4 Dingding Chen Founding Director Intellisia Institute SPEAKERS & MODERATORS Dingding Chen is Professor of International Relations, Associate Dean of Institute for 21st Century Silk Road Studies at Jinan University, Guangzhou, China, and Non-Resident Fellow at the Global Public Policy Institute (GPPi) Berlin, Germany, Vice-President of International Studies Association (Asia Pacific region). He is also the Founding Director of Intellisia Institute, a newly established independent think tank focusing on international affairs in China. His research interests include Chinese foreign policy, Asian security, Chinese politics, and human rights. His articles have appeared in International Studies Quarterly, International Security, Journal of Contemporary China, Chinese Journal of International Politics, and The Washington Quarterly. He is the co-editor of a book on international engagement with human rights in China. Before teaching at university of Macau between 2009 and 2016, he was a visiting instructor in the government department at Dartmouth College and was also a China and the World Program Fellow at Harvard University. He holds a bachelor s degree in international economics from the Renmin University of China and a master s degree and PhD in political science from the University of Chicago. Jimmy Goodrich Vice President for Global Policy Semiconductor Industry Association Jimmy Goodrich is vice president for global policy at SIA. In this role, Jimmy works closely with SIA member companies, the Administration, Congress, domestic and international stakeholders, and foreign government officials to advance all aspects of SIA s international policy agenda. Jimmy is also an Executive Committee member of the United States Information Technology Office (USITO), representing SIA in his capacity. Jimmy has nearly a decade of experience working with Chinese and global stakeholders on technology policy issues. He most recently served as Director of Global Policy at the Information Technology Industry Council (ITI), where he worked on a wide range of China and Asia-Pacific technology policy issues relating to cyber security, trade, standards, and Internet governance. Before joining ITI, Jimmy was the Director for Greater China Government Affairs at Cisco Systems in Beijing. He also has held positions at APCO Worldwide s Beijing office, a public affairs consultancy, and USITO, which represents U.S. information technology firms in China. Jimmy has a bachelor s degree in comparative politics and East Asian studies from Ohio University. He lived in China for more than 7 years and is fluent in Mandarin. 2

5 Rupert Hammond-Chambers President US-Taiwan Business Council Mr. Hammond-Chambers was born and raised in Scotland before emigrating to the United States in 1987 and earning a Bachelor of Arts degree at Denison University. As a new graduate in 1991, he worked for Advanced Telecommunication Corporation (ATC), managing a variety of clients with business interests in the Caribbean and Latin America. In April 1993, he joined The Center for Security Policy, a defense and foreign policy think tank in, as the Associate for Development. The Center accomplishes its goals by stimulating and informing national and international policy debates, particularly those involving regional, defense, economic, financial, and technology developments that bear upon the security of the United States. Mr. Hammond-Chambers began working for the US-Taiwan Business Council in October In March of 1998, he was promoted to Vice President of the Council with additional responsibilities for office management, oversight of the staff, financial bookkeeping and a clear mandate to build out the Council s member/client base. Mr. Hammond-Chambers was elected President of the Council in November As the trade relationship between the United States, Taiwan and China continues to evolve, he has worked to develop the Council's role as a strategic partner to its members, with the continuing goal of positioning the Council as a leader in empowering American companies in Asia through value and excellence. Mr. Hammond-Chambers is also the Managing Director, Taiwan for Bower Group Asia - a strategic consultancy focused on designing winning strategies for companies. He is also responsible for Bower Group Asia s defense and security practice. He tweets on Taiwan and on Asian defense Mr. Hammond-Chambers sits on the Board of the Project2049 Institute, and on the Advisory Boards of Redwood Partners International, The Sabatier Group, and the Pacific Star Fund. He is a Trustee of Fettes College and is a member of the National Committee on United States-China Relations. He has two daughters. 6 Russell Hsiao Executive Director Global Taiwan Institute Russell Hsiao is the Executive Director of GTI. He previously served as a Senior Research Fellow at the Project 2049 Institute and National Security Fellow at the Foundation for Defense of Democracies. Prior to those positions he was the Editor of China Brief at The Jamestown Foundation from October to July 2011 and a Special Associate in the International Cooperation Department at the Taiwan Foundation for Democracy. While in law school, he clerked within the Office of the Chairman at the Federal Communications Commission and the Interagency Trade Enforcement Center at the Office of the U.S. Trade Representative. Mr. Hsiao received his J.D. and certificate from the Law and Technology Institute at the Catholic University of America s Columbus School of Law where he served as the Editor-in-Chief of the Catholic University Journal of Law and Technology. He received a B.A. in International Studies from the American University s School of International Service and the University Honors Program. Mr. Hsiao is proficient in Mandarin Chinese. Jennifer Hu Vice Chairman Global Taiwan Institute Jennifer Hu is the Vice Chairman of the Global Taiwan Institute, a non-profit educational organization dedicated to Taiwan policy research. Jennifer is the Director of Legal and Regulatory Affairs of the Texas Central High-Speed Railway, LLC, focusing on regulatory and legislative issues related to high-speed rail, railroad safety, and transportation policy. Prior to joining the Texas project in 2010, she spent several years in Taiwan where she held public service positions including presidential aide at the Office of the President of Taiwan, and the Director-General of the Bureau of Civil Affairs at the Tainan City Government. 4

7 Jennifer received a Bachelor of Science in Economics from the Massachusetts Institute of Technology; a Master of Science in Foreign Service from Georgetown University; and a Juris Doctor and a Master of Law in Business and Finance from the George Washington University Law School. She is a member of the New York and Texas State Bars. She is fluent in Mandarin Chinese and Taiwanese, and proficient in Japanese. Farhad Jalinous Partner, White & Case, LLP Farhad Jalinous is a partner in our Global International Trade and Global Mergers & Acquisitions Practices, and heads the Firm's National Security and CFIUS (Committee on Foreign Investment in the United States) practice. His experience includes negotiating some of the most complex and sensitive national security agreements approved by the US government. Farhad has represented top Fortune 500 companies in their investments in US companies involving national security issues. He represents foreign clients and their domestic affiliates in connection with the regulatory aspects of investing in the United States. In particular, Farhad represents clients in national security reviews before CFIUS, as well as before several agencies of the US government, including the Department of Defense, the Department of Energy and other cognizant security agencies, with respect to mitigation of foreign ownership, control or influence (FOCI) under the applicable national industrial security regulations. Farhad has represented clients from all over the world, including Australia, Canada, China, Denmark, France, Germany, India, Israel, Italy, Japan, Luxembourg, the Netherlands, Russia, Saudi Arabia, Singapore, Spain, Sweden, Switzerland, Taiwan, Turkey, the UAE and the UK, in several hundreds of transactions notified to CFIUS. These transactions span a variety of industries (e.g., aerospace, automotive, critical infrastructure, cybersecurity, defense, electronics, energy, engineering and construction, identity authentication, information technology, intelligence, medical diagnostics, microelectronics, mining, ports, telecommunications and satellites, transportation and shipping, etc.) and range in value from smaller deals to multiple US$ billions. Farhad routinely represents companies in all stages of the CFIUS process, including deal structuring and other strategic planning, negotiating purchase agreement terms to ensure client protection, conducting due diligence to assess potential areas of national security concern, developing strategies for engaging the government and facilitating a smooth process, preparing CFIUS filings and managing follow-up inquiries, negotiating CFIUS mitigation requirements, and guiding companies through mitigation implementation. Farhad is consistently recognized by Chambers USA and Chambers Global as one of the top-tier CFIUS practitioners in the US legal market. Chambers USA 2017 noted that, "The esteemed Farhad Jalinous chairs the firm's national security and CFIUS practice and is a prominent figure in the market. Clients recognize his 'absolute command of the subject matter' and 'concise answers to legal questions,' while also applauding him as a 'true expert in this field.'" 8 Education JD, Georgetown International Environmental Law Review, Georgetown University Law Center BA, Georgetown University Bars and Courts Languages District of Columbia Bar English, Farsi, French Walter Lohman Director, Asian Studies Center The Heritage Foundation As director of The Heritage Foundation s Asian Studies Center, Walter Lohman oversees the think tank s oldest research center. The Asian Studies Center, established in 1983, is home to research fellows and scholars who analyze the full range of U.S. policy in East and South Asia and develop recommendations to further American interests in freedom and security. In addition to his management responsibilities, Lohman is a policy expert focused principally on Southeast Asia, but also broader Asia policy including relations with America s allies in Japan, South Korea and Australia. He is also the leading voice at Heritage on the U.S.-Taiwan relationship, and is a close observer of China policy. Lohman joined Heritage in 2006 as senior research fellow for Southeast Asia, Australia and New Zealand, and was promoted to director the following spring. He also is an adjunct professor at Georgetown University, where he leads graduate seminars on American foreign policy interests in Southeast Asia and the role of Congress in Asia policy. Lohman previously served for four years as senior vice president and executive director of the U.S.-ASEAN Business Council. There, he oversaw the regional trade association s mission of building U.S. market share in Southeast Asia and led multiple delegations of Fortune 500 companies to the region. He participated in business and policy forums and regularly represented the council in interaction with high-level ASEAN officials. In the late 1990s, Lohman was the council s senior country director representing American interests in Indonesia and Singapore. Lohman also has critical experience on Capitol Hill as a Senate staff member. In 2002, he served as a senior professional Republican staffer advising then-sen. Jesse Helms, R-N.C., the ranking Republican on the Foreign Relations Committee, on issues affecting East Asia. From 1991 to 1996, Lohman was a policy aide to Sen. John McCain, R-Ariz., advising him on foreign policy, trade and defense issues. Lohman holds a bachelor s degree in humanities from Virginia Wesleyan College and a master s degree in foreign affairs from the University of Virginia. 9 Pu Xiaoyu Assistant Professor University of Nevada Reno Xiaoyu Pu is an assistant professor of political science at University of Nevada. Previously he was a postdoctoral research fellow in the Princeton-Harvard China and the World Program. He received his PhD from Ohio State University. His research has appeared in International Security, International Affairs, The China Quarterly, and The Chinese Journal of International Politics. He is a co-editor of The Chinese Journal of International Politics (Oxford University Press) and an editorial board member of Foreign Affairs Review (Beijing). Wang Jianwei Professor, Department of Government and Public Administration & Director, Institute of Global and Public Affairs University of Macau Jianwei Wang received his B.A. and M.A in international politics from Fudan University in Shanghai and his Ph. D. in political science from University of Michigan. He is currently professor of the Department of Government and Public Administration, director of Institute of Global and Public Affairs, University of Macau. His research interests focus on Sino-American relations, East Asian security affairs, Chinese foreign policy, cross-strait relations, and Sino-Japanese relations. He has published extensively in these areas. 7

12 ABOUT THE US-TAIWAN BUSINESS COUNCIL The US-Taiwan Business Council was established in 1976, and rapidly took on an important role in developing trade and business relationships between the United States and Taiwan. The Council was involved in all aspects of the drafting and passing of the Taiwan Relations Act (of April 1979), and the U.S. and Taiwan governments and business leaders recognize it as the most important private organization in the entire range of unofficial relations between the two economies.
