Future use of the band MHz Template reference : O-EN Compatibility analysis between existing AMS(R)S and ARNS/MLS allocations NSP/SSG, Montreal, 31 March - 4 April 2008, agenda Item 6a)

Starting point Page 2 The «MLS band» is also currently co-allocated to AMS(R)S with the MLS core band allocated to MLS and AMS(R)S only Use of the MHz band jointly by MLS and AMS(R)S could be an opportunity for the aeronautical community Optimize aeronautical spectrum at a time of governmental pressure toward spectrum efficiency Introduce a new application with no new spectrum needs at a time when spectrum scarcity is critical Preserve MLS spectrum & future deployment at a time when each WRC sees new pretenders to MLS frequencies Ł Is it achievable for AMSRS to operate while preserving MLS? Ł Is it achievable for AMSRS to operate while preserving MLS?

MLS band allocations MHz MLS Satcom MLS Page MHz of safety aeronautical spectrum are exclusively allocated to civil aviations for Microwave Landing System (MLS) & safety satcom (AMS(R)S) Incumbents (<WRC-07) Aeronautical Radio Navigation Aeronautical Mobile (en Route) Satellite Radio Navigation Satellite Fixed Satellite (MSS Feeder ) Galileo MLS core AMS(R)S MLS ext. Globalstar MHz Newcomers (WRC-07) Aeronautical Mobile (en Route) Aeronautical Mobile / security Aeronautical Mobile 2011? WiMax airport Video cockpit Flight tests Ł The design of an MLS adjusted satcom system has been studied Ł The design of an MLS adjusted satcom system has been studied

MLS band allocations - details Page MHz of aeronautical spectrum is exclusively allocated to civil aviations for Microwave Landing System (MLS) & safety satcom (AMS(R)S) MLS precedence in MHz (No rev WRC-07) AMS(R)S = mobile aeronautical satcom reserved for communications relating to safety and regularity of flights, primarily along national or international civil air routes (No 1.36) MLS & AMS(R)S = safety services in the sense that Member States recognize that the safety aspects of radionavigation and other safety services require special measures to ensure their freedom from harmful interference (No 4.10)

MLS adjusted design Page 5 Worst case MLS Worst case MLS deployment : COM3 database from EuroControl Worst case MLS sensitivity : -130dBm/150kHz ITU-R Recommendations Frequency sharing > 50% MLS channels unused Geographical sharing Spot size ~500 km Example 6m satellite antenna Narrow band satcom Flexible sharing Frequency re-use Re-programmable satellite frequency plan Multi-spot design

Spatial isolation wrt MLS - Principles Page 6

Spatial isolation wrt MLS - Figures Page 7-18dB In Spot EIRP = 50dBW Pr = -147dBW/150kHz Pr = -165dBW/150kHz Pr < -160dBW/150kHz SATCOM EIRP ~ = 010dBW 43 km MLS Transmitter MLS Receiver D min = 700 km max c 4π * f * D min 2. EIRP UAV = P r

Frequency isolation wrt MLS - Principles Page 8 Global solution : using ZW channels AMS(R)S Carriers MLS Channel ZW XY ZW XY ZW XY 300 KHz Exclusion distances still required to respect out band criteria -> local frequency planning

Frequency isolation wrt MLS - Figures Page 9 ZW MLS Channel -160dBW / 150 KHz AMS(R)S Carrier Transmitted at distance Dmin from MLS station XY ZW XY ZW XY ~30dB 300 KHz in-band limit c 4π * f * D min 2.( EIRP 30dB) = UAV P r Dmin < 100km Local frequencies allocation depend on MLS Plan

Benefits to cohabit Page 10 Current MLS scenarios leave significant spectrum available for AMS(R)S 1. AMS(R)S system can be specifically designed to preserve MLS Worst case MLS deployment + worst case MLS protection criteria Satcom system with frequency isolation + spatial isolation + flexible frequency plan State of the art satcom technology 2. On this basis, AMS(R)S preserves and valorizes MLS spectrum more than competes it Governments pressure on spectrum efficiency Repetitive WRC s threats New aeronautical requirements to satisfy ICAO will at WRC-07 to develop other aviation related applications in the band 3. In any case, it is a pure civil aviation question MHz allocated to aeronautical safety services only Cohabitation to be handled in ICAO more than in ITU-R?

Regulatory approach Page 11 Major bandwidth requirements are emerging for safety satcom eg : safe & seamless integration of UAS in non segregated airspaces by 2015+, including safety satcom as soon as the UAV flies beyond horizon MHz is the only existing primary AMS(R)S allocations apart from congested 1.5/1.6 GHz band ( L-band ) Likely ITU-R examination in relation to WRC-11 agenda item 1.3 (Res. 421) Consideration of appropriate regulatory provisions for the operation of unmanned aircraft systems, lead group ITU-R WP5B Band selection(s) & preliminary sharing studies targeted by February 2009 with focus on existing safety allocations first Next steps ICAO/WG-F May 08 ITU-R/WP 5B October 08 UAS SG? EuroCae/RTCA?

Conclusion Page 12 Our intent Inform NSP/SSG of our MLS/AMS(R)S compatibility studies Welcome advices from NSP/SSG Anticipate WG-F discussions Keep NSP/SSG informed on the progress ŁJoint use use of of the the MHz MHz band band by by MLS MLS and and AMS(R)S is is likely likely an an opportunity for for the the aeronautical community to to be be worked out out
