12 Objectives The Great East Japan Earthquake was an internationally rare event: a large-scale disaster in a developed country with advanced ICT network in use. This joint research aims to explore how information sharing and community formation through social networks influenced the actual disaster response after the Great East Japan Earthquake. Another goal is to recommend preparatory measures for earthquakes and other disasters that may occur in the future in other regions at home and abroad. 18
13 The Characteristics of Clusters Cluster 1 (Active SNS users): 13% of the total respondents Active Internet use. Heavily used SNS are mixi, Twitter, Facebook. Unlike Cluster II, there is no bias toward anonymous social media platforms. Cluster II (2ch, Twitter users): Represents 12.5% of the total. The focus is on PC ; Twitter and 2ch usages are high; but use of mixi, blogs and Facebook is low. Some orientation to anonymous communication can be seen here. Cluster III (bloggers): Represents 8.5% of the total. A group of users who use nothing but and blogs. Cluster IV (mixi, game users): Represents 10.4% of the total. Use of mobile , mixi and games is high. We presume focus on mobile phone use. Cluster V (mobile users): This is the largest cluster comprising 37.1% of the total. They are users who almost exclusively use the functions of mobile phones. Virtually no use of social media. Cluster VI (passive users): Represents 18.5% of the total. No use other than limited PC . Virtually no use of social media. 20
14 Summary: Clusters x Use Types x Media Cluster I (active SNS), II (2ch, Twitter) and III (bloggers): each consistent in its own way, irrespective of the target factor. Cluster IV (mixi, games) and V (mobile ) show a bias toward private relations. Cluster VI (inactive users): private relations is extremely low. 15 Summary and Recommendations Lack of hyper-local information for daily life. Local governments are not good at dealing with uncertain information. On the other hand, private sector is faster and more flexible. Need to use multiple media TV, Radio, Newspaper, Telephone, Mobile Phone, , Social Media, Face to Face Community FM stations have great potential Government should develop media strategies to reach everybody. government and people should prepare appropriate systems, and make plans and conduct emergency drills to share essential information and help each other. Anxiety and communication need Face to face communication is needed by some people to appease anxiety. 22

21 Natech is an acronym of Natural hazards triggered technological accidents, which bridges the gap between natural disasters and industrial safety. France team engineering Japan team Social science ERRA means Emerging Risks Representative (industrial) Applications. Interdisciplinary study on the mitigation of Natech risks in a complex world: learning from Japan experience applying ERRA NaTech method, integ-risk project The 3.11 Earthquake was the ultimate Natech case. Existing Natech research was done with mainly earthquakes, floods, and lightning strikes. Tsunami is relatively new to Natech community. Natech is complex in several senses, Physically (Industrial complex) Chemically (Many chemicals) Economically (Supply chain) Governance (regulatory structure) One of the European Commission FP7 projects. One of 17 case studies (ERRA) was Natech. 33

28 Ground and Aerial Robots for Rapid Response: Remote Autonomous Exploration and Mapping Japanese PI: Counterpart PI: Kazuya Yoshida, Tohoku University Vijay Kumar, University of Pennsylvania Overview/purpose of the project Develop the technology necessary to enable extensive exploration of damaged buildings by combining ground-based and aerial-flying robots. Problem and proposed solution: Ground-based robots have limitation of mobility to steep steps or walls. Aerial robots have a very short operation time. Aerial robots are transported by ground robots and take off/land on them. Experiments were conducted in a building that was critically damaged by the 2011 East Japan earthquake. Results: Full 2D/3D maps of the building floors were successfully obtained. The maps clearly show the features of the environment
