. I wish the BlueWeek 2017 conference in Rostock lots of innovative discussions and new insights. 3

Uwe Ritschel Professorial Chair Holder, Endowed Chair of Wind Energy Technology MARIN, the Maritime Research Institute Netherlands, aims since 1932 at helping the maritime industry innovating and optimizing ships and floating structures, in terms of performance and operations. Making Ships and Offshore structures smarter and safer has been our motto for many years, keeping our Oceans clean and blue is our responsibility as well for the century to come. Aware of the fact that our societies are at a turn in terms of energy production and energy use, we have decided in 2002 to increase our knowledge and support for sustainable solutions in the maritime sector. The first initiative started with a multidisciplinary team covering offshore wind, tidal and wave energy production. Following our vision not only the energy production would be largely impacted by the energy transition, but also the maritime transport. In 2012, we initiated a first seminar focusing on the use of natural resources for sea transportation In 2016, the seminar encompassed all sustainable maritime activities and became the Blue Forum. Such forum aims at promoting the smart use of environmental forces in the maritime industry and accompany the necessary energy transition at sea. The themes developed in the Blue Forum are: Natural Propulsion (use of environmental forces for shipping) Natural Solution (natured-inspired engineering biomimetics) Ocean Energy (wind, tidal, waves, biomass energy productions) Life at Sea (sustainable ocean life products and use of ocean space) The Blue Forum meets during the so-called BlueWeeks, which happen few times a year. We are extremely happy to see the blue community growing through the years and thank GICON and University of Rostock to welcome the event in October for a BlueWeek dedicated on Offshore Wind. Gathering the industry, universities, research institutes and governmental bodies will help sharing the latest knowledge and technological development through the seminar and meetings to discuss the ongoing projects and proposing new cooperation through Joint Industry Projects (JIP). I personally wish all participants an inspiring event and thank you for your contribution to make the energy transition real and sustainable. Fair winds. Dear conference participants, on behalf of the Dept. of Wind Energy Technology, I would like to welcome you to the main building of the University of Rostock, the oldest university in the entire Baltic Sea region. In 1419, this educational institution was founded. The endowed chair has been in existence for three years now, a blink of an eye in the history of the university. The foundation represents a clear commitment of partners from business, academia and politics - above all the Nordex SE foundation - to long-term research in the field of wind energy technology in Rostock. A number of research projects are currently underway or have already been completed. These projects would not have been possible without the science-friendly environment created by the state of Mecklenburg-Vorpommern and the constant support from business and politics. This also forms the basis for the training of students and the further qualification of scientists for future academic research or of highly-qualified specialists for the wind industry. This support, but also our own aspiration to learn a little bit more every day, allows us to drive our ideas forward and apply our findings on a global scale. With CART (Compact and Robust Medium Wind Turbine) we are implementing such an idea. The goal is to provide a small and robust wind turbine with a suitable technology for emerging and developing countries. The project centers on stall-regulated wind turbines with an output of 200 kw. These turbines are to be installed for both offshore applications and onshore in coastal areas. Ultimately, they are intended to provide sustainable clean energy for regions that currently have difficult access to electricity because of their location. A first test phase is currently being prepared in our partner country, Vietnam. We would like to thank the Federal Ministry of Education and Research for its support. I wish both for myself and for you an intensive exchange of ideas over the next two days on all topics, also outside of the individual presentations, as well as a steadily growing exchange among each other. The university offers the appropriate environment for this. Over the next two days we ll be talking about the future and the state of the art in the generation of ocean energy. Exciting national and international contributions containing innovative solutions await us. The main focus of the presentations and discussions will be on three aspects that also define the implementation of all ideas stemming from GICON s engineers: to develop innovative solutions that are simultaneously technically superb, environmentally friendly and economical. Only this interplay will enable innovations to achieve economic success. In 2009, we presented the first ideas for the GICON SOF together with our partners, the TU Freiberg, the University of Rostock and other industrial partners. At that time, the subject of floating platforms for wind turbines was still a distant dream of the future. Today, we are getting closer and closer to our goal. Thanks to the cooperation with the Endowed Chair of Wind Energy Technology at the University of Rostock and the scientists of TU Freiberg, we have succeeded in developing a TLP concept for the third generation of the GICON SOF. Designed for turbines up to 10 MW, consisting of reinforced concrete composite components and equipped with a gravity anchor, it fulfills all three of the previously mentioned aspects. The TLP technology is an outstanding solution in terms of stability and versatility offshore. Modular production and assembly are carried out in port. By using a gravity anchor, we can abstain from drilling into the seabed. This reduces noise and sustainably preserves marine wildlife, such as the population of harbour porpoises in the North and Baltic Seas. From this technology bundle, the GICON SOF makes economic sense, as a levelized cost of electricity of less than 6 cents per kwh is possible. This is also important for our political partners. Especially in Germany, these aspects need to open the doors further, if we want to remain a serious technology location for ocean energy in the future. We would like to thank the Ministry of Economics, Employment and Health of Mecklenburg-Vorpommern for their financial support in the development of the GICON SOF. I would like to thank the University of Rostock for their support and provision of the facilities for this conference, MARIN for its organizational support and the good cooperation in recent years.
