1 ABOUT THE SPEAKER J. Roderick Heller, III J. Roderick Heller, III, is President and Chief Executive Officer of the National Corporation for Housing Partnerships, a Congressionally authorized entity created to encourage the construction of low- and moderate-income housing. Prior to joining NCHP, Mr. Heller was President and Chief Executive Office of Bristol Compressors. An honors graduate of Princeton University and the Harvard Law School, Mr. Heller joined the Washington law firm of Wilmer, Cutler in 1965 and served with the U.S. Agency for International Development in India and Pakistan until He rejoined Wilmer, Cutler in 1968 and practiced law there until 1985, serving as partner from 1971 to 1982 and as counsel from 1982 to He is a Director of Riggs National Bank, Washington, D.C. and the Auto-trol Technology Corporation, Denver, Colorado. G. Lindsay Crump G. Lindsay Crump is Vice President - Corporate Relations for the Marvin F. Poer Company, Dallas, Texas, a company engaged nationally in property tax, appraisal, brokerage and management consulting services to the real estate industry. He is also President of his own property, the Crump Group, Inc. of Vienna, Virginia. In 1986 Mr. Crump retired from NCHP after serving there for 16 years in a variety of responsibilities including Executive Vice President and Group Executive. For 14 years prior to NCHP, he was senior officer of AMF, Incorporated serving for three years during that period as Chairman of AMF Australia. Mr. Crump is a Certified Property Manager and a past Chairman of both the National Advisory Council of HUD Management Agents and the Federal Housing Liaison Committee of IREM. He is a Director of the IREM Foundation, the Volunteers of America, and Honorary Director of NCHP. Mr. Crump is a graduate of the University of Texas from which he holds a degree in Public Accounting.

2 Kathleen A. Boland Kathleen A. Boland is the Staff Vice President, Mortgage Finance Department, National Association for Home Builders. Prior to joining NAHB, Ms. Boland was Chairman and Director for the Maine State Housing Authority, Augusta, Maine. She has also worked as a Staff Assistant for the United States Catholic Conference and was a Legislative Aide for the U.S. House of Representatives Ms. Boland received her B.A. from Webster College, St. Louis, Missouri, and her masters in Public Administration from George Washington University. Lawrence B. Simons Lawrence B. Simons is a partner in the Washington, D.C. law firm of Powell, Goldstein, Frazer and Murphy, which specializes in development, housing, and financial matters. Prior to joining Powell, Goldstein, Mr. Simons served as Assistant Secretary for Housing/Federal Housing Commissioner, Department of Housing and Urban DEvelopment from 1977 to He is a Director of the National Association of Home Builders, the National Housing Conference, and the National Housing Rehabilitation Association. and is a member of the American Bar Association. He is also a Director of the Pennsylvania Avenue Development Corporation and is a Trustee of Bayley Seton Hospital in Staten Island, New York. Mr. Simons received his undergraduate degree from Duke University and his law degree from Columbia University. Carl W. Riedy, Jr. Carl W. Riedy, Jr. currently serves as Executive Vice President of the National Council of State Housing Agencies. Prior to joining NCSHA, Carl Riedy was the Vice President of Multi-Family Development for Transcon Builders, Inc., in charge of their Washington office. From 1977 through 1980, he served at the U.S. Department of Housing and Urban Development first as Deputy Assistant Secretary for Legislation and then as Executive Assistant to Lawrence B. Simons, Assistant Secretary for Housing and Commissioner of the Federal Housing Administration. Prior to receiving his governmental appointment, Carl Riedy served on President Carter's Transition Team. Earlier, he spent four years with the U.S. Conference of Mayors as both an Assistant Executive Director and as the Washington lobbyist for the Mayor of the City of Detroit.

3 Melvin J. Adams Melvin J. Adams is Assistant Executive Director and Director of Development for the Housing Opportunities Commission, Montgomery County, Maryland. Previously, from 1971 to 1986, he was Executive Director of Dade County, Florida, Department of Housing and Urban Development and from 1985 to 1987 he was President for the National Association of Housing Redevelopment Officials. Mr. Adams has served as Development Administrator for New Haven, Connecticut and Executive Director of New Haven Redevelopment Agency. He has also been a member of the Housing and Home Finance Agency and Redevelopment Land Agency for the District of Columbia. Mr. Adams received his undergraduate degree from Grinnell College and his masters in Public Administration from Syracuse University. J. Jackson Walter J. Jackson Walter is President of the National Trust for Historic Preservation. Prior to joining National Trust, Mr. Walter served as President of the Congressionally chartered National Academy of Public Administration in Washington, D.C. from 1982 to In 1979, he became the first director of the U.S. Office Government Ethics. He was appointed by President Carter and reappointed by President Reagan. Mr. Walter received his A.B., cum laude, from Amherst College and his law degree from Yale Law School. William M. Kargman William M. Kargman is the President of FRM Properties, First Realty Management Corp., and Clerk of the Commonwealth Mortgage Company. He has served as Vice President and is presently Director of the Rental Housing Association of the Greater Boston Real Estate Board. He is also a Director of the Greater Boston Real Estate Board and of the Massachusetts Association of Realtors. Mr. Kargman is the First Vice President of the National Advisory Council of HUD Management Agents and serves as a member of the Council's special task force developing recommendations to HUD and Congress for the preservation of the current stock of affordable housing. Mr. Kargman has a J.D. from Boston College Law School, and an MBA from the Columbia University Graduate School of Business.

4 Conrad E. Egan Conrad E. Egan is the Senior Vice President, Ownership Services for the National Corporation of Housing Partnerships. Prior to joining NCHP, Mr. Egan served as Director, Office of Multifamily Housing Management, U.S. Department of Housing and Urban Development in Washington since Mr. Egan received his B.A. from the University of Detroit, and his MSW from the University of Michigan. Jeanne K. Engel Jeanne K. Engel is Director of Policy and Program Development for Rhode Island Housing and Mortgage Finance Company. Prior to Rhode Island Housing, she served as Director of Field Services for the Enterprise Foundation from 1986 to Ms. Engel was Vice President for CAMS, Inc. in which she was a consultant to HUD, United States Agency for International Development, and the State of Wisconsin, Department of Development as well as several other cities and states concerning housing matters. From 1977 to 1981, she was Director of Neighborhood Development, City of Trenton, New Jersey. Ms. Engel received her B.A. in Social and Political Science from the University of Delaware and her M.C.R.P. in City and Regional Planning from Rutgers University. Larry Yates Larry Yates is the Director of the National Anti-Displacement Project of the Low Income Housing Information Service. He worked with Richmond United Neighborhoods, a citywide umbrella organization of lower income neighborhood residents, from 1978 to 1988 and served as President and Executive Director. Mr. Yates has worked in Virginia's state housing agency as technical assistance provider to nonprofit and community based groups. He helped to initiate the Virginia Association of Neighborhoods and has served as Executive Director of the Virginia Housing Coalition. Mr. Yates was a Board Member of the National Low Income Housing Coalition from 1982 to 1987.

5 Sara E. Johnson Sara Johnson is the Vice President and General Counsel of Teles is Corporation, a Washington, D.C. based company involved in neighborhood development and preservation of affordable housing. Ms. Johnson authored a book, published in 1985, entitled Preserving HUD Assisted Housing For Use Bv Low Income Tenants. She has been a member of the National Housing Preservation Task Force and the National Low Income Housing Preservation Commission, Technical Advisory Group. Ms. Johnson graduated from the Northwestern University School of Law. Edward Rogers Edward Rogers is the Legislative Assistant on Housing for Senator John Heinz. Previously, he was a member of the Northeast Midwest Senate Coalition. Mr. Rogers received his A.B. from Harvard College. Bruce Katz Bruce Katz is Majority Counsel to the Senate Subcommittee on Housing and Urban Affairs. Prior to joining the Subcommittee staff, Mr. Katz was an associate with the law firm of Fried, Frank, Harris, Shriver & Jacobson. His areas of practice included housing and urban development, real estate and litigation. Mr. Katz received his undergraduate degree from Brown University in Providence, Rhode Island and his J.D. from Yale Law School. Joseph M. Ventrone Joseph M. Ventrone is Assistant Staff Director for Housing for the Subcommittee on Housing and Community Development, Committee on Banking, Finance and Urban Affairs. Prior to joining the Subcommittee, Mr. Ventrone was employed by the U.S. Department of Housing and Urban Development in the Office of Multifamily Housing Development as a Housing Programs Officer. Mr. Ventrone received his B.A. in Political Science from Curry College, Milton, Massachusetts and his masters of Public Administration (Urban Affairs) from the American University in Washington, D.C.
