3 1.0 Introduction An annual environmental noise survey was carried out at the Derryclure Landfill facility, Derryclure, Co. Offaly to comply with the requirement of Section 6.23 of the Waste Licence for the facility. Section 6.23 states The licensee shall carry out a noise survey of the site operations annually. The survey programme shall be undertaken in accordance with the methodology specified in the Survey Guidance Document as published by the Agency. Four site boundary locations were surveyed on th and 21 st August 15 for Daytime and Night-time noise levels. On th and 21 st August 15 activities at the facility continued as normal. The landfill site is closed and permanently capped. Only activities at the Civic Amenity Site were ongoing during the day-time survey. Adrian Gaughan (Environmental Scientist) of Fitz Scientific carried out the environmental noise survey. 2.0 Duration and Measurements of Surveying The recommended minimum survey durations were carried out as per the EPA Guidance Note for Noise (NG4), which specifies daytime noise periods as being between 07:00 to 19:00 hrs and night-time noise periods between 23:00 to 07:00 hrs. The guidance document specifies a minimum of 3 sampling periods for daytime monitoring and a minimum of 2 sampling periods for night-time monitoring, at each noise monitoring location. The following measurements were carried out at each monitoring location: Daytime and Night-time Broadband measurements L(A) eq, L(A) 10, L(A) 90, L(A) 50, L(A) 1 and L(A) 99 over a 30-minute period. Daytime and Night-time 1:3 Octave measurements over a 30-minute period. 2.1 Description of Measurement Parameters L Aeq,T : This is the equivalent continuous sound level. It is a type of average and is used to describe a fluctuating noise in terms of a single noise level over the sample period (T).The closer the L Aeq value is to either the L AF10 or L AF90 value indicates the relative impact of the intermittent sources and their contribution. The relative spread between the values determines the impact of intermittent sources, such as traffic, on the background. L AF10 : Refers to those A-weighted noise levels in the top 10 percentile of the sampling interval; it is the level which is exceeded for 10% of the measurement period. It is used to determine the intermittent high noise level features of locally generated noise and usually gives an indicator of the level of road traffic. Measured using the Fast time weighting. L AF90 : Refers to those A-weighted noise levels in the lower 90 percentile of the sampling interval; it is the level which is exceeded for 90% of the measurement period. It will therefore exclude the intermittent features of traffic and is used to describe a background level. Measured using the Fast time weighting. Impulsive: A noise that is of short duration (typically less than one second), the sound pressure level of which is significantly higher than the background. 4 Tonal: Sounds which cover a range of only a few Hz which contains a clearly audible tone, i.e. distinguishable, discrete or continuous noise (whine, hiss, screech, or hum etc.) are referred to as being tonal. The simplified methodology for the objective identification of tones that is advocated in Annex D of ISO :07(E) is adopted. This methodology requires that for a prominent, discrete tone to be identified as present, the time-average sound pressure level in the one-third-octave band of interest should exceed the time-average sound pressure levels of both adjacent onethird-octave bands by some constant level difference. The appropriate level differences vary with frequency. They should be greater than or equal to the following values in both adjacent one-third-octave bands: 15 db in low-frequency one-third-octave bands (25Hz to Hz); db in middle-frequency bands (1Hz to 0Hz), and; 5 db in high-frequency bands (Hz to 10,000Hz). Care should be taken to ensure that any tones identified in the low frequency range of 25Hz to Hz are of a magnitude greater than the threshold of hearing at that frequency. 3.0 Weather Conditions during Survey Periods Weather conditions for the daytime monitoring on the th August 15 were overcast with occasional light drizzle. Temperatures ranged from C during the daytime. Wind speeds were low (<5 m/sec) for most of the monitoring, with occasional gusts. Weather conditions for the night-time monitoring on the th & 21 st August 15 were cold and mainly dry. Temperatures ranged from 14 to 1 C for the duration of the monitoring. Wind speeds were low (<5 m /sec), with occasional gusts. Wind speed and temperature at the microphone was measured using a Skywatch hand-held anemometer. Detailed weather conditions for each monitoring period are included in Section 9.0 of this Report. 4.0 Activities on Site Day and Night Activities on site continued as normal during the daytime surveys, with only activities occurring at the Civic Amenity facility on site. Capping works have been completed on the Landfill and landfilling has ceased at the facility. The Landfill Site and Civic Amenity facilities were closed during the night-time survey with only the landfill gas flare in operation. 5.0 Location and Description of Monitoring Points Environmental noise monitoring was carried out at four boundary locations (N2, N3, N6 and N) at the landfill site. N2 This monitoring point was located on hard ground along the southern boundary of the landfill site close to the perimeter fence and the old weighbridge hut. The monitor was located on flat hard ground. The intervening ground conditions between the source and the location can be described as % hard surface. The monitor was positioned facing the landfill facility. N3 This monitoring point was located on hard ground at corner of landfill site along the north-western boundary of the site. The monitor was positioned facing the landfill facility on flat hard ground. The intervening ground conditions between the source and the location can be described as % hard surface. 5 N6 This monitoring point was located on soft ground in corner of field to the south of the landfill site, approximately 0m to the right of N-2. The monitor was positioned facing the facility. The intervening ground conditions between the source and the location can be described as 0% hard surface and % soft surface. N This monitoring point was located on soft and boggy ground along the north-eastern boundary of the landfill site. The monitor was positioned facing the landfill facility. The intervening ground conditions between the source and the location can be described as 0% hard surface and % soft surface. 6.0 Methodology The noise survey was carried out in accordance with ISO 1996/1/2/3 - Acoustics -Description and Measurement of. Reference was also made to the guidance document issued by the EPA Guidance Note for Noise: Licence Applications, Surveys and Assessments in Relation to Scheduled Activities (NG4). Measurements were conducted in free-field conditions. Broadband measurements were analysed for 30-minute intervals. Day-time and Night-time measurement range was set at 30-90dB. 1:3 Octave measurements were conducted simultaneously for a 30-minute period. A weighting frequency weightings were applied to all measurements, with the analyser set on fast response. 7.0 Equipment A Cirrus Optimus Green Sound Level Meter (Serial No. G071536) was used to carry out the noise measurements. The microphone was fixed to a tripod ~1.3 metres above the ground level and the microphone was protected using a windshield. All monitoring was conducted at least metres away from reflective surfaces..0 was carried out on-site using a Cirrus Acoustic Calibrator (Serial No ) at 93.7 dba. The meter was calibrated before and after the environmental monitoring survey. The calibration details for each location are displayed in the Measurement Summary Report s (Appendix B). Recycling facility users and site vehicles were in close proximity to the monitoring location. There was also low level noise coming from the on-site weather station (top of cabin) There was also a low-level noise generated from vehicles travelling on the N0 road and the nearby on-site weather station. The Civic Amenity Site closed to the public at :35. Main source of noise audible at this monitoring location arose from vehicular movement on the N0 road. There was also low level noise coming from the on-site weather station (top of cabin) and near the megaphone attached to the security light and metal gates moving with wind (banging). Noise was also generated from the activity at the leachate lagoon (truck engine and pump noises) Interference noise arising from vehicular movement on the N0 road, birds singing and from the rustling of nearby trees. Low-level noise from the Landfill Gas Flare was audible at this location. Interference noise included low level noise from vehicular movement along the N0 road and rustling of trees. Other interference noise was generated by tractors operating (minor activity) in the peat bog area south of the monitoring location. There was low level noise generated on-site from the use of the Civic Amenity Facility and machinery. Noise was also generated from birds singing and the rustling of nearby trees Main source of noise audible at this monitoring location arose from vehicular movement on the N0 road and low level noise generated from a dog barking in the distance. There was a low-level noise audible from traffic movement along the N0 road. Machinery was operating in nearby field N-NE of monitoring locations. Noise was generated from the rustling of nearby vegetation & trees. Main source of noise (at lowlevel) audible at this monitoring location arose from vehicular movement on the N0 road and from the Landfill Gas Flare at the facility and trees rustling. 10 10.0 1/3 Octave Measurements There were no tonal or impulsive noise components detected at any of the noise monitoring locations. 1/3 Octave spectra for the monitoring locations are included in the Appendix B of this Report Interference Noise Sources The main source of interference noise during monitoring was due to vehicle movements on the N0 Road adjacent to the landfill facility during the day-time & night-time surveys. During the day-time surveys, noise was generated from construction vehicles (excavators & loaders) operating in the peat fields surrounding the landfill facility. In addition, there was intermittent noise coming from the rustling of nearby trees. It was also noted that there was a dog barking during the night-time survey Discussion of Results Waste Licence Reg. No. W for the Derryclure Landfill facility specifies noise limit values of 55dB (A) & 45dB (A) during the Day & Night respectively. Monitoring location N2 exceeded the day-time noise limit of 55dB (A) during two survey periods. This exceedance was mainly due to vehicle movement close to monitoring location and operation of the on-site Civic Amenity Site. There were no exceedances recorded at monitoring location N2 for the night-time survey. Monitoring location N3 exceeded the day-time noise limit of 55dB (A) during two survey period. Exceedance was due to on-site vehicular activity (engine noise from a leachate lagoon truck) in close proximity to the location. Furthermore, location N3 exceeded the night-time noise limit of 45dB (A) during one survey period. This exceedance was mainly due to vehicle movement (engine noises) on the N0 road. There were no exceedances recorded at monitoring location N6 for both the day-time and night-time monitoring. Monitoring location N exceeded the night-time noise limit of 45dB (A) for both survey periods. This exceedance was mainly due to vehicle movement (engine noises) on the N0 road. There were no exceedances recorded, at monitoring location N, on the day-time survey. There were no tonal noise components detected at the monitoring locations.
