Synergies Areas of relevance to both, IST & NMP Bundle resources for inter-disciplinary R&D, avoid gaps, overlaps, duplications of effort Joint Call involves several IST and NMP units in common domains Need to fulfill int l commitments (e.g. launch IMS projects) In particular in the 2nd Joint Call Three areas of complementarity between IST & NMP (nano-, biosensors, manufacturing/ims) Joint Call areas identified in IST and NMP WP2004 A tradition... Continuation of good collaboration between IST & GROWTH programmes of FP5 (IMS) Both IST and NMP value the importance of ICTs in developing further and maintaining a knowledge-driven industrial base for Europe
4 Joint Call - Area 3 Materials, equipment & processes for production of nano-photonics & nano-electronics devices Objective R&D focus: To master nanoelectronics & nanophotonics for low-cost mass production - Research on nano-electronic and nano-photonic/optical materials (e.g. compound semiconductors, functional polymer, molecular electronics materials and glasses) and related fabrication processes and their functional validation in manufacturable nano-photonic and nano-electronic integrated devices; - Research on integrated non-conventional nano-mos logic and memory devices, on photonics/nano-electronics integration technologies for functional devices, and on related production technologies;
5 Joint Call - Area 3 continued Materials, equipment & processes for production of nano-photonics & nano-electronics devices Objective R&D focus: To master nanoelectronics & nanophotonics for low-cost mass production Research on materials, (including e.g.: starting materials) processes and equipment for very advanced nano-structuring and nano-patterning technologies (ITRS 32 nm node and beyond) required for the high volume production of nanoelectronic and nano-photonic integrated circuits. Work on maskless nano-patterning for low to medium volume production is welcome. Funding: 60 M Instruments: IP, STREP (radical innovation), SSA
6 Joint Call - Area 2 Bio-sensors for Diagnosis & Healthcare Objective Integration of bio-sensors & smart/hybrid materials for innovative bio-medical sensing & intelligent diagnosis R&D focus: Development of technological demonstrators, that offer enhanced diagnostic capabilities meeting requirements of cost and disposability Radical improvement of sensitivity, accuracy, precision, stability, selectivity, reproducibility, reliability, cost and where necessary sterilisation and bio-compatibility Integration activities aiming at increasing molecular (MR) and cellular recognition (CR) capabilities Activities addressing health issues in a holistic manner using and/or including the development of bio-sensor-based integrated systems Funding: 60 M Instruments: IP, STREP (radical innovation), SSA

12 Interpretation of Criteria 1. Relevance: WP objectives addressed? - Difficult to quantify for both, proposer and evaluator - Almost a yes/no decision! - Missing clarity could lead to failure on overall threshold 4. Quality of consortium: - Various interpretations: Quality for R&D? Quality for exploitation? - SME involvement adequately addressed? Leaves ample room for interpretation
13 Interpretation of Criteria 5. Organisation/Quality of Management - High quality of management : Applied to project managers or to proposed procedures? - In fact, proper workplan and progress tracking procedures should be given in detail 6. Mobilisation of resources - Integration of resources : Difficult to understand - workplan and clear task allocation without unnecessary overlaps might be clearer
14 Potential impact? Exploitation and/or dissemination plans adequate? - Too vague - Starts too late - No dissemination plan, besides they will publish! - All deliverables are confidential! - Vague industrial & academic exploitation routes/plans! Clear added value to carry out work at European level? Takes into account research activities at national level and European initiatives? - No demonstrated complementarity beyond one country! - Work already supported in Eureka/Medea one cannot distinguish the added value here!
15 S&T Excellence? Clearly defined and well focused objectives? - No quantified specs for the proposed device/component! - No intermediate targets at mid-term! - Hey, too easy, some key parameters are missing! Progress beyond state-of-the-art? - Can t assess: no commitment for some key parameters! - State-of the art is not described, neither starting point! - It is an unjustified catch-up activity! - Naïve specs, and no explanation on how they get there! - It is more development than research!
16 S&T Excellence (cont )? S&T approach to achieve the objectives? - Nice, but is the technology scalable? - Interesting, but not manufacturable in a foreseeable future! - No criteria to select or narrow down the proposed options! - No risk assessment and back-up options! - Not enough samples to assess the viability! - No intermediate milestones So we wait 3 years to see if it works! And if it does not?
17 Quality of the consortium? Collectively a consortium of high quality? - Too dominated by one partner, and they can do it alone! - Individually very good, but WPx reinvents the wheel ( done everyday at xx!) Participants well suited and committed to their tasks? - I do not understand what this partner is doing! - This partner is just here to observe and exploit the IP! - This partner intends to exploit, but no continuous role to guide/specify!
18 Quality of the consortium (cont )? Good complementarity? - Too many partners doing almost the same thing! -They d better have a packaging/test partner (rather than trying all approaches towards same device!) - No end-user involvement! Involvement of SMEs adequately addressed? - This is not an SME, it is fully owned by xx! - This SME is here for make-up, it has no role nor convincing useful know-how!
19 Quality of the Management? Project management of high quality? - Management will have no authority to enforce decisions! Anyway, the decisions come too late! - No procedure to resolve conflicts or make choice!! (if no consensus, how will they decide?) - Too many non-converging parallel activities! - No Gantt chart - No links between workpackages with decision points! - No feedback between WPs to improve device performance!
20 Quality of the Management (cont )? Good plan for management of knowledge, IP, innovation? - No policy for protection of knowledge, handling of IPR...! - All IP will remain with one partner only! - They refer decisions on IPR to the consortium agreement! So in proposal no info for evaluators and COM. Bad!! H. Rajbenbach
21 Mobilisation of resources? Project foresees resources (personnel, equipment, finance) necessary for success? - The level of effort of xx in WPxx is not justified (given the deliverable in this WP)! - The overall cost is too high (given the number of options pursued in parallel)! - Can not evaluate in lack of quantified objectives! - They have not secured access to the fab/clean room - It is not with 1 sample that they will convince an end-user! - There is no table showing the major equipment expenses!
22 Mobilisation of resources (cont )? Integration of resources, Financial plan? - Why are there so many devices planned (and no means to test them)? - National programmes already support this domain, (but they do not use the associated resources/equipment )!
23 IP - Specific issues - Strategic industrial impact limited - Clear strategic objectives missing impact - Weak industrial involvement to ensure exploitation; exploit. plans vague Consortium - Organisational structure too light for the size and for the degree of integration required Management Resources - No financial plan or justification of resources
