2 NOTICE NAV - Stations transmitting notices to navigators NA1 Regulations concerning the transmission of notices to navigators by Moroccan coast stations. A. Nature of urgent notices to navigators (AVURNAV) The Moroccan maritime coast stations transmit notices relating to the coasts of the Kingdom of Morocco, concerning: a) Leading lights or lights marking fairways which are accidentally extinguished or owing to damage, are temporarily replaced by a provisional light; damage to fog signals. b) Sunken wrecks dangerous to navigation which are situated in the neighbourhood of the coasts referred to above, on the routes or in the usual channels of navigation. c) Drifting wrecks dangerous to navigation, floating mines, etc., located approximately between the parallels 27 N and 37 N and the meridians 6 30 W and 30 W. d) Forced alighting of seaplanes. Generally speaking all information of value to navigators is given. It is limited as far as possible to that of importance to landings at night outside the zones of obligatory pilotage, and to damage to fog signals. NOTE. The issue of urgent notices does not take the place of ordinary Notices to navigators (weekly publication) at present in force, and in consequence urgent information included in notices sent out by the coast stations will also be included in the printed Notices to navigators whenever the emergency lasts sufficiently long to justify such publication. B. Method of signalling The text of the warning expressed in French and in plain language is preceded, as the case may be, by the safety signal TTT or SÉCURITÉ AVURNAV (origin). Geographical positions are expressed in latitude and longitude (Greenwich) in the form of three groups according to the following rules: a) The first group is composed of four figures giving the degrees and minutes of latitude. b) The second group is composed of four figures giving the degrees and minutes of longitude. If the number of degrees and minutes is less than 10, the tens figure is replaced by 0. c) The third group is composed of two letters, expressing: first, the direction of latitude (N or S), second, the direction of longitude (E or W). The position so given must always be considered as approximate. When it is necessary to specify that the position is exact, it is given by bearing (0 to 360 ) and distance (in miles and tenths) from a known point and definite place. The number of degrees is signalled first, then the number of miles and lastly the point from which the bearing is given. Example: Casablanca has to signal on the 10th of January at 2220 h: une épave flottante dangereuse se trouve par nord et 7 30 ouest de Greenwich. (Translation: a dangerous floating wreck exists at North and 7 30 West of Greenwich.) The notice is sent out as follows: TTT (or SÉCURITÉ) AVURNAV, Casablanca. Period and times of transmission The notice is transmitted at least twice daily at the times indicated in the table below for each of the Moroccan stations, and is repeated on as many days as it is necessary. However, notices regarding mines and floating wrecks and in general all notices not likely to be cancelled afterwards, are transmitted for three consecutive days only. When the notice is of an urgent nature the AVURNAV can be transmitted on the order of the Senior Naval Officer of Morocco, as soon as it is received, and preferably during the hours of service for ships of the third category, maintaining 8 hours of service; it is afterwards repeated at the scheduled times. Each station, after calling on 2182 khz, transmits the AVURNAV on the working frequency indicated after the calling frequency. D. Stations repeating urgent notices on request The stations Agadir Radio (CND), Casablanca Radio (CNP), Safi Radio (CND3) and Tanger Radio (CNW) repeat the notices on request and collect a fixed charge. E. Co-operation of ships and aircraft at sea The Commander of any ship or aircraft finding himself in the vicinity of an immediate danger to navigation is requested to notify it, by every means of communication at his disposal, to ships in the neighbourhood as well as to the competent authorities at the first point of the Moroccan coast with which he is able to communicate (pilotage, port maritime services, aeronautical services at aerodromes, Senior Naval Officer). A message concerning a danger to navigation transmitted by a ship or an aircraft to a Moroccan coast station should be preceded by the safety signal SÉCURITÉ. It is addressed to the Commander of the Royal Navy in Casablanca, and should contain the name of the ship or aircraft, as well as that of the company or shipowners. No charge is made for this message. In accordance with a procedure similar to that for AVURNAVs, Moroccan coast stations also transmit special meteorological bulletins (storm and hurricane warnings, etc.) on instructions from the Chief of the National Meteorological Service. Information about these bulletins is given under METEO - Stations transmitting regular meteorological bulletins. Urgent notices to navigators are transmitted as follows: Radiotelephony: on receipt, and at the times shown in column 5 of the particulars, after call and announcement on 2182 khz. CP - Coast stations providing a public correspondence service CP1 The station may also transmit from a spare transmitter located at 9 35'32'' W 30 25'50'' N. CP2 The station may also transmit from a spare transmitter located at 7 39'23'' W 33 36'24'' N. CP3 The station may also transmit from a spare transmitter located at 5 51'17'' W 35 44'13'' N. CP4 Radiotelephone calls are established by prior arrangement in RTG.
