2 Introduction For linked open data and the semantic web to take full effect, they require an essential upfront investment, that is the most comprehensive creation of standardized and highquality metadata and the consequent use of the available, relevant authority files by every single information producer, preferably across all so-called memory institutions. So far libraries take the lead in this matter, but more and more archives and museums follow them and make use of the library authority files for their own purposes. 3 Quality of Metadata Essential for the quality of linked data is the quality of the underlying metadata. The quality of metadata on the other hand is based on a cataloging code, that supports linked data, for example RDA a data format, in which relations can be mapped, for example MARC21 authority records, that have persistent identifiers. 4 The added value of authority records Authority records facilitate the cataloging process. They offer clear access points and the possibility of interlinking various information resources. Authority records of the German GND (= Gemeinsame Normdatei) include standardized preferred names, variant names and many relations to other authority records. 6 The basis for interlinked offers The integrated or universal authority file (GND) is an authority file for persons, corporate bodies, conferences (events), geographic names, subject headings and titles of works (More details see next slide!), which serves especially for cataloging of literature in libraries, but is also increasingly used by archives, museums, projects and in web applications. 16 German Biography Networked Services The German Biography networks on the Internet with selected other information offers by providing a structured link list for every person that is included in its index (an example see on next slide). Technically the link list of the German Biography builds on BEACON-files, which for their part are based on the identification of individual persons in the integrated authority file (GND-ID). 18 Exkurs: BEACON BEACON is a simple file format to dynamically add links to selected sources (websites), which offer information for particular authority data. 34 Conclusion The quality of linked data is based fundamentally on the upfront investments in the creation of authority records, this means the user benefits even more from records in the GND, if they are most comprehensive and include a high number of fields, and from the records in the German Biography, if they are rich in the presentation of relations. Anyway, this has its price. The effort for cataloging increases disproportionately. Additionally, the effort for the maintenance of the frequently growing data pool, for example to prevent duplicates, is also considerably high and will likely increase. Therefore it is necessary to find the right balance between more user needs on the one hand and decreasing personnel resources in libraries on the other hand.
