16 3. APPROXIMATE COVERAGE OF TV STATIONS IN RWANDA In digital TV broadcasting, two signal distributors have been licensed for building digital TV network across the country. The first signal distributor, Rwanda Broadcasting Agency (RBA) has 14 transmitters located at 14 sites and the second signal distributor, Startimes Media Ltd owns 18 transmitters located at 6 sites. The aim of this document is to show the simulated coverage of the two signal distributors. It can help the signal distributors add gap fillers to cover the areas not covered or add new transmitters in the areas not covered. This document contains three parts; the simulated coverage of each network, TV stations in each network and the parameters used in the simulation. 1.
