Taylor, SR/WA, R/W-RAC has over 30 years of experience in land acquisition and relocation consulting. Ms. Taylor began her right of way consulting career as a legal secretary. She assisted the FDOT District 4 General Counsel s office with the preparation of eminent domain lawsuits. She has provided consulting land acquisition services for numerous local and state government agencies with considerable experience in the field of relocation assistance. Her expertise in the field of relocation has enabled her to serve as Relocation Administrator and Relocation Project Manager for numerous road-improvement projects in Florida, Alabama, North Carolina and Texas where her primary responsibility was the implementation of the Uniform Relocation Assistance and Real Property Acquisition Policies Act. Notwithstanding her demanding work schedule over her many years as a right of way professional, she also set personal goals for herself. In 2009, she obtained her Associates Degree from Hillsborough Community College. After a brief break from studying, she enrolled at the University of South Florida in 2010 where she majored in political science and received her BA degree on December 15, She is a member of the USF Arts and Sciences Honor Society and the Phi Sigma Theta National Honor Society. She is a licensed Florida real estate broker. She previously served IRWA Chapter 26 as Professional Development Committee Chair, Nominations and Elections Committee Chair and as Vice President. She now serves this chapter as President and International Director. She is currently employed with American Acquisition Group, LLC and works as a Senior Acquisition Agent at the Florida Department of Transportation in District 4. 3 Clarence Wade III a Professional Land Surveyor and has been in the profession since He has been involved in many different aspects of the industry in the private sector and as a business owner. His experience is wide-ranging working with the Southwest Florida Water Management District involving diverse projects ranging from water boundaries, public lands, eminent domain, land use, and water conservation with many funded by programs such as: Save our Rivers and P2000 and also heavily involved with tide studies, environmental and jurisdictional boundaries issues. Mr. Wade is the City Surveyor for the City of Tampa, with his work encompassing transportation issues, including rights of way, eminent domain, land use, and public construction projects. He developed and maintains the City of Tampa's NAVD vertical control network, and is in the process of developing a horizontal control network for the City of Tampa, which will be utilized by the general public, private engineers and surveyors. He serves as the representative for the City in liability issues, litigation and other legal issues as the City Surveyor and/or as an expert witness. Mr. Wade has coauthored a book related to the Surveying Profession, A Complete User s Guide for The Electronic Field Book Data Collection System, and was a co-source Material Expert (SME) in the production of an interactive instructional (training) software program on the FDOT s Electronic Field Book (EFB), and was co-developer of an interactive instructional (training) software for the BLM s Cadastral Electronic Field Book (CEFB). He maintains a Google Earth KMZ file for the City of Tampa s NAVD bench mark network. Zenia M. Gallo - Production Project Manager and Sr. Right of Way Agent with The Florida Department of Transportation in Tampa, FL. She has been with the Department s ROW office since 1996 and specializes in the Relocation of Residential and Business tenants under The URA. She has handled multiple complex relocations of large businesses of specialized nature along with hundreds of residential relocations for owners and tenants. Recently Zenia was the Project Manager in charge of relocating 134 families from a Government subsidized apartment complex mostly occupied by diverse minority families. Along with 7 others, Zenia was a member of a Step-Up Team that received a Prudential Davis Productivity Award for developing a plan to save the State $5.5 million dollars. She s a licensed real estate broker and was previously in the general real estate field for over 20 years. She loves to travel, resides in Tampa with her husband and has 4 adult children and 2 grandchildren. Susan Day, began her career in the right of way field as the Florida Department of Transportation s (FDOT s) Assistant State Right of Way Administrator, Relocation, in October of After being promoted to State Right of Way Administrator and then to Deputy State Right of Way Manager, Ms. Day assembled and was a member of the Joint Development Task Force, which was tasked with developing a report assessing the impacts of the (then) new joint public/private development legislation. She transferred to FDOT s District Six in October of 1995 and ultimately became the Assistant District Right of Way Manager, where her responsibilities included oversight of acquisition, relocation, property management, work program, budget, and records and funds management, and served as the client representative for the district in mediation, hearings and trial. Ms. Day left FDOT in March of 2000 and served as Florida s Program Director for Right of Way for AECOM (formerly Earth Tech Consulting, Inc.), an engineering firm with offices throughout the United States as well as other countries. After ten years in the private sector, Ms. Day returned to FDOT in its District Four office in April of 2010, where she now serves as the District Right of Way Manager. Azalea Aoki, Property Management Agent has 19 years of real-estate-related experience. She is a licensed Florida Real Estate Salesperson and a graduate of the FDOT Right of Way Trainee program. As a property management consultant for FDOT District 7, Ms. Aoki manages district wide contracts for demolition, asbestos consulting and asbestos abatement. Some of her additional responsibilities include working with surplus property matters, easement and vacation requests, and serving as a liaison to other FDOT departments such as legal, planning, design, project management, surveying and environmental. Ms. Aoki received an award from FHWA for the property management work she provided on the I-4/ Ybor City Enhancement project. On this project, she focused on the relocation and rehabilitation of several historic structures within the right of way. This project contributed to the revitalization and preservation of Tampa s culturally and historically significant Ybor City neighborhood.
4 Wendi McAleese is a Florida Licensed Title Insurance Agent and Licensed Real Estate Salesperson with over 17 years' experience in the insurance industry. As President of American Government Services, Wendi is actively involved in the day to day operations of the company including management of our Closing Department. She is responsible for title examination on all work performed under contracts with the Florida Department of Transportation, Florida s Turnpike Enterprise, Florida Department of Environmental Protection, and the U.S. Army Corps of Engineers. Wendi is also serving as the Project Manager for the Florida Department of Environmental Protection for our multi-year statewide contract to provide title and closing services. Wendi s professional accomplishments include the purchase of an $18.5 million parcel for the Florida Department of Transportation, which at the time was the largest single payout in the history of the Florida Turnpike Enterprise. She also served as senior closing agent for the acquisition of a $36 million conservation easement by the Florida Department of Environmental Protection in Glades County. Lisa Barnes, SR/WA, R/W-RAC is the Vice-President of Training for O. R. Colan Associates, LLC where she develops internal and external training for the company. Ms. Barnes has over 25 years of experience working under the Uniform Act. She is a certified IRWA instructor for all relocation courses, as well as a certified instructor for FHWA s National Highway Institute (NHI). She has been recognized as an NHI Instructor of Excellence multiple times. Ms. Barnes was the project manager for several NHI course developments/major updates, recent research studies for the FHWA, and is the project manager/co-developer for the online relocation courses ORC is licensing to IRWA University. Ms. Barnes previously served with the Florida Department of Transportation managing statewide right of way programs. She is a former Chair of IRWA s International Relocation Assistance Committee, and a licensed real estate broker and instructor in Florida. Florence Green, SR/WA, R/W-RAC began her career in Right of Way with the Florida Department of Transportation where she worked in the capacity of Relocation Administrator and Project Manager. She worked for 10 years with Atkins Global, serving in multiple roles, such as Program Manager and Relocation Project Manager. She also managed Right of Way Production for the City of Charlotte s first Light Rail Project. Ms. Green served as the Deputy Director of Right of Way for State of North Carolina for 4 years before returning to Florida in She is currently a Senior Right of Way Consultant with HDR and serves as a National Relocation Lead. Her 28 years of experience in the Right of Way industry earned Florence a 2014 AASHTO Leadership Award. Ms. Green has been an active IRWA member since 1989, is an IRWA Instructor, has served as Chapter Education Chair, Professional Development Chair, and Chapter President. Derrick A. Brown, serves as the Deputy Director, Right of Way Production for the Florida Department of Transportation. He has twenty-one years of Right of Way experience. His career began in the private sector as a commercial property appraiser, which later inspired him to explore the field of eminent domain appraising. He has contributed vastly to the numerous areas within Right of Way and genuinely values the Right of Way team and their continuous professional development. He remains receptive to the opportunity to assist and demonstrates his ability to lead on a consistent basis. Derrick is a graduate of Florida State University and holds a Bachelor s degree in Real Estate. Joe Jordan began his career with the Florida Department of Transportation in the District Two Office of Right of Way in January of He has served in the capacity of Right of Way Agent I - Acquisition, Right of Way Agent II Relocation, District Relocation Administrator, Deputy District Right of Way Manager Production, Deputy District Right of Way Manager Production and Operations. Since February of 1993, he has served as the District Two Right of Way Manager. Joe obtained a B. S. degree in Marketing Management from Florida State University in In December of 1986, he became the first employee in the Department to obtain a degree using the Educational Leave With Pay Program. Utilizing the program, he obtained a Master of Business Administration degree from the University of North Florida Gregory G. Johnson, MAI, SR/WA, received his Business Administration degree from the Spencer S. Eccles School of Business, UT State University where he majored in Real Estate and Finance with minors in Economics, Accounting and History. Mr. Johnson is the President and Principal of Omni Realty Group, Inc., a regional provider of real estate valuation and consulting services since 1990; he has practiced in all segments of the real estate industry with 29 years of appraisal experience and field practice conducted in 37 states. He is a FL Licensed Real Estate Broker and a FL State Certified General Real Estate Appraiser. As an active MAI designated member of the Appraisal Institute, he has served on many national and local committees in education, ethics and professional practice. Mr. Johnson has been an active IRWA member since 1976 and holds the SR/WA designation. He has taught numerous valuation, negotiation and expert testimony courses and has been an IRWA certified instructor since 1991.
5 Nick Chop, MAI has commercial real estate valuation experience specializing in eminent domain valuation for over 23 years. Mr. Chop is an Appraiser of Record for FDOT District s One, Two, Three, Five, Seven and The Florida Turnpike. He is an expert witness working throughout Florida on various right of way projects as well as pipeline and other utility projects. Nick is a State Certified Appraiser in Florida, Georgia, and Texas. Nick is a member of the Appraisal Institute, Past President of the Northeast Florida Chapter of the Appraisal Institute, Region X Appraisal Institute, International Director International Right of Way Association Valuation Chair, Region VI International Right of Way Association and a Board Member of Habijax Habitat for Humanity. Nick is a Florida State University Alumni with a Bachelor of Science, Real Estate & Finance. Tim Drennan graduated from Texas Tech University with a Bachelors in Marketing/Advertising. After college Tim spent two years in South Korea working with English Friends, a private English education company, on creating educational offerings for English as a Second Language students. In 2003 Tim moved to San Antonio, Texas to continue his career as a marketing professional with Kich & Company Advertising. In 2006, Tim relocated to Dallas, Texas where he began working as an Account Manager at Big Brothers Big Sisters Lone Star. During that time, Tim worked with both civic and corporate partners to recruit, manage, and oversee the efforts of volunteers. In August of 2013, Tim joined the International Right of Way Association as Manager of Field Operations serving Regions 2-6. Ron Crew, graduated From Florida State in 1970 and promptly entered the U.S. Air Force. After serving 3 ½ years in the Air Force, he began his career with the Florida Department of Transportation (FDOT) when he accepted a Right of Way Agent Trainee position. During his tenure with FDOT, Ron has contributed to many areas of the Right of Way program, working closely with the District R/W Administrator on budget preparation, R/W Consultant Scope of Services preparation, staffing, review of cost estimates and managing surplus property. In 1990, he was promoted to Deputy District R/W Manager, Operations. He is currently the Assistant District R/W Manager and serves as the client representative for the FDOT involving Pre-Mediations, Mediations, Trials and Settlement Conferences for eminent domain cases. Working with such fine people, and serving the taxpayers of the State of Florida, has made his DOT career special! Jim Kelly, Vice President, United Van Lines has been in the relocation industry beginning his career as a move coordinator for 29 years. He is a graduate of Columbia State College with a BS in Accounting as well as a Certified Moving Consultant with the American Moving & Storage Association. Mr. Kelly has provided move consultant services on some of the most complex moves in the state of Florida. Nick Bowman, Deputy Right of Way Manager, Florida Turnpike, responsible for right of way production at Florida s Turnpike Enterprise. In the course of his 23-year right of way career, he has managed road, pipeline and electric transmission line projects in five states. He was previously vice-president of Florida Acquisition and Appraisal, Inc. Nick has served as a director of the Florida Energy Pipeline Association and Co-President of Chapter 26 of the International Right of Way Association. He is a keen advocate of progressive, innovative practices. Mary J. Dorman, Esq. is the Vice President and Secretary of Chapter 26 of the IRWA, has over 24 years of real property, transportation and eminent domain experience, and leads HDR s Right of Way program in Florida. She is a licensed attorney, mediator, and real estate sales associate in Florida, and is a licensed attorney in Washington State. Ms. Dorman began her legal career in Seattle, Washington as In-House Counsel for a commercial developer. She then worked as an attorney with FDOT in Central Office, District 2, and District 7 for a total of 13 years doing a variety of transactional work and litigation with an emphasis on eminent domain, construction, public procurement, and contractual matters. Ms. Dorman then co-founded a private law firm providing eminent domain services to both condemners and private property owners and business owners in Florida. In addition to her litigation experience, Ms. Dorman has served as a mediator at more than 100 mediations. She is AV-rated by Martindale Hubbell, a former committee chair of the Florida Bar Eminent Domain Committee, and currently teaches the eminent domain portion of the Florida Bar s County and Local Government Board Certification Review Course.
6 D. Wade Brown, SR/WA, R/W-RAC, R/W-NAC Mr. Brown is the firm's President / CEO responsible for oversight of all operations undertaken by American Acquisition Group. He has 25 years of experience in the right of way/eminent domain field and is qualified as an Acquisition/Relocation Project Manager under the Uniform Act for Departments of Transportation in multiple states, as well as local municipalities throughout Florida. He is a licensed Real Estate Broker in Florida, Texas, Alabama and North Carolina and State Certified General Real Estate Appraiser in the State of Florida, qualified as an expert witness in Florida Circuit Courts for appraisal and acquisition. Mr. Brown is a senior member of the IRWA, certified in Relocation Assistance and Negotiation Acquisitions, Region 6 Sec/Treasurer, the IEC Finance Committee appointed member and former board member to Chapter 26 and the national Right of Way Consultants Council. Andrew G. Diaz, Partner at Gaylord Merlin Ludovici & Diaz His firm represents property and business owners in eminent domain and property rights litigation throughout the State of Florida. Our firm guides an owner through the condemnation process, protects an owner's property rights, and fights for an owner to receive full compensation. Mr. Diaz is a member of the International Council of Shopping Centers (ICSC), the Jesuit High School Foundation and is a certified real estate appraiser. He is a member of The Florida Bar, the Hillsborough County Bar Association and the Board of Governors for the Florida State University College of Business (2007). Additionally, Mr. Diaz was selected to Florida Trend Magazine's "Legal Elite" in 2005, 2006, 2007, 2008 & 2009 and featured in Super Lawyers Publication 2007, 2008 & 2009 and Best Lawyers in America Lauren Paulk is Assistant General Counsel with the Florida Department of Transportation, working exclusively in the area of eminent domain litigation. Ms. Paulk obtained her undergraduate degree from the University of Florida and law degree from The University of Florida Levin College of Law. Prior to joining the Florida Department of Transportation, she was a prosecutor for the Fourth Judicial Circuit, worked in private practice, and is Special Magistrate for the City of Live Oak. Mr. John LeRoux is a member of the Clearwater Bar Association, the Florida Bar Association and the American Bar Association and is active in the Eminent Domain Committee of the Florida Bar Association. In 2012, Mr. LeRoux was certified as a life member of the both the Million Dollar Advocates Forum and the Multi-Million Dollar Advocates Forum. John M. LeRoux is a Florida native and has practiced law in his home state since Mr. LeRoux has extensive eminent domain and inverse condemnation experience including negotiations, mediation, and jury trials. Mr. LeRoux is a graduate of the University of South Florida and Stetson University College of Law where he was a member of the Stetson Law Review. John has been actively involved in the acquisition of thousands of parcels in the eminent domain process. He has represented both condemning authorities and property owners throughout his career. Denise Escobosa, has more than 9 years of transportation-related experience with the Florida Department of Transportation. Ms. Escobosa worked for both FDOT s District 6 and District 7 as a Right of Way Agent. Additionally, she has project management experience from her service in FDOT s District 6.
