3 Pursuant to notice duly given, a meeting of the Tech Prep RGV Board of Directors was held at the above time and place with the above persons participating. A quorum was present, allowing actions to be taken. Board President Richard Vaughan chaired the meeting, and Executive Director/Corporate Secretary Patricia G. (Pat) Bubb served as secretary. Agenda Item Call to Order/ Welcome Key Points Discussed Board President Richard Vaughan served as meeting chair called the meeting to order and shared opening remarks. The invocation and pledge of allegiance followed. Executive Director Pat Bubb began this section, which included remarks by several individuals, as follows: Alexis Gallegos, Outreach Director for U.S. Congressman Henry Cuellar, presented a Certificate of Congressional Recognition to Board Chair Richard Vaughan. Gallegos stated that the recognition was actually for the entire board, in honor of the Board s exceptional tenacity and unparalleled level of commitment to our community. Hector Rendon, Career and Technical Education Director, San Benito CISD, and a member of the boards of the South Texas Career and Technical Education Association and Career & Technology Association of Texas, presented to Tech Prep Executive Board member Rene Capistran, President South Texas Region, SpawGlass Contractors, a copy of the nomination Rendon had submitted resulting in Capistran s being honored as the CTAT Area IX representative for Outstanding Service Award to CTE. Pat Bubb shared the history of how Tech Prep began, including the unique role played by a businessman from Mercedes: Rubén Hinojosa, President, H&H Foods Company. While in the private sector, Hinojosa had spearheaded creation of South Texas ISD as it now exists and co-chaired the Region 21 Quality Workforce Planning Committee, which published regional labor market reports that were the predecessors of the labor market reports that Tech Prep publishes now. 4 Bubb also shared the story of how Blanca Munoz began to work with Tech Prep. Munoz had helped to create South Texas ISD as it now exists, then began contracting for Tech Prep after retirement. Salomon Torres, Regional Director, U.S. Congressman Ruben Hinojosa, then shared remarks. Torres pledged Hinojosa s support for Tech Prep s work and commitment to helping Tech Prep to secure funds to replace the federal funding lost when Perkins Title II funds were cut during budget negotiations in April Action Item 1: Consider/Approve Minutes of Board Meeting Held on February 22, 2011 Action Item 2: Consider/Approve Finance & Bylaws Committee Reports and Recommendations Discussion followed. The minutes of the Board meeting of February 22, 2011, were approved as presented, on motion made by Rene Capistran, seconded by Norma Salaiz, and unanimously carried. Teri Zamora, Treasurer and Finance and Bylaws Committee Co-Chair, presented the Finance & Bylaws Committee s reports and recommendations. The committee had met with the auditor and recommended approval of the most recent audit and financial reports. The FY11 budget was $713,814 as of March 31, Zamora then explained the various reports and invited questions. Zamora then summarized the Resource Development Report. File minutes for record Work under approved budgets and enter into agreements as appropriate to implement approved plans. Staff Board, Committee and staff The Committee s recommendations were as follows: 1. Recommend approval of the financial reports and audit as presented. 2. Recommend approval of FY11 Financial Reports, including budget adjustments as follows: a. Local Funds: Increase of $2,264 b. Academic Leadership Alliance: reallocation of funds Minutes of Board Meeting, May 24,

5 3. Recommend approval of Resource Development Report, including these items: a. Authorization for a contract for $32,830 with TG Public Benefit fund, if offered. b. Authorization for one or two contracts from PSJA ISD for 21 st Century Community Learning Centers funds continuation/possible expansion of activities begun under current-year contract if offered. These recommendations were coming from the committee; and all recommendations were unanimously approved. 4.A Committee Reports, Data Initiatives 4.B Committee Reports, Executive & Partnerships This committee s meetings are open to the entire board, and interested board members are encouraged to participate. The committee s next meeting will be held on July 28, 2011, at 10 a.m., at TSTC Harlingen. Executive Director Pat Bubb and Tech Prep Coordinator Dr. Belinda Torres presented for the Data Initiatives Committee in the absence of Dr. Steve Flores, Committee Chair. Richard Vaughan provided the Executive and Partnerships Committee report with input from others, as follows: Zamora provided a report about the Executive Committee s evaluation of the Executive Director, which had been conducted during a meeting called for that purpose on April 28, Bubb provided information about Tech Prep s current partnerships with input from some of the Board members who were present and participating in those partnerships. Current active partnerships include the following: o ALA Educator Externships for Summer 2011 o Education & Career EXPO for October 2011 o Harlingen 100 Education Committee o Harlingen EDC Collaborative Projects o Construction Career Opportunities o FACES Project at PSJA ISD o Texas High School Project Board, Committee, and staff Board, Committees, and staff Minutes of Board Meeting, May 24,

6 4.D Committee Reports, Lower Rio Grande P-16 Council (Secondary Curriculum & Instruction and Postsecondary Curriculum & Instruction) Dr. Norma Salaiz, one of the Lower Rio Grande P-16 Council Chairs and a co-chair of Tech Prep s Secondary Curriculum & Instruction Committee, provided this report. Salaiz shared information about a new endeavor that she is leading: a Lower Rio Grande P-16 Early College High Schools Subcommittee that has created a P-16 ECHS Planning Consortium in the region. She also shared information about other endeavors, including discussions during the most recent P-16 Council meeting, held on May 4, 2011, and regional P-16 planning group comprised of outreach partners from STC, TSTC, UTB/TSC, and UPA. Board, Council, Committees, and staff Coming events for the Lower Rio Grande P-16 Council are these: Lower Rio Grande P-16 ECHS/TSTEM Summit on June 22 at La Villa High School 4.E Committee Reports, Marketing and Awards 4.F Committee Reports, Nominations Committee Lower Rio Grande P-16 Council meeting on September 14 in Weslaco Rene Capistran, were present and shared remarks, including the following: A report from Tech Prep s Bright Futures Gala/Second Annual Employers and Education Forum, held on March 23, KGBT-TV Action 4 s continuing to run PSAs for Tech Prep. The Tech Prep Texas Scholars campaign for Scholarship recipients named in May In the absence of Committee Chair Perry Vaughn, Executive Director Pat Bubb reported that the committee has added two new Associate Board members, as follows: Lorie Swayze, Account Executive, KGBT-TV Action 4 Gabriel Puente, Publisher, rgvision Board, Committee, and staff Board, Committee, and staff Minutes of Board Meeting, May 24,

7 4.G Committee Reports, RGV Mentors Committee Nolan E. Perez, M.D., Committee Chair, reported about the RGV Mentors group s work, with discussion incorporated during Dr. Perez s report. as follows: The RGV Mentors School-Based Component Pilot Project conducted in Spring 2011 had been concluded successfully. Partners included Harlingen CISD/Harlingen High School, the UT Health Science Center s LRGV Med Ed program, TSTC Harlingen, and Tech Prep. Fund-raising is well underway. Recent activities included a Basketball Fund-Raiser in Harlingen on May 13 and the closing ceremony for the School-Based component pilot project on May 19. The RGV Mentors Committee s next meeting will be held in Harlingen at noon on June 16 4.H Committee In the absence of Committee Chair Naomi Perales, Executive Director Pat Reports, Bubb reported as follows: Technology Tech Prep s new webpage is up and running, with support of TSTC, Initiatives at this address: The webpage continues to include a special section for Tech Prep Board members. Tech Prep is continuing its work of promoting adoption of Engineering Mathematics (Analytical Integrated Mathematics) as a fourth-year math class in Valley high schools. Tech Prep is continuing its collaboration with the TSTEM Center at Region One ESC. 5. Staff Reports Executive Director Pat Bubb shared brief comments. Written staff reports were included in the briefing materials.
