1 October 30, 2014 Addendum # 1 IFB # District-Wide Painting Services (Interior & Exterior) This Addendum is issued for the purposes of modifying or interpreting the solicitation documents by additions, deletions, clarifications or corrections as outlined below. The items in this Addendum take precedence over the referenced articles of the solicitation documents and/or specifications and become an integral part thereof in the execution of the subsequent contract. Bidders must acknowledge receipt of the Addenda on the official bid forms. Refer to original solicitation, III Scope of Work (4) 4. 2 SECTION PAINTING PART 1 - GENERAL 1.1 SUMMARY A. Section Includes: 1. Surface preparation and field painting of exposed exterior and interior items and surfaces. a. Surface preparation, priming, and finish coats specified in this Section are in addition to shop priming and surface treatment specified in other Sections. 2. Paint exposed surfaces, except where these Specifications indicate that the surface or material is not to be painted or is to remain natural. If an item or a surface is not specifically mentioned, paint the item or surface the same as similar adjacent materials or surfaces. If a color of finish is not indicated, Architect will select from standard colors and finishes available. B. Surfaces Not To Be Painted: 1. Prefinished items, unless specified to be field painted in Drawings or Sections. 2. Walls or ceilings of concealed or inaccessible areas. 3. Finished metal surfaces. 4. Product Data: Manufacturer s data sheets for each paint system and coating product indicated. Include block fillers and primers. Provide the following: 1. Product characteristics 2. Surface preparation instructions and recommendations 3. Primer requirements and finish specification 4. Storage and handling requirements and recommendations 5. Application methods 6. Cautions, VOC s B. Product List: For each product indicated, include the following: 1. Cross-reference to paint system and locations of application areas. Use same designations indicated on Drawings and in schedules. 2. Printout of current "MPI Approved Products List" for each product category specified in Part 2, with the proposed product highlighted. 1.4 DELIVERY, STORAGE, AND HANDLING A. Delivery: Deliver materials to Project site in manufacturer's original, unopened packages and containers bearing manufacturer's name and label and the following information: 1. Product name or title of material. 2. Product description (generic classification or binder type). 3. Manufacturer's stock number and date of manufacture. 4. Contents by volume for pigment and vehicle constituents. 5. Thinning instructions 6. Application instructions. 7. Color name, number, and sheen. 8. Volatile organic compound (VOC) content. B. Storage: Store materials not in use in tightly covered containers in a well-ventilated area at a minimum ambient temperature of 45 degrees F and a maximum of 90 degrees F, and as required by manufacturer s instructions. Maintain storage containers in a clean condition, free of foreign materials and residue. 1. Protect from freezing. Keep storage area neat and orderly. Remove oily rags and waste daily. Take necessary measures to ensure that workers and work areas are protected from fire and health hazards resulting from handling, mixing, and application. 2. Do not store oil or paint soaked rags inside the building. Do not store materials in any room containing a direct fired heating unit. C. Handling: Maintain a clean, dry storage area, to prevent contamination or damage to the coatings. 1.5 PROJECT CONDITIONS A. Apply waterborne paints only when temperatures of surfaces to be painted and surrounding air are between 50 and 90 deg F. PAINTING
4 B. Apply solvent-thinned paints only when temperatures of surfaces to be painted and surrounding air are between 45 and 95 deg F. C. Do not apply paint in snow, rain, fog, or mist; or when relative humidity exceeds 85 percent; or at temperatures less than 5 deg F above the dew point; or to damp or wet surfaces. 1. Painting may continue during inclement weather if surfaces and areas to be painted are enclosed and heated within temperature limits specified by manufacturer during application and drying periods. PART 2 - PRODUCTS 2.1 PAINT, GENERAL A. Horry County School District Requirements: 1. All interior walls of new schools should be painted with semi-gloss interior/exterior waterborne acrylic Devflex 4208 or approved equal. 2. Interior doors and openings should be painted with interior/exterior waterborne acrylic gloss Devflex or approved equal. 3. Exterior hollow metal doors and frames should be painted with interior/exterior waterborne acrylic gloss Devflex or approved equal. 4. Prior to painting, all surfaces must be prepared with appropriate primers. B. Basis-of-Design Manufacturer: Subject to compliance with requirements, provide products by Sherwin-Williams Co. or comparable products by one of the following: 1. Benjamin Moore & Co. 2. Rust-Oleum Corporation 3. Porter Paint C. Single Source Responsibility: 1. Provide primers and undercoat paint produced by the same manufacturer as the finish coats whenever possible. D. Material Compatibility (alternative): 1. When a single source responsibility is not possible, provide materials for use within each paint system that are compatible with one another and substrates indicated, under conditions of service and application as demonstrated by manufacturer, based on testing and field experience. 2. For each coat in a paint system, provide products recommended in writing by manufacturers of topcoat for use in paint system and on substrate indicated. E. VOC Content of Field-Applied Interior Paints and Coatings: Products shall comply with VOC limits of authorities having jurisdiction and, for interior paints and coatings applied at Project site, the following VOC limits, exclusive of colorants added to a tint base, when calculated according to 40 CFR 59, Subpart D (EPA Method 24). These requirements do not apply to paints and coatings that are applied in a fabrication or finishing shop. 1. Flat Paints and Coatings: 50 g/l. 2. Nonflat Paints and Coatings: 150 g/l. 3. Anticorrosive and Antirust Paints Applied to Ferrous Metals: 250 g/l. 4. Clear Wood Finishes: Varnishes: 350 g/l 5. Clear Wood Finishes: Lacquers: 550 g/l 6. Stains: 250 g/l. 7. Examine substrates and conditions, with Applicator present, for compliance with requirements, for maximum moisture content and other conditions affecting performance of work. B. Verify suitability of substrates, including surface conditions and compatibility with existing finishes and primers. C. Maximum moisture content of substrates when measured with an electronic moisture meter are not to exceed the following: PAINTING
7 1. Gypsum Wallboard: 12 percent. 2. Concrete, and Concrete Unit Masonry: 12 percent. 3. Interior Wood: 15 percent, measured in accordance with ASTM D Exterior Wood: 15 percent, measured in accordance with ASTM D Concrete Floors: 8 percent. D. Do not paint over dirt, rust, scale, grease, oil, dust, moisture, scuffed or damaged surfaces, or conditions detrimental to a durable paint life. E. Begin coating application only after unsatisfactory conditions have been corrected and surfaces are dry. 1. Beginning coating application constitutes Contractor's acceptance of substrates and conditions. 3.2 PREPARATION A. Comply with manufacturer's written instructions and recommendations in "MPI Architectural Painting Specification Manual" applicable to substrates and paint systems indicated. B. Remove plates, machined surfaces, and similar items already in place that are not to be painted. If removal is impractical or impossible because of size or weight of item, provide surface-applied protection before surface preparation and painting. 1. After completing painting operations, use workers skilled in the trades involved to reinstall items that were removed. Remove surface-applied protection if any. 2. Do not paint over labels of independent testing agencies or equipment name, identification, performance rating, or nomenclature plates. C. Clean substrates of substances that could impair bond of paints, including dirt, oil, grease, and incompatible paints and encapsulants. 1. Remove incompatible primers and re-prime substrate with compatible primers as required to produce paint systems indicated. D. Concrete Substrates: Remove release agents, curing compounds, efflorescence, and chalk. Do not paint surfaces if moisture content or alkalinity of surfaces to be painted exceeds that permitted in manufacturer's written instructions. E. Concrete Masonry Substrates: Remove efflorescence and chalk. Do not paint surfaces if moisture content or alkalinity of surfaces to be painted exceeds that permitted in manufacturer's written instructions. Remove all loose mortar and foreign material. Surface must be free of laitance, concrete dust, dirt, form release agents, moisture curing membranes, loose cement, and hardeners. Concrete and mortar must be cured at least 30 days at 75 F. The ph of the surface should be between 6 and 9, unless the products to be used are designed to be used in high or low ph environments, such as Loxon. Fill bug holes, air pockets, and other voids with a patching compound such as ConSeal F. Steel Substrates: Remove rust and loose mill scale. Clean using methods recommended in writing by paint manufacturer. G. Galvanized-Metal Substrates: Remove grease and oil residue from galvanized sheet metal fabricated from coil stock by mechanical methods to produce clean, lightly etched surfaces that promote adhesion of subsequently applied paints. H. Gypsum Board Surfaces: Fill minor defects with filler compound. Spot prime defects after repair. PAINTING
8 I. Wood Substrates: 1. Scrape and clean seasoned knots, and apply coat of recommended knot sealer before applying primer coat. 2. Sand surfaces that will be exposed to view, and dust off. 3. Prime edges, ends, faces, undersides, and backsides of wood. 4. After primer coat is dry, fill holes and imperfections in the finish surfaces with putty or plastic wood filler. Sand smooth when dried. J. Mix painting materials in accordance with manufacturer s instructions. Stir materials before application to produce mixture of uniform density, and stir as required during application. Do not stir surface film into material, strain material before using if necessary APPLICATION A. Apply paints according to manufacturer's written instructions. 1. Use applicators and techniques suited for paint and substrate indicated. 2. Paint surfaces behind movable items same as similar exposed surfaces. Before final installation, paint surfaces behind permanently fixed items with prime coat only. 3. Do not apply finishes to surfaces that are not dry. B. Tint each undercoat a lighter shade to facilitate identification of each coat if multiple coats of same material are to be applied. Tint undercoats to match color of topcoat, but provide sufficient difference in shade of undercoats to distinguish each separate coat. C. If undercoats or other conditions show through topcoat, apply additional coats until cured film has a uniform paint finish, color, and appearance. D. Apply paints to produce surface films without cloudiness, spotting, holidays, laps, brush marks, roller tracking, runs, sags, ropiness, or other surface imperfections. Cut in sharp lines and color breaks. E. Allow applied coat to dry before next coat is applied. Vacuum clean surfaces free of loose particles. Use tack cloth just prior to applying next coat. F. Wood and Metal: 1. Sand wood and metal lightly between coats to achieve required finish. 2. Prime concealed surfaces of interior woodwork with primer paint. G. Doors: Finish all edges, including top and bottom or wood and metal doors same as faces. Fill edges, holes and voids prior to painting. H. Reinstall electrical cover plates, hardware, light fixture trim, escutcheons, and fittings removed prior to finishing. 3.4 FIELD QUALITY CONTROL A. Owner reserves the right to invoke test procedure at any time and as often as Owner deems necessary during the period when paint is being applied: 1. Owner may direct Contractor to stop painting if test results show material being used does not comply with specified requirements. Contractor shall remove noncomplying paint from Project site, pay for testing, and repaint surfaces previously coated with the noncomplying paint. PAINTING
9 3.5 CLEANING AND PROTECTION A. At end of each workday, collect rubbish, empty cans, rags, and other discarded materials which may constitute a fire hazard and remove from Project site. B. Protection: Protect work of other trades against damage from paint application. Correct damage to work of other trades by cleaning, repairing, replacing, and refinishing, as approved by Architect, and leave in an undamaged condition. 1. Clean glass and paint-spattered surfaces immediately by washing, scraping or other proper methods. Do not scratch or damage adjacent finished surfaces. 2. Do not paint fire sprinkler heads, heat detectors, or smoke detectors. If painted by Applicator, remove and replace with new items at no additional cost. 3. Provide Wet Paint signs to protect new painted finishes. 4. Remove temporary protective wrappings, provided by others for protection of their work, after completion of painting operations. 5. Do not cover operating mechanical or electrical equipment. C. Repair: At completion of construction activities of other trades, touch up and restore damaged or defaced painted surfaces. 3.6 EXTERIOR PAINT SCHEDULE A.
