17 5 CHORIST Warning System Cell Broadcast With SMS-Cell Broadcast it is possible to send a text message to - a large number of subscribers, - in near real-time, - including visitors from other countries, - with location specific information - in their desired language - even when the network is congested To citizens a CB message resembles an SMS message CB is broadcast and therefore unconfirmed CB has to be activated on the phone EU governments want assurance that a message has reached the target group Reporting requirements are new in CHORIST: - A geographical map indicating the requested area of broadcast and the covered area of broadcast - Support for multiple languages - Standardization: Channels for public warning; support for roaming; Menu for activating public warning; Specific ring-tone for public warning 17

21 5 CHORIST Warning System Needed Changes to implement Module 2 solution Authorities: - Deal with cross border warnings - Add a new activity in the communication to citizens - Training the staff Broadcasting Networks: - Standards need to be defined - Solutions need to be implemented - Economic agreement need to be made between the Authorities and the Network Operator. Receivers: - The end device must be adapted - Problem of already sold equipment: update? - Incentive? Population: - Inform of the possibility of being warned - Educate on how to react - Train 21
