2 FROM THE CEO S DESK At Paints and Coatings Skill Council, we have had a busy and exciting quarter. Some initiatives progressed better than we thought, while some others threw challenges that we found surprising. We found ourselves course correcting to tackle the complexities and we want to get continually smarter. As CEO, I m happy that we have a tiny but energetic team managing a variety of projects, and I m even more excited by the fact that despite challenging timelines and multiple activites going on at the same time, thanks to the relentless effort put in by my team, we have adhered to timelines and delivered on quality. It is my personal belief that even small steps in the right direction can add up and make a big difference in the long run. For any training project to be successful, especially in the skilling context, the learning tools deployed and pedagogy adopted must be anchored in local realities. Having spent a substantial part of my career in the industry, the concept of RPL resonates with me. It is the finest way to truly endorse and ratify the knowledge and expertise of the work force for the industry we represent. PCSC conducted a succesful pilot with Berger Paints at its excellent training centre Itrain at Kolkata. In a brilliant co-incidence the academy is in a building aptly named, Karigori Bhaban. Organised skill training is an idea that our industry was waiting for. The enthusiastic response to initiatives like Itrain by Berger Paints and Colour Academy by Asian Paints demonstrate this in ample measure. These are the kind of industry efforts towards skill training that benefit multiple stake holders the people undergoing training, the industry at large and the end customer; they have been endorsed and applauded by none other than Honorable Minister Shri. Rajiv Pratap Rudy himself on his recent visit to both the centres. The academies are designed to train fresh and/or experienced painters at extremely low fees within their state of art facilities. 3 IPA AGM The Annual General Meeting of the Indian Paint Association was held at the CII-Suresh Neotia Centre of Excellence for Leadership, Salt Lake, Kolkata on 6 th September The guest of honour was none other than Shri. Rajiv Pratap Rudy, Minister for Skill Development and Entrepreunership (IC). The PCSC promotional AV and Training AVs (in Hindi) were launched together with the first edition of the PCSC Newsletter. Addressing the public session of the IPA AGM, Mr Rajiv Pratap Rudy, said the Central Government is keen to support the skilling efforts of the country s paint industry. The minister appreciated the role being played by the Indian Paint Association and the Paints and Coatings Skill Council towards top-notch skill development. He reiterated his ministry s firm resolve to realise Prime Minister Mr. Narendra Modi s vision to make India the world s skill capital. What touched a chord with the leaders of the Indian Paint Association at the CII Centre of Excellence for Leadership at Salt Lake was the strong case the minister made for skill development for all strata of society.the ministry has set up a corpus of Rs. 32,000 crore provided jointly by the World Bank, Pradhan Mantri Kaushal Vikas Yojana and Apprentice Yojana for the purpose. 7 POWDER COATER PARTICIPANT HANDBOOK PCSC has developed the first Participant Handbook for the job role of a Powder Coater (PCS/Q5102). The handbowneral Industrial (Liquid) Painter (PCS/5108) and Protective and Marine Painter (PCS/Q5109). Mr. NK Bhatia, Mr. PB Deshmukh and Mr. Denzil D Costa respectively have agreed to provide subject matter inputs for these handbooks. Snapshots of the Handbook 6

8 RPL WITH BERGER PAINTS, KOLKATA PCSC conducted a pilot RPL assessment for a batch of 27 candidates at Itrain Academy the training arm of Berger Paints Ltd. on 3rd September 2016 in Kolkata. The RPL was for the job role of a Painter Basic and the assessment was conducted by Manipal City & Guilds. All the candidates succesfully clearing the assessment. Feedback received from assessment agency was as follows: 1. Learners were experienced, they displayed their skills efficiently. 2. Followed safety rules and regulations with necessary protection. 3. Displayed Team Work and discipline. 4. The infrastructure of the facility had adequate numbers of instruments and accessories for a smooth execution. 9 NATIONAL PAINT SKILL COMPETITION It is the endeavour of the PCSC to increase interest levels in skill training so as to reach out to painters in the trade by attracting good candidates to the sector and to make jobs in the sector aspirational. One such initiative is the Painting Skill Competition. Supported by its promoter, The Indian Paint Association, PCSC conducted the competition, starting with defining the contest details, eligibility criteria, defining contest locations right upto the evaluation for the 2 categories chosen Architectural Painting and Wood Polishing. The competition was based on the outcome of the display of skill and not on the basis of the QP/N0S as developed by PCSC. Since for most companies painters are an essential part of their marketing activity, a properly designed competition with categories of interest forms the bedrock of this competition. In a nutshell, the activity intended to: 1. Recognise and award excellence in paint application and reflect best practice in the relevant domain 2. Provide a platform to showcase talent of participants 3. Encourage youth of the country to make a career in paint application by making it aspirational. Other industry associations, ISSPA (Indian Small Scale Paint Association) and IPCA (Indian Paints and Coatings Association) also supported the endeavour and acknowledged the need for such an initiative to encourage excellence in painting skills.
