4 Add new annex note: A Not all sections of this standard are intended to apply to every construction or alteration project. For example it may not be reasonable to expect a complete Fire Safety Program, including an on-site fire brigade or a pre-fire plan with the local fire department for a minor project, such as adding a light fixture. However, some sections would be applicable to all projects, such as a first aid kit (7.7.6) or good housekeeping ( ). This proposed exception allows the AHJ to make the determination on the applicability of the provisions of this standard.

The committee should removing the "Where required" be dropped in the second sentence. This would make it a requirement for guard service if the combustible construction exceeds 40 feet. For example you could have a 3000 sf single family dwelling that has no exposures but is 40 feet in height require guard service and a 400,000 sf building that is 39' in height with occupied exposures not require guard service. I would like to see the standard include building area and occupied exposures in addition to building height. Negative with Comment Westrick, Curt James The completion of fire barrier walls with closed fire doors is seen as a critical element in reducing fire spread during construction and limiting the amount of fire damage to a building. By taking out the guidance that fire doors should be installed prior to the introduction of combustible materials, the section just indicates that they should be installed as soon as practical, which is subjective without any guidance. The majority of the projects I see would say it is not practical to install the fire doors until the very end of the project because they could get damaged thus exposing the building to fire spread throughout the entire building. Although the wording could possibly be better, I believe the result should be more restrictive instead of less restrictive due to the many projects I have seen with inadequate fire separation during construction.
