3 Definitions (Article 100) Arc Flash Hazard A dangerous condition associated with the possible release of energy caused by an electric arc Arc Rating The value attributed to materials that describes their performance to exposure to an electrical arc discharge Boundary Arc Flash, Limited Approach, & Restricted Approach Electrical Hazard A dangerous condition such that contact or equipment failure can result in electrical shock, arc flash burn, thermal burn, or blast Electrically Safe Work Condition A state in which an electrical conductor or circuit part has been disconnected from energized parts Incident Energy The amount of thermal energy impressed on a surface (at a certain distance) generated during an electrical arc event (cal/cm 2 )
4 General Requirements for Electrical Safety-Related Work Practices (Article 110) Maintenance The electrical safety program shall include elements that consider conditions of maintenance of electrical equipment and systems Risk Assessment Procedure An electrical safety program shall include a risk assessment procedure that addresses employee exposure to electrical hazards Electrical Safety Auditing Electrical Safety Program Audits shall be performed at intervals not to exceed 3 years; Field Work Audits shall be performed at intervals not to exceed 1 year
5 Establishing an Electrically Safe Work Condition (Article 120) Verification of an Electrically Safe Work Condition An electrically safe work conditions shall be achieved with proper LOTO procedures and verification Use of an adequately rated test instrument to test each phase conductor or circuit part Lockout/Tagout Simple LOTO Involve only qualified person(s) deenergizing one set of conductors or circuit Complex LOTO Multiple energy sources, crews, crafts, locations, employers, or disconnecting means
6 Work Involving Electrical Hazards (Article 130) Electrically Safe Working Conditions Employee is within the limited approach boundary Employee interacts with equipment where conductors or circuit parts are not exposed but an increased likelihood of injury from an expose to an arc flash hazard exists Energized Work Additional Hazards or Increased Risk Infeasibility Less than 50 Volts Normal Operation (NEW)
7 2015 Change Normal Operation Normal operation of electric equipment shall be permitted: Equipment is properly installed Equipment is properly maintained Equipment doors are closed and secured All equipment covers are in place and secured There is no evidence of impending failure
8 Work Involving Electrical Hazards (Article 130) Energized Electrical Work Permit Required when energized work is permitted in accordance with the Standard Work performed within the restricted approach boundary Likelihood of injury from an exposure to an arc flash hazard exists Exemptions Qualified person is provided with and uses appropriate safe work practices and PPE Testing, troubleshooting, and voltage measuring Thermography and visual inspections outside restricted approach boundary Access to and egress from an area General housekeeping
9 Equipment Flash Protection Boundary Must wear appropriate Arc-Rated PPE Prohibited Shock Boundary: Qualified Persons Only. PPE as if direct contact with live part Restricted Shock Boundary: Qualified Persons Only Limited Shock Boundary: Qualified or Unqualified Persons* * Only if accompanied by Qualified Person Note: shock boundaries dependent on system voltage level (from NFPA 70E-2000)

11 Work Involving Electrical Hazards (Article 130) Arc Flash Risk Assessment An arc flash risk assessment shall be performed and shall determine if an arc flash hazard exists Appropriate safety-related work practices Arc flash boundary PPE to be used within the arc flash boundary Reviewed periodically at intervals not to exceed 5 years Takes into consideration the design of the overcurrent protective device and its opening time, including its condition of maintenance
