2 Vision and Mode of Operation The Samuel Neaman Institute at the Technion is a policy research institute focusing on issues that determine the national resilience of our country SNI studies policies in various fields: Science, technology, economy, industry, education, human capital, energy, environment and health. It also studies public social policies. The Neaman Institute was established in 1978 in order to help seek solutions for national problems in the economic, scientific and social development of the State of Israel 2
3 Vision and Mode of Operation Our vision and goal are to establish the Samuel Neaman Institute as one of the leading policy research institutes on both the national and the international scenes. This is done by a vigorous strategy of recruitment and a judicious choice of research projects. Both depend also on the availability of appropriate funds. 3

6 Science, Technology and Economy (STE) The program presented options for a coherent national policy which combines science, technology and industry and their effects on Israel s economy STE Comprised researchers from all over Israel, the OCS and the Central Bureau of Statistics and Industry all under one roof Included collaborative research with foreign scholars STE was widely acknowledged as a world leader in the study of the economics of industrial R&D. Various governments approached us STE earned the status of a trusted authority in Israel, an integral part of the national innovation system 6
7 Economics of Higher Education (EHE) The Higher Education system in Israel is undergoing a profound crisis which calls for a swift revision of the basic premises upon which it has functioned over the past half century Unfortunately, there is little expertise in Israel with respect to the Economics of Higher Education. Hence the current public debate on how to design a viable model is ill informed and poorly argued To fill this void, the S. Neaman Institute initiated the EHE Program, which addresses the need for research in this critical area The forum of higher education supported 8 research projects 7

9 Economics of National Security Program (ENS) The ENS Program was launched at the end of 2003 as an intermural research program aimed to initiate, encourage and support academic research on the mutual links between economic conditions and national security Its main goals are to provide in depth analysis of the economic costs and consequences of the Israeli security situation, the contributions of security and defense expenditures to economic progress, and to estimate the resources allocated to Israel's defense There are some 40 active participants in the program, with an additional 30 participating on an ad hoc basis 9
10 Israel 2028 "Israel 2028 Vision and Strategy in a Global World The project was initiated and supported by the US Israel Commission of Science and Technology (USISTC) It was managed by a public committee, and carried out over 2 years. A significant portion of the study performed by the Neaman Institute researchers (5 out of 9 chapters in the final report) The report was submitted to the Prime Minister who brought it before the Government on May 4, 2008 and received unanimous support. The project was presented in several meetings of the Globes Business Conference in

13 Israel 2028 Follow up Industrial Innovation Policy Segmentation into Three Programs: Empowerment of the Classical / Traditional Industries Leveraging the scientific and technological capabilities to build Knowledge Intensive Industries in the emerging segments where Israel has relative advantage to achieve sustainable global leadership Studying the current Hi Tech industries their strengths and weaknesses with the purpose of establishing a policy that will achieve the stability and sustainability of this industrial segment 13
14 Israeli Science and Technology Indicators (ISTI) The project involves the creation of large and diverse database of indicators pertinent to monitoring and evaluation of R&D activities, scientific capabilities and technological infrastructures, and to the funding of such activities in Israel The database is intended to be the main knowledge resource in Israel for evaluation and analyses of Science, Technology and Innovation support policies 14
15 Israeli Science and Technology Indicators (ISTI) This publication, focusing on indicators of science, technology, and innovation in Israel is the third in the series that commenced in It focuses on eight major themes: National gross civilian expenditure on R&D: Distinction between performing and financing organizations (Chapter 2). The ICT industries which attract most Israeli R&D activities. Assimilation of the ICT products and services in other sectors may improve productivity throughout the economy and generate balanced and stable growth (Chapter 3). 15
16 Israeli Science and Technology Indicators (ISTI) Capital inputs and government support: Two crucial ingredients of scientific and technological endeavor. These two factors require government involvement in both instigation and ongoing support due to the proliferation of market failures in R&D (Chapter 4). Human capital in science and technology: Number of people engaged in the development and assimilation of various areas of science and technology, their training fields and where, and additional characteristics (Chapter 5). 16
17 Israeli Science and Technology Indicators (ISTI) Indicators of the economic activity in S&T in terms of growth of sector product, economic growth and improvement of labor and total productivity (Chapter 6). R&D outputs as expressed in scientific publications and patents, number of publications, their quality measures and the number of patents applications and grants (Chapter 7). 17
18 Israeli Science and Technology Indicators (ISTI) Globalization of R&D and scientific endeavor: Extent of international trade in technology and in knowledge intensive products, multinational firms and R&D centers of foreign companies, foreign investments in high tech and international research relations (Chapter 8). Technological readiness: ICT infrastructures and technologies, their assimilation in society and government (Chapter 9). 18
19 Evaluation of Science and Technology Programs and Policies The Neaman Institute is developing an infrastructure of knowledge, methods and tools for the evaluation of S&T under which several activities were promoted: Evaluation of the Infrastructure program Evaluation of the engineering research at the Technion Evaluation of the Magneton & NOFAR programs Evaluation of the Russell Berrie Nanotechnology Institute at the Technion 19
20 The Israeli Innovation System: an Overview of National Policy and Cultural Aspects This overview is part of an international project engaged in innovation policy under the United Nations Economic Commission for Europe (UNECE) Its goal was to review the national policies and cultural aspects that support and lead Israeli innovation & entrepreneurship 20

27 The MAGNET Consortia Information Center The MAGNET Consortia Information Center was established to meet the information needs of the consortia working under the MAGNET program MAGNET is a nationwide program responsible for encouraging the development of innovative, generic, pre competitive technologies and R&D, and promoting the collaboration between industrial companies and scientists from Israeli research institutes Currently, 9 MAGNET Consortia have active information centers in the S. Neaman Institute, 7 of which are under the responsibility o information specialists The centers are based on a designated knowledge management system, designed according to the requirements of the SNI team in cooperation with the consortia 27
