The Fed eral Court re cently dis al lowed the gov ern ment's at tempts to al low farm ers to sell their own bar ley, an is sue that has ran kled farm ers for de cades and helped to pro mote West ern sep a rat ism. Letters to the Editor: Dear Editor: With the re lease of the new re port of the UN s Inter-gov ern men tal Panel on Cli mate Change (IPCC) the me dia has pro duced a storm of go green mes sages. High on this agenda is that Can ada should fully ad here to the Kyoto Ac cord, with calls for mea sures such as a car - bon tax to re duce the so-called green house gas emis sions. The ra tio nale be hind this is that sup pos edly the burn ing of fos sil fu els puts ex - ces sive amounts of car bon di ox ide into the at - mo sphere, which is trap ping the sun s heat, and thus con trib ut ing to global warm ing. If this is not stopped, ac cord ing to some pre dic tions, eco log i cal di sas ter awaits. In Vic to ria, BC, the lo cal pa pers have had much to say on this is sue given that one mem ber of the IPCC is Prof. An drew Weaver of the Uni ver sity of Vic to ria, who has claimed that if the CO2 emis sions are not cur tailed by 60 per cent, life on this planet will be un sus tain able by the next cen - tury. The global warm ing scare ra di ates around the world, but in the Ca na dian con text it has be come the lat est stick to beat West ern Can ada, and in par tic u lar oil and gas-rich Al berta. Not with stand ing the Harper/Baird ap proach, which the eco-doomsayers are giv ing two thumbs down to, many of the pro pos als, like a The Western Separatist July/August 2007

2 car bon tax, would have an ad verse eco nomic af fect in the west. This man-made global warm ing the - ory, and its apoc a lyp tic im ages, is be ing par - roted as if it is the gos pel truth by not only the IPCC-linked sci en tists, but also by much of Can ada s po lit i cal es tab lish ment, the as sorted left-wing, the news me dia, Hol ly wood, Al Gore and the as sorted en vi ron men tal ist groups. I am not a sci en tist my self, and I can not state with any au thor ity as to whether or not this the ory is true. Yet, I can state that there are a num ber of sci en tists, in the rel e vant dis ci - plines, who dis agree with the man-made cli - mate change the ory, such as Pro fes sor Ian Clarke of the Uni ver sity of Ot tawa, and re tired Pro fes sor Tim Ball of the Uni ver sity of Win ni - peg. They have formed a group (Friends of Sci ence), which has a website with con sid er - able in for ma tion. Brit ain s In de pend ent Tele vi sion Net - work (ITN) has pro duced a con tro ver sial doc u - men tary ( The Great Global Warm ing Swin dle ), which can be viewed on You Tube or from the Friend s of Sci ence site. (Just do the rel e vant google searches.) Profs Clarke, Ball and other sci en tists state al ter na tive con - clu sions as to why the earth is heat ing up. Look up in the sky and you will see the most ob vi ous cause: the sun, and its cy cles of ra di a - tion out put. Of course, Prof. Weaver and those of his views have de nounced this doc u men tary as pro pa ganda and have ac cused their op po - nents as be ing in the pay of big oil. Tim Ball has said that he wishes that he was on the oil com pany s pay roll, be cause he would better be able to af ford their prod ucts! Pat rick Moore, for merly of Greenpeace, is in ter viewed in the doc u men tary, and he com mented that the scep tics of the man-made global warm ing the ory are be ing treated like ho lo caust de - niers! Hold your laughs, some eco-fa nat ics have sug gested that the scep tics should be tried for their de nial of a fu ture ho lo caust! Watch The Great Global Warm ing Swin dle and judge for your self. Alex Greer, Victoria, BC The Cost of Canada The following excerpts from an article by John Greenwood in the National Post of August 7, 2007 tell of the implications of the Federal Court decision to maintain the CWB monopoly on barley sales: I know I can do it better than the wheat board Aweek af ter a court rul ing blocked a move by Ot tawa to elim i nate the Ca na dian Wheat Board s mo nop oly on bar ley sales, Chad Doerksen is still seeth ing. Had the ef fort been suc cess ful, it would have given Prai rie farm ers such as Mr. Doerksen the power to sell their bar ley to whom ever they choose, rather than be ing forced to go through the CWB, a quasi-gov ern ment body that crit ics say is a ma - jor hin drance to western agriculture. This is just so dis ap point ing, says Mr. Doerksen, speak ing on a cellphone from his grain farm just north of Saskatoon where he was check ing up on a field of ca no la. How do they ex pect farm ers to do busi ness in a free mar ket sys tem when there is this mo nop oly that de cides what you can do?.... Wheat board sup port ers ar gue that its mo nop oly gives it the clout in global mar - kets it is cur rently one of the world s big gest grain mar ket ers to ne go ti ate better prices for west ern grow ers than they could on their own. 3 How ever, with the ad vent of the Internet and eas ier ac cess to mar ket data, a grow ing num - ber of farm ers be lieve the play ing field has been lev elled and that they now have the nec es sary tools to do better than the wheat board. Ac cord ing to a re cent pleb i scite con ducted by the fed eral gov ern ment, more than 60% of west ern farm ers sup ported the idea of be ing given the right to sell their own grain. In fact, ob serv ers say sup port for this idea would have been even stron ger if the votes re - flected the amount of pro duc tion of in di vid ual farm ers. Nearly all large scale-farm ers would say take away the mo nop oly, says Gary Pike, a Cal gary-based ag ri cul tural con sul tant whose cli - ents in clude many of the coun try s most suc cess - ful grow ers. There s a fun da men tal be lief [among the pub lic] that the board is bring ing a big pre mium for farm ers, but full-time farm ers can pick off op por tu ni ties much better than the wheat board, he said. They can take their marketing into their own hands..... One of the fun da men tal prob lems with the wheat board, Mr. Doerksen says, is its in abil - ity to take on risk, es pe cially at a time when grain mar kets are flirt ing with re cord highs. If given the op por tu nity he would sell while prices re main high and get top dol lar for his crop. In - stead, he will be forced to take what he is cer tain will be a lower price from the wheat board, re - flect ing its more cau tious ap proach and bu reau - cratic cost structure. Howe In sti tute report. Francophone own er ship of pub lic- and pri - vate-sec tor busi nesses in Que bec grew from 47.1 per cent to 67.1 per cent from 1961 to 2003, the study, re leased yes ter day, stated. The re port, Lag gards No More: The Changed Socioeconomic Status of Francophones in Que bec, ap pears on the eve of the 30th an ni - ver sary of the pas sage of Bill 101, pro vin cial leg - is la tion gov ern ing French in the work place and schools. The rel a tive in come gap be tween anglophone and francophone em ploy ees has nar - rowed in the three de cades be tween 1970 and But while francophone work ers are catch - ing up fast, the re port says the av er age in come of unilingual francophones in 2000 still lagged be - hind the in comes of unilingual anglophones and bilingual workers. The av er age in come of unilingual francophone males was $29,665 in 2000, com - pared with $34,097 for unilingual anglophones, the re port said. 4 Be ing able to speak only French or Eng - lish had less im pact on women s sal a ries dur ing that same pe riod. But bi lin gual women gen er - ally earned more. In 2000, bi lin gual francophone and anglophone women earned av er age in comes of $26,644 and $26,247, re - spec tively, com pared with unilingual francophones ($20,786) and anglophones ($23,002). Eng lish- and French-speak ing allophones have gen er ally seen their earn ings de crease by com par i son with francophone sal a ries since 1970, the re port showed. The av er age in come sta tis tics did not take into ac count the work ers re spec tive ed u ca tion lev els or ex pe ri ence, noted Yvan Guillemette, se nior pol icy an a lyst for C.D. Howe. The re port, which up dates pre vi ous stud - ies on lan guage and in come, was co-authored by Franois Vaillancourt, an eco nom ics pro fes - sor at Universit de Montral, Dominique Lemay, an econ o mist with Tecsult, and McGill Uni ver - sity law stu dent Luc Vaillancourt. The au thors note three fac tors that might have played an im por tant role in the chang ing for tunes of francophone and anglophone work - ers: - A sig nif i cant de par ture of an glos from Que bec from 1970 to 2000 in re ac tion to pro - vin cial lan guage laws, the threat of sep a rat ism, head-of fice re lo ca tions and eco nomic booms elsewhere; - Growth in Que bec s pub lic and pri vate sec tors, pro vid ing more jobs for qual i fied francophones; - In creased pur chas ing power of francophones, who de mand goods and ser vices in French. The study did not lead to new pub lic pol - icy rec om men da tions, Mr. Guillemette said, but the authors did reiterate previous sugges - tions, in clud ing the com pul sory use of French on signs, in ad di tion to other lan guages; busi - nesses to serve the lo cal mar ket in French; use of French as the lan guage of work in Que bec; and French as the com mon lan guage of all stu - dents, from kindergarten to Grade 3. The C.D. Howe re port is one of sev eral stud ies that the Of fice quebecois de la langue francaise ex pects to re view or pro duce in the lead-up to the 30th an ni ver sary of Bill 101 on Aug. 26, spokes man Grald Paquette said yes - terday. This one con ducted by Ipsos Reid, which found an over whelm ing 84% of Ca na di ans quizzed were some what or very con cerned that non-in dus trial sources of green house gases be re duced. BURDEN It pointed out that the emis sions ad just - ment bur den will be borne un evenly across the prov inces. Al berta, Sas katch e wan and New Bruns wick will take the heavi est hits to their GDP. While car bon cred its will be come a sig - nif i cant trans fer payment. And the eco nomic bleed ing won t stop where the oilsands plants, upgraders and coal-fired power sta tions play out. The study de ter mined that the Kyoto ham mer will di - rectly af fect 40% of the To ronto Stock Ex change s cap i tal iza tion. And the vast ma jor ity of these com pa - nies will be ad versely af fected. Yikes, that s the boiler room of the flaky To ronto mayor s economic engine. In ves tors be ware, Team Ru bin warned. He said he fears for his coun try. He fears a con sti tu tional cri sis over the Al berta tar sands. It is ob vi ous whose side he is on! It won't be Al berta s. 6 was ap palled by the dam age to the en vi ron - ment. Al ber tans may be sur prised to find Pe ter Lougheed is what he al ways was, a Cen tral Ca - na dian first, Albertan sec ond. His rapid as cen - sion into the board rooms of Cen tral Can ada af ter his re tire ment as Pre mier in di cated he had his per sonal pri or i ties straight. Power and money in Can ada al ways had an ap peal to the lead er ship class. On both knees to To ronto, was how to get it. Pe ter Lougheed, sadly, was no ex cep tion. When he made a deal with Tru deau over oil, it was all about money. What I fear most is that the new na tional en ergy pol icy will be wrapped in green pa per and pack aged as an en vi ron men tal pol icy. Like Al Gore, they want us in the dark, freez ing, while they live in a heated, lighted man sion, some where else. If any one thinks that na ture is pretty and should al ways come first, con sider the pine bee tle. The moun tain pine bee tle is cur rently de stroy ing bil lions of dol lars of tim ber over Brit ish Co lum bia which will never be har - vested. It turns brown and dry, con sti tut ing a se ri ous fire haz ard and will rot over the next 30 years, do ing enor mous dam age. But it is natu - ral. If all the pine for ests were cleared out, the dam age would have been far less and the results for jobs and real peo ple far more. To day there is not enough man power to cut the dead and dy ing trees in 10% of the in fected for ests. It will all be lost. More for est will likely be in - fected next year. What, there fore, ex actly ap palls Mr. Lougheed? The fact that vast ar eas of mos qui - toes, swamp and bush are be ing cleared, jobs are be ing cre ated and peo ple with fam i lies are be ing fed? There are also hefty taxes be ing raised to keep pol i ti cians in money to bribe the voters of Que bec and On tario. There would be no so cial pro grams with out taxes. Does that ap - pall him? So ev ery one is sup posed to be afraid of Al berta sep a rat ism as the fed eral gov ern ment is backed into a cor ner by the dream ing en vi ron - men tal ists of To ronto who re ally don't know where their heat, light and gov ern ment wel fare may come from. The fact is the for ests of Brit - ish Co lum bia would have been better off if more com pletely logged, than allowed the pine beetle and fire to con sume them, with out any ben e fit to the hu man be ings. I used to won der if car bon di ox ide and even mon ox ide caused dam age to plants and con sidered the area along high ways where these gases are gen er ated at a much higher rate than where no high way ex ists. I ob serve vi - brant plant growth up to the very edge of the high ways. The ocean which I have ob served for many years is at the same level it al ways was. So the di sas ter pre dicted does not ap pear immanent. To many environmentalists, people come last in their scale of val ues. They pre fer some ab stract view of na ture which pre tends the hu - man be ing is the evil cause of all prob lems rather than the rea son for cre ation. This wor - ship of na ture is not new but it cer tainly will be a re li gion of ret ro gres sion if it takes hold. Most com mu nist rev o lu tion ar ies, from Fi del Cas tro to Pol Pot ad ver tised them selves as ap par ent re - form ers. So it co mes as no sur prise that the Ca na - dian intelligentsia, liv ing in their ivory tow ers, given a nudge by Amer i can pro tec tion ists, want to shut down the tar sands. A major force driving the Ca na dian econ omy, the Al berta Tar Sands, and Sas katch e wan ura nium and pot ash in dus tries, and in deed their tar sands as well, July/August 2007 Page 6 The Western Separatist

7 will all put To ronto and Mon treal where they be long -- in sec ond place. And they don't like that idea. Nat u rally the me dia all agree with Lougheed. Al berta must be stopped. The west must be stopped. Al berta should rein in oil sands de vel op ment. If they don t, Ot tawa should. It is nat u ral that the old Ca na di ans, like Lougheed, must do it for them, to pro tect their power base. The real rea son is power. They have it, we don t. Lougheed s coun try is re ally his coun try. The rich and pow er ful of all par ties and the poo dle press like the CBC and the Asper chain are re ally part of the same crea ture. They con trol the wealth and must stop the shift to the peo ple. They call them selves dem o crats but re - ally they are oligarchs. The result will be a strug gle. The peo ple need to be ed u cated this time when Ot tawa causes an other de pres sion in the West. They will be lis ten ing. Free the West! has been our cry since The truth has been told time and again. Ot tawa equals On tario plus Que bec equals power equals West ern Can ada as a tax cow. But it is only when the poor west ern pro duc ers raise their head to better things and are kicked in the teeth by Ot tawa that there ex ists a re al - iza tion that free ing the West is re ally nec es - sary. The re sult may be in ter est ing. Separation and the build ing of a new na - tion of Western Can ada has been my goal for al most forty years. If a new na tional en ergy pol icy is nec es sary to make the re source-rich west re al ize what is at stake, then so be it. If this is to be a con flict for the hearts and minds of West ern Ca na di ans, bring it on! Oth er wise, we will only ex ist as a voice of rea son in a sea of drunken fools. The West ern Can ada Con - cept/west ern Block Party need to be able to be heard this time and not just inflitrated, rid i culed and de stroyed. Sev eral years ago I heard Pe ter Lougheed on a left-wing stu dent ra dio pro gram and I was sur prised to see how at home he ap peared to be. It was a sur prise which I now re al ize should not have been. When pre mier, he increased government spending enormously. He created a vast army of bu reau crats, increased so cial pro - grams and built many court houses and jails. He made a fi nan cial deal with Mr. Tru deau which al lowed the fed eral gov ern ment to tax large parts of Al berta s re sources. It was a rev e la tion of an apparent so cial ist and op por tun ist. The re sult years later was the re al iza tion that in this new fight brew ing be tween Ot tawa and the West, Lougheed is on the Ot tawa side and so - cial ists like so cial ists. The real dan ger is that his coun try will once again con trol my coun try, West ern Can ada. So the bat tle is likely to heat up. Will we fol low the same old pat tern which led to de feat in the past? Will we count on Ed Stelmach, Al - berta Pre mier, as we re lied on Pe ter Lougheed who let us down in 1980? Or will we re al ize you can't win in the Ca na dian po lit i cal game? Sep a ra tion is the only an swer to Can ada s bad laws like bi lin gual ism, gun con trol, the reg u la tion and high tax econ omy of Ot tawa which takes 26% of the cost of a gal lon of gas - o line. To the neg a tive at ti tude to wards west ern growth and pros per ity, the only so lu tion is sep - a ra tion. A West ern Can ada of BC, Al berta, Sas - katchewan and Manitoba (and possibly the north), one na tion with one lan guage, and one gov ern ment, a tri ple E Sen ate, a pos i tive at ti - tude to re source man age ment, a com mit ment to democracy with referendum, initiative and re - call, a beautiful natural environment, and healthy cli mate, what could be better than that? 8 Cer tainly not a gov ern ment 2500 miles away in Ot tawa where To ronto, Que bec and the Maritimes call the shots. We have a chance once again to build some thing better than the dead lock which Ot - tawa rep re sents. To achieve our des tiny in free - dom and pros per ity, we must do it. The So viet Un ion broke up. The ul ti mate des tiny of Scot - land is be ing slowly achieved for In de pend - ence. Many new na tions are emerg ing. Smaller na tions closer to the peo ple gov erned are a better po lit i cal re sult. Swit zer land is not huge, but it is well-gov erned and better run than Can - ada. What was cre ated in 1867 was not per fec - tion even for its time and it is cer tainly out moded and un work able now. Al berta, for the sec ond time, has an other chance to lead the way. This com ing bat tle must not be re solved with an other tem po rary com pro mise. This time we must Free the West! Oth er wise we doom our chil dren to be tax slaves of an out moded sys tem run by pomp - ous, self-serv ing pol i ti cians who lie to us in both lan guages. The com pro mise which made Ste phen Harper Prime Min is ter was good for him but bad for us. It clearly shows that the West wants in was a fraud and get ting in meant get ting down on both knees. This time it better be the West wants out! Douglas Christie West ern Block News Those in Ot tawa who deteremine whether the West ern Block can re main a reg is tered po lit i cal party has said we need 50 new mem bers by Oc - to ber 1, This we must ask you to get, at a cost of $10.00 each. It re ally would be a shame if, as the bat tle for re source na tion al ism heats up, there is no party but the Ste phen Harper Con ser va tives to stand for West ern Can ada. We ask you there fore to see to it that the West ern Block Party dec la ra tion and ap pli ca - tion form is filled out and signed and re turned to us by 50 new peo ple be fore that date or all our work in cre at ing this new fed eral party will be lost. If each of us were to do this for one new per son, it would be done in no time. Can you think of one per son who would sup port us in this way? Please do it now! The fact is that the truth can not be avoided forever. Western Separatism in 1980 was the wave of the fu ture be cause it was founded upon the fun da men tal truth about Can - ada and the ben e fits of West ern Can ada. It is no lon ger the wave of the fu ture, it is the wave of the pres ent as Canada col lapses un der the weight of its pomposity, ignorance, incompetence and cor rup tion. The smug bu reau crat of the Ot tawa re gime who is pres ently col lect ing our taxes in the hope of his own in dexed pen - sion, will run like a rat from a sink ing ship when the West, strong and free, is no lon ger sub si diz ing the ca daver of the Ot tawa ca bal. This much is clear, for our free dom from unjust laws, enslaving taxes, stultifying regula - tion, ruinous foreign policy, and bankrupting enviro-na zis, In de pend ence is nec es sary! For the es sen tial free dom of ref er en dum, ini tia tive and re call, the full ben e fit of our resource wealth, the true pres er va tion of our en vi ron - ment by re duced im mi gra tion, the true bless ing of a com mon lan guage and cul ture, In de pend - ence is nec es sary. We are the only peo ple who can make a dif fer ence by mak ing it hap pen. Ev ery per son we talk to, ev ery dol lar we give to our cause, ev ery copy of the West ern Sep a - rat ist Pa per we dis trib ute, ev ery mem ber ship in the West ern Can ada Con cept or West ern Block we sell, brings this ne ces sity that much closer.
