AMS(R)S system can be specifically designed to preserve MLS Worst case MLS deployment + worst case MLS protection criteria Satcom system with frequency isolation + spatial isolation + flexible frequency plan State of the art satcom technology 2. On this basis, AMS(R)S preserves and valorizes MLS spectrum more than competes it Governments pressure on spectrum efficiency Repetitive WRC s threats New aeronautical requirements to satisfy ICAO will at WRC-07 to develop other aviation related applications in the band 3. In any case, it is a pure civil aviation question MHz allocated to aeronautical safety services only Cohabitation to be handled in ICAO more than in ITU-R?
11 Regulatory approach Page 11 Major bandwidth requirements are emerging for safety satcom eg : safe & seamless integration of UAS in non segregated airspaces by 2015+, including safety satcom as soon as the UAV flies beyond horizon MHz is the only existing primary AMS(R)S allocations apart from congested 1.5/1.6 GHz band ( L-band ) Likely ITU-R examination in relation to WRC-11 agenda item 1.3 (Res. 421) Consideration of appropriate regulatory provisions for the operation of unmanned aircraft systems, lead group ITU-R WP5B Band selection(s) & preliminary sharing studies targeted by February 2009 with focus on existing safety allocations first Next steps ICAO/WG-F May 08 ITU-R/WP 5B October 08 UAS SG?
