4 1. INTRODUCTION A Noise and Flight Track Monitoring System (NFTMS), which monitors aircraft noise levels and flight tracks in the vicinity of the airport, is in place at Dublin Airport. This comprises a computer based system linked to a series of permanent Noise Monitoring Terminals (NMTs) installed in the locality around the airport. Bickerdike Allen Partners LLP (BAP) has been appointed by Dublin Airport Authority (daa) to analyse and report a summary of the aircraft noise measurements from the system for the period January to June 16. This report sets out in Section 2. a description of the locations of the noise monitors in place and operating at Dublin Airport. In Section 3., the results obtained from the NFTMS are presented for each noise monitor over the period commencing January 16 to the end of June NOISE MONITORING TERMINAL LOCATIONS The location of the NMTs is shown in Figure A9843-R6-1. There are currently eight permanent NMTs in the vicinity of Dublin Airport. These are located as follows: Bay Lane (NMT1), monitoring Runway 28 Departures & Runway 1 Arrivals St. Doolaghs (NMT2), Monitoring Runway 1 Departures & Runway 28 Arrivals Bishopswood (NMT3), monitoring the local area Feltrim (NMT4), monitoring the local area Balcultry (NMT5), monitoring Runway 34 Departures & Runway 16 Arrivals Artane (NMT6), monitoring Runway 16 Departures & Runway 34 Arrivals Coast Road (NMT), monitoring Runway 1 Departures & Runway 28 Arrivals NMT21, monitoring noise produced by aircraft on the ground at a location close to the airport NMT22 is the mobile NMT, currently located on the airport site. The focus of this report is the NMTs located in the airport surroundings (NMTs 1-6 and ). NMTs 3 and 4 have been installed in preparation for aircraft operations from the proposed North Runway. 14 December 16 4

5 3. MEASURED NOISE RESULTS BAP has been provided with the raw noise data recorded by the NMTs for the period of January to June 16 together with information on the aircraft events that have occurred during this period. This comprises the date and time of aircraft movements, along with the runway used whether they are departures or arrivals. This data has been processed by BAP and is summarised in the following sections. 3.1 Data Processing The noise monitors are set to record continuously, and trigger a noise event when the noise level exceeds a threshold level of 66 db(a) in the daytime and 6 db(a) at night, for at least 1 seconds. The NFTMS then automatically correlates these noise events with aircraft movement data, assigning an aircraft movement to a noise event where applicable to give a set of correlated events. BAP has reviewed the set of correlated events and excluded those which are labelled as using the incorrect runway (e.g. a departure using runway 28 would be expected to trigger an event at NMT 1 but not at 2, 5, 6 or ), as well as events with an abnormally high duration, taken to be above 6 seconds for NMTs 1, 2, 5 and 6, and above 8 seconds for NMT. Fewer than 1% of the correlated events were excluded. The noise monitors run an internal calibration check every 6 hours to ensure they are operating within calibration limits. There are periods when some noise monitors may be out of operation for maintenance and calibration checking. Noise measurements from these periods have not been included in the averages presented in this report. The operational status of each noise monitor is included in Appendix 1. All noise monitors except NMTs 3 and 5 achieved an operational on-time percentage of at least 8% over the period, with NMTs 1, 2 and 4 at close to 1%. NMTs 3 and 5 required some maintenance over this period, restricting then to an overall on-time of 74% and 72% respectively. 14 December 16 5

6 3.2 Noise Events The noise monitoring system is designed and set-up to correlate aircraft events with the associated noise events. There will also be times when the noise monitoring system is triggered as a result of non-aircraft events. As a result, the monitoring system can identify separately the noise recorded in total over a period and that recorded as a result of correlated aircraft events only. The total noise levels and correlated noise event levels have been processed by BAP, as described in Section 3.1. The total number of events recorded in the 6 month period is given in Table 1. This shows that, as expected, the large majority of the correlated events are from NMTs 1, 2, and, which are directly overflown by aircraft movements using the main runway 1/28. 7 3.3 Average Noise Levels Table 2 below presents the average measured noise level over the period at each monitor, split into daytime (7-2) and night time (2-7) periods. Also presented is the noise level produced by aircraft, i.e. the correlated aircraft noise events, after being processed as described in Section 3.1. These averages are not directly comparable to noise contours produced by computer modelling work as these noise contours are typically based on an average summer or annual day, and also include all aircraft movements rather than just those which produce a correlated noise event.
