1 CITY OF SAN MATEO CIVIC ARTS COMMITTEE (CAC) MINUTES OF THE SPECIAL MEETING AUGUST 28, 2014 The meeting convened at 3:35 p.m. in Room C at San Mateo City Hall and was called to order by Chair Matthews. Roll Call Those present were Committee Members Robert Gooyer, Chris Massey, Diane Whitaker, Linda Asbury, and Chair Jack Matthews. Staff present was Kathy Kleinbaum, Senior Management Analyst. Guests present were Kevin Hearle and Lorna Watt Approval of Minutes Diane Whitaker made a correction to the July 14, 2014 minutes. Linda Asbury made a motion to approve the minutes as corrected. Robert Gooyer seconded the motion. The motion passed by a vote of 5 0. Public Comment Period There was no public comment. Old Business 1. Staff Updates: Banksy piece, Calculation of Public Art Fees, and Committee Terms Staff provided an update that the owner of the Banksy piece was not interested in any of the San Mateo locations suggested. The public art fees are calculated as one half a percent of the total building permit fee valuation excluding any site work. In addition, staff conferred with the City Attorney and the Civic Arts Committee can be renewed for two year increments by the City Council. As part of that action, Committee terms can also be extended. There are no term limits for the Committee except for the members that represent the Planning Commission and City Council who are subject to the terms of those bodies. Diane Whitaker introduced Lorna Watt as the City Arts nomination for the professional in the arts field seat vacated by Kevin Hearle. Staff will take that appointment forward to City Council on September 15 th along with the renewal of the Commission and the Commission terms. The bylaws of the CAC will also need to be updated to reflect current practices. Staff will bring a revision forward for review at a future meeting. 1

2 2. RFQ for Public Art Installation The Committee members reviewed the draft RFQ document. Jack Matthews suggested that the process for review of the selected artist be simplified and that only the final selected art piece be forwarded to the Parks and Recreation Commission and the City Council for approval. The Committee expressed interest in going forward for just the Gateway Park site if the inclusion of a second site will cause a significant delay. They instructed staff to further investigate the downtown cinema plaza location. Additionally, the CAC suggested that the City only be responsible for the foundation for the art work and allow the artist to handle the installation. New Business 3. Site Recommendations for the Charles Ginnever Oxbow piece The CAC determined that the City Hall Atrium would be the preferred site for the piece. The CAC suggested a central location in the Atrium would be preferred over locating the piece against a wall. Linda Asbury made a motion to place the Oxbow piece in the City Hall Atrium. Robert Gooyer seconded the motion. The motion passed by a vote of 5 0. Staff will review the feasibility of this placement given the planned atrium renovations and will vet the site with the artist. Communications/Announcements There were none. Other Business of the Committee There was none. The next meeting is scheduled for Monday, September 29, 2014 at 3:30pm. It is made of stainless steel with three crescent shaped elements stacked in the vertical fashion. The finish on the piece is a brushed stainless steel finish grit.
