8 Binational co-operation In 2000, and created the Inter-Governmental Commission (IGC) for the improvement of liaisons between FR & IT through Southern Alps Tende tunnel is in the IGC s scope: - 1st priority: improve safety of existing tunnel - 2nd priority: plan a new tunnel Réunion ATMB - 8
9 Binational co-operation In 2003, the IGC created the Safety Committee for the Tende tunnel (SC) with representatives of both countries from: - ministries of Transport and the Interior - prefectures - owners of the road through the tunnel - fire-brigades This enabled to progressively harmonise and improve: - safety equipment - operation - procedures Réunion ATMB - 9
10 Improved operational procedures Changes in traffic conditions were progressive (due to local reluctance because of risk of congestion) Finally: - one-way alternated traffic for all vehicles - regulated by traffic lights at portals Common procedures: - safety documentation (ref. EU Directive) - binational emergency plan - periodic exercises (2 per year) - feedback from incidents 4 firemen round the clock at French portal (later also at Italian portal during peak hours) Réunion ATMB - 10
11 Treaty between and To go further a treaty was necessary: - signed in Paris in March ratified by French and Italian parliaments - entered into force on 1st November 2008 was put in charge of: - managing the tunnel - building a new tunnel with reimbursing its part of the expenses entrusted these tasks to, the Italian national agency for highways Réunion ATMB - 11
12 The treaty led to a strong safety increase of the existing tunnel A single operator (key for safety) The tunnel has been connected to the new control centre built by in Turin round the clock surveillance and monitoring All equipment has been harmonised, and is maintained and activated in the same way A Safety Officer has been appointed (as defined in European Directive 2004/54/EC) Réunion ATMB - 12
13 However, the existing tunnel still has important drawbacks Narrow cross-section Low height gauge resulting in low capacity (alternated traffic) No emergency exit over 3200 m resulting in insufficient safety (partly compensated by firemen at portals) Réunion ATMB - 13

36 Conclusions Improving safety of the Tende tunnel was a long process: - 12 years ( ) to achieve a reasonable safety level in the existing tunnel - another 8 years ( ) to build a new twin-bore tunnel (standards compliant) The most important and long part was to establish good co-operation between the relevant bodies of the two countries (road owners and operators but also prefectures, fire-brigades, police, etc.) Réunion ATMB - 36
37 Conclusions The most significant step was to establish a unique operator for the whole tunnel: - to operate the existing tunnel - to build and operate the new tunnel (this required a treaty between the 2 countries) Excellent co-operation between and made it possible to reach a reasonable safety level in the existing tunnel But a new tunnel was necessary to reach «normal» safety level and sufficient capacity Réunion ATMB - 37
