3 Guest Biography Jie Yin ShanghaiTech University Prof. Jie Yin is the Vice President and Provost of ShanghaiTech University. Prof. Yin was a professor in Chemistry at Shanghai Jiao Tong University, and served as the Vice President of Shanghai Jiao Tong University for education programs from 2004 to From 2009 to 2014, Prof. Jie Yin was Deputy Director- General of Shanghai Municipal Education Commission in charge of high education and vocational education. Among his many social activities, he is a standing member of Chinese Society of Academic Degrees and Graduate Education, a member of Chinese Society of Higher Education and a member of Chinese Experts Committee on Professional Certification of Engineering Education. During his academic career, Prof. Yin has published a number of research articles in the field of polymer materials and has won several awards for his outstanding teaching performance. Prof. Yin holds a bachelor s degree in polymer materials from Shanghai Jiao Tong University (1985) and a PhD degree in polymer science from Lancaster University, UK (1992).

4 Helder Antunes Cisco Helder Antunes is Senior Director, Corporate Strategic Innovation Group at Cisco. He is a results-driven technologist and Cisco veteran with more than 28 years of experience in leading product and solution development. In his current position, Mr. Antunes leads a team to identify major technology market disruptions and align them with Cisco s key market initiatives and business unit strategies. Previously, as managing director of Cisco s Internet of Things group, he focused on Smart Connected Vehicles, one of the fastest growing market opportunities for the IT sector. Mr. Antunes also works with the Portuguese government on innovation programs including the AICEP internship INOV Contacto Program and is a guest lecturer at several Portuguese universities. He also serves as an adviser to the Regional Government of the Azores, Portugal. Mr. Antunes has received many awards for his work at Cisco and with the Portuguese government including the COTEC Portuguese Diaspora Entrepreneurial Innovation Award (multiple years).

5 Xi Wang SIMIT, Chinese Academy of Sciences Prof. Wang Xi was born in August 1966, Shanghai. He is now a professor and the director of Shanghai Institute of Microsystem and Information Technology (SIMIT). In 2009, he was elected academician of the Chinese Academy of Sciences. He graduated from Tsinghua University in 1987, and got his master and PhD degrees from SIMIT in 1990 and 1993, respectively. During 1993 to 1994, he was an assistant professor of SIMIT. In July 1993 to May 1994, he was a visiting scholar in Australia. From 1994 to 2004, he served as an associate professor, vice department head, professor, department head, and assistant to the director of SIMIT. In May 1996 to June 1998, he was a visiting scholar in Germany. Since April 2004, he has been the vice Party Secretary and vice director of SIMIT. Since January 2007, he has been appointed as the Party Secretary and vice director of SIMIT, the associate head of the National Medium- and Long-term Scientific and Technological Development Plan "Large-scale Integrated Circuit Manufacturing Technology and Complete Set of Technology", and Chairman of Shanghai Simgui Technology Co., Ltd. Since March 2009, he has been appointed as the deputy director and the legal representative of SIMIT. He has been the director of SIMIT and the State Key Laboratory of Information Functional Materials

6 since July In August 2010, he was elected Vice Chairman of the 11th National Youth Federation and served as Chairman of the Working Committee of the Science and Technology Sector. He is a representative of the 18th Congress of the Communist Party of China. Tao Zhang Cisco Dr. Tao Zhang, an IEEE Fellow, is a Distinguished Engineer / Senior Director of Cisco Corporate Strategic Innovation Group. He joined Cisco in 2012 as the Chief Scientist for Cisco s Smart Connected Vehicles business, and has since also been leading initiatives to develop strategies, architectures, technology, and eco-systems for the Internet of Things (IoT) and Fog Computing. Prior to Cisco, he was Chief Scientist and Director of Mobile and Vehicular Networking at Telcordia Technologies (formerly Bell Communications Research or Bellcore). For over 25 years, Tao has been in various technical and executive positions, directing research and product development in vehicular, mobile, and broadband networks and applications. His leadership and technical work have led to ground-breaking results in fiber optic networks, all-ip cellular networks, mobile ad-hoc networks, and vehicular networks; resulting in new technology, standards, and products. Tao holds 50 US patents and has co-authored two books Vehicle Safety Communications:

7 Protocols, Security, and Privacy (2012) and IP- Based Next Generation Wireless Networks (2004) published by John Wiley & Sons. Dr. Zhang co-founded, and is serving as a Board Director for, the Open Fog Consortium. He is the CIO and a Board Governor of the IEEE Communications Society (2016 and 2017). Yang Yang SIMIT, Chinese Academy of Sciences Dr. Yang Yang is currently a professor with Shanghai Institute of Microsystem and Information Technology (SIMIT), Chinese Academy of Sciences, serving as the Director of CAS Key Laboratory of Wireless Sensor Network and Communication, and the Director of Shanghai Research Center for Wireless Communications (WiCO). He is also a Distinguished Adjunct Professor with the School of Information Science and Technology, ShanghaiTech University. Prior to that, he has held faculty positions at University College London (UCL), Brunel University, and The Chinese University of Hong Kong. Yang is a member of the Chief Technical Committee of the National Science and Technology Major Project New Generation Mobile Wireless Broadband Communication Networks ( ), which is funded by the Ministry of Industry and Information Technology (MIIT) of China. In addition, he is on the Chief Technical Committee for the National 863 Hi-

8 Tech R&D Program 5G System R&D Major Projects, which is funded by the Ministry of Science and Technology (MOST) of China. Since January 2017, he has been serving the OpenFog Consortium as the Director for Greater China Region. Yang s current research interests include wireless sensor networks, Internet of Things, Fog computing, Open 5G, and advanced wireless testbeds. He has published more than 150 papers and filed over 80 technical patents in wireless communications. Heyuan Xu China Academy of Information and Communications Technology Heyuan Xu graduated Tianjin university in 1986 and got bachelor, and got Master in Telecommunication Science Academy of Ministry Post and Telecommunication in From 1989 to now, Heyuan Xu has been working in China Academy of Information and Communications Technology (CAICT) of MIIT, His field was Switching and Networking, and now dedicate himself to study Future Network, IoT, Industry Internet and M2M etc. He actively attended ITU-T standardization activities. In the past, he took the position of ITU- T IoT-GSI TSR Coordinator, Focus Group on M2M Service Layer (FG M2M) Chairman. Now he is ITU-T SG13 vice-chairman.

9 Fuchun Joseph Lin National Chiao Tung University Fuchun Joseph Lin is Professor of Department of Computer Science and Associate Chief Director of Microelectronics and Information Systems Research Center at National Chiao Tung University (NCTU) in Hsinchu, Taiwan. Before joining NCTU in August 2012, he was Chief Scientist in Applied Research of Telcordia Technologies in U.S.A. focusing on M2M Communications and Next Generation Mobile Networks. He was with Telcordia Technologies for 20 years and AT&T Bell Labs for 4 years. He received his PhD in Computer and Information Science from the Ohio State University and MS and BS in Computer Science from National Chiao Tung University. He published more than 60 journal and conference papers and acquired and filed more than 10 patents. He was also active in SDOs such as IEEE, 3GPP and ATIS and contributed to the formation of NGSON, ISB and NGN architecture and specifications. Tony Quek Singapore University of Technology and Design Tony Q.S. Quek is a tenured Associate Professor with the Singapore University of Technology and

10 Design (SUTD), leading the Wireless Networks and Decision Systems (WNDS) Group. He is also the Associate Head of ISTD Pillar and the Deputy Director of the SUTD-ZJU IDEA. He received the B.E. and M.E. degrees in Electrical and Electronics Engineering from Tokyo Institute of Technology, respectively. At MIT, he earned the Ph.D. in Electrical Engineering and Computer Science. He is a senior member of the IEEE and a member in the Signal Processing for Communications and Networking Technical Committee. His main research interests are the application of mathematical, optimization, and statistical theories to communication, networking, signal processing, and resource allocation problems. Research topics include wireless communications and networks, security, big data processing, and IoT. Jianwei Huang Chinese University of Hong Kong Jianwei Huang (S'01-M'06-SM'11-F'16) is an Associate Professor and Director of the Network Communications and Economics Lab (ncel.ie.cuhk.edu.hk), in the Department of Information Engineering at the Chinese University of Hong Kong. He received Ph.D. from Northwestern University in 2005, and worked as a Postdoc Research Associate at Princeton University during His main research interests are in the area of network

11 economics and games, with applications in wireless communications, networking, and smart grid. He is a Fellow of IEEE, a Distinguished Lecturer of IEEE Communications Society, and a Thomson Reuters Highly Cited Researcher in Computer Science. Dr. Huang is the co-recipient of 8 Best Paper Awards. He has co-authored six books. He received the CUHK Young Researcher Award in 2014 and IEEE ComSoc Asia-Pacific Outstanding Young Researcher Award in Dr. Huang has served as an Editor of IEEE/ACM Transactions on Networking (2016-), Editor of IEEE Transactions on Cognitive Communications and Networking (2015-), Editor of IEEE Transactions on Wireless Communications ( ), Editor of IEEE Journal on Selected Areas in Communications - Cognitive Radio Series ( ), Editor and Associate Editor-in-Chief of IEEE Communications Society Technology News ( ). He is a frequent TPC member of leading networking conferences such as INFOCOM and MobiHoc. He is the recipient of IEEE ComSoc Multimedia Communications Technical Committee Distinguished Service Award in 2015 and IEEE GLOBECOM Outstanding Service Award in 2010.Outstanding Service Award in Yonggang Wen Nanyang Technological University Dr. Yonggang Wen is an associate professor with School of Computer Science and Engineering at

12 Nanyang Technological University, Singapore. He received his PhD degree in Electrical Engineering and Computer Science (minor in Western Literature) from Massachusetts Institute of Technology (MIT), Cambridge, USA, in Previously he has worked in Cisco to lead product development in content delivery network, which had a revenue impact of 3 Billion US dollars globally. Dr. Wen has published over 140 papers in top journals and prestigious conferences. His work in Multi-Screen Cloud Social TV has been featured by global media (more than 1600 news articles from over 29 countries) and received ASEAN ICT Award 2013 (Gold Medal). His work on Cloud3DView, as the only academia entry, has won the ASEAN ICT Awards 2016 (Gold Medal) and the Data Centre Dynamics Awards 2015 APAC. He is a co-recipient of 2015 IEEE Multimedia Best Paper Award, and a co-recipient of Best Paper Awards at 2016 IEEE Globecom, EAI/ICST Chinacom 2015, IEEE WCSP 2014, IEEE Globecom 2013 and IEEE EUC He received 2016 IEEE ComSoc MMTC Distinguished Leadership Award. His research interests include cloud computing, green data center, distributed machine learning, big data analytics, multimedia network and mobile computing. Xiliang Luo ShanghaiTech University Prof. Xiliang Luo received his Bachelor of Science degree in Physics from the Peking

13 University, Beijing, China, in 2001, and his Master of Science and Doctor of Philosophy degrees in Electrical Engineering from the University of Minnesota at Minneapolis in 2003 and 2006, respectively. Xiliang Luo joined Qualcomm and carried out cutting edge researches in Qualcomm Research at different posts: senior engineer (2006), staff engineer (2010), and then senior staff engineer (2013). His work in Qualcomm included: system design, analyses, and standardization of 3GPP LTE starting from initial Rel-8 till Rel-11. He was the designer of various enhancements to Qualcomm s current LTE solutions and he led the designs of Qualcomm s next generation LTE modem for heterogeneous networks from initial concepts to final completion. In August 2014, Xiliang Luo joined the ShanghaiTech University as an Associate Professor in the School of Information Science and Technology. His general research interests lie in signal processing, communications, and information theory. Till now, Xiliang Luo has published more than 50 research papers in top journals and conferences. Meanwhile, he is the (co)-inventor of more than 70 US and international patents, majority of which have been adopted into the LTE and LTE-Advanced standards.

14 Jingyi Zhou ZTE Mr. Jingyi Zhou is a standard director of ZTE Corporation. In this role, he is responsible identifying, defining the relevant areas for standardization and product development. He is also responsible industry relationship and partnership development. Jingyi has more 20 year experience in wireless industry. His career spans multiple roles. He was an engineer developing, implementing and supporting wireless data networks and applications and accumulated substantial experiences in Network/Application design and operation. Later on, he worked in various standardization areas including CDMA 3G to 4G LTE packet core network seamless migration, IMS, Wireless Priority Service, Wireless Emergency Alert, M2M/IoT, and technologies in 3GPP2, 3GPP, ETSI, ATIS, IEEE 802, IEEE , IEEE-SA, onem2m, and Wi- Fi Alliance. In this role, Jingyi involved telecom and IT technology evaluation, planning and standardization that resulted in many successful industry advancements. Jingyi was a member of Next Generation Networks Priority Services (NGN-PS) Forum which defines Government Priority Services sponsored by Department of Homeland Security (DHS). Jingyi also led a team of engineers built internet infrastructure
