Government has its own restrictions in providing more funds and hence Private Sector represents about 80% of the 5-6% of GDP that India spends on healthcare despite healthcare being accorded infrastructure status, the benefits are yet to reach the healthcare providers.in spite of progress in various levels, Indian healthcare still suffers from large gap between supply and demand as corroborated by the existing number of beds and the consequent facilities vs the actual demand to achieve the minimum millennium goal requirements nearly 50% of our population travel more than 100Kms to access a higher level of care what is the mantra to attract more funds for this critical sector? 4 OPENING NOTE Today, healthcare in India is at crossroads. As a nation, we have made noteworthy progress across several dimensions. NATHEALTH is a truly inclusive, multi-stakeholder organization. It has reached yet another milestone today. It is commendable to get so many stakeholders together in a collaborative spirit, because there is much to do to make Indian Healthcare move to the level where it should be. India is a rare country, which is engaged in simultaneously battling the dual burden of communicable and noncommunicable diseases, which developed countries have had to deal with only sequentially. Approximately, 70% of India s healthcare infrastructure is concentrated in the top 20-odd cities. About 70% of patients diagnosed with cancer still die within the first year. The addition of 650,000 beds needed to meet the minimum goal will require a capital investment of INR 162,500 crore by 4-5 years! This is precisely why we, at NATHEALTH, strive continuously to work on prioritised healthcare initiatives. Our Public-Private partnership (PPP) team chaired by Mr. Daljit Singh, has worked on developing model documentation on PPP draft concession agreement for brownfield and greenfield hospitals. The mails from the Ministry of Health have made positive remarks about NATHEALTH s work. NATHEALTH is also working closely with NITI Aayog on developing ToRs/T&Cs for District Level PPP s for addressing select NCDs like CV, Cancer, Pulmonary, etc. Make in India initiative led by Mr. Varun Khanna: NATHEALTH has achieved a milestone through the preparation of Make in India concept paper (supported by Deloitte), which was launched in the 3 rd Annual event held in March 2016 in New Delhi. The detailed policy paper will focus on addressing issues around Demand, Regulation, Infrastructure and Financing. In Health for All-Leveraging Digital India initiative led by Mr. Swami Swaminathan, significant progress has been made as part of NATHEALTH-NASSCOM MoU implementation, with BCG as thought partner. In the Preventive and Wellness initiative led by Dr. Arvind Lal and Mr. Harish Pillai, the team is working on preparing a clear roadmap through a pilot initiative in UP on integration of available data. NATHEALTH, with a strong presence of MedTech, Diagnostics and Insurance companies on its platform, has also focussed on creating relevant forums in order to address the challenges. NATHEALTH has been created with the Vision to Be the credible and unified voice in improving access and quality of healthcare. Leading Healthcare Service Providers, Medical Technology Providers (Devices & Equipment), Diagnostic Service Providers, Health Insurance companies, Health Education Institutions, Healthcare Publishers and other stakeholders have come together to build NATHEALTH as a common platform to power the next wave of progress in Indian Healthcare. 5 KEYNOTE NATHEALTH is a unique platform that represents collective aspirations to develop the Indian healthcare ecosystem and serve as a credible and unified voice for improving access, affordability and quality of healthcare in India. Since its inception in May 2012, NATHEALTH has evolved into an inclusive platform to support India s healthcare development. NATHEALTH comprises a diverse and representative range of participants in the healthcare value chain, including large corporate and trust-owned hospitals, nursing homes, small to mid-size hospitals, diagnostic companies, medical technology and devices players, consultancy firms and educational institutions. One of the key pillars on which NATHEALTH was established is a strong conviction that the government and private healthcare providers need to collaborate and develop a comprehensive blueprint for the provision and funding of health care in India. In the past few years, NATHEALTH has emerged as a credible thought partner to the government, leading several state-sponsored initiatives including the Healthcare PPP Task Force, Sector Skills Council, and PPP for NCDs at District Hospitals. It has also provided counsel on government priorities such as Make in India and Digital Health initiatives (IHIP) and has engaged on industrywide issues like GST, which have significant implications for access and affordability of healthcare in India. NATHEALTH, in partnerships with leading domestic and international agencies, has also established itself as a voice within the industry through white papers on important cross sector topics such as Enabling Access to Long-Term Finance for Healthcare in India (with PwC), Aarogya Bharat - India Healthcare Roadmap for 2025 (with Bain & Co) and Medical Devices Making in India A Leap for Indian Healthcare (with Deloitte), among others. In the immediate future, NATHEALTH aims to further streamline its engagement rhythm with the government and to be part of the dialogue on a continuous basis. At the same time, it aims to progress its work and create momentum on prioritised areas such as PPP, Make in India, Preventive & Wellness Care and Digital India by optimising the partnership between the government and the industry. 6 Industry Speaks on NATHEALTH Affordability, accessibility, skill gap, inadequate infrastructure and an increasing prevalence of chronic diseases are some of the key challenges healthcare faces in India and these are causes that NATHEALTH champions. It holds a unique position as the only platform, which has brought together different stakeholders in the healthcare value chain who have joined hands to create an environment that will work towards addressing these challenges. In its four years of existence, NATHEALTH has evolved into a representative of the industry, gaining a lot of respect for its work. As the institution evolves, I think it is getting more and more broad-based and has a bigger representation of the entire healthcare industry in India. It is ideally placed to impact healthcare in a positive way in the country because it represents each of the elements impacting patients. It is today emerging as one of the most credible voices in our pursuit of a healthier India. It was then, in 2012 that Dr. Prathap C Reddy, Chairman, Apollo Hospitals initiated a movement to bring together the healthcare providers in the country as a credible and collective voice to influence the nation s policy makers, thereby fostering an environment to enable inclusive and equitable healthcare. This was the ethos and genesis of NATHEALTH The Healthcare Federation of India. Ever since, NATHEALTH, with unstinting encouragement from the government, has persevered towards creating an enabling environment to fund long-term growth, help develop and optimize healthcare infrastructure, shape policy & regulations, bridge the skill gap and above all, encourage innovation. In particular, the successes achieved by NATHEALTH in India and internationally over the last year have been noteworthy. Multiple forums were forged, roundtables were conducted and they were all with a singular view to represent industry perspectives on policy and regulations in a cohesive and actionable manner. Most importantly, resolute to partner the government in building a healthier India, NATHEALTH has been working towards a shift wherein citizens of this country have easy access to advanced healthcare and furthermore, they are empowered to prevent the very onset of disease as prevention is indeed better than cure. However, key challenges of Access, Affordability and Quality still persist. NATHEALTH was formed as a result of a critical need to bring together various stakeholders from the industry on the same platform. It is an inclusive organization, which brings together leaders from across the healthcare service providers, health insurance companies, health education institutions, healthcare publishers and other stakeholders to work towards shaping the future of healthcare in India. It is actively working towards its mission to encourage innovation, help shape key policies & regulations, support best practices & promote accreditation and enable the environment to fund long-term growth. Since its inception, the organization has worked on myriad issues ranging from universal health insurance coverage, providing infrastructure status to healthcare industry, increasing number of healthcare professionals, cadaveric organ transplant, scaling up and expanding programs to control rising incidence of cancer. NATHEALTH has been instrumental in providing inclusive and comprehensive healthcare budget proposal to the government. In last 3 years, NATHEALTH has partnered with various industry bodies. NATHEALTH in collaboration with IMA launched Code of Ethics. NATHEALTH has also released various whitepapers. NATHEALTH and NASSCOM have also formed a joint council (NNJC) to explore IT s transformational potential in healthcare sector. With a bold vision to Be the credible and unified voice in improving access and quality of healthcare, NATHEALTH is helping in building a better and healthier future for the citizens of India. NATHEALTH is breaking new grounds in shaping the healthcare system in India. It remains committed to bring about the desired change in the sector and fosters strong relationships in engaging on behalf of the healthcare industry. It has truly been a frontrunner in addressing skill development, healthcare infrastructure and delivery over the past several years. The Federation is working collaboratively towards shaping policies through engaging and initiating dialogues with influencers, policy-makers, industry representatives and ministry officials. The mission of empowering healthcare infrastructure, supporting best health practices and promoting accreditation are reflected commendably in its efforts of bringing all companies together in a collaborative environment for a multi-stakeholder response. Despite making strides in improving the clinical outcomes, India still lags behind in expanding access to critical healthcare services across states and demographic segments within the population. The situation is further complicated by inequity in healthcare delivery, gaps in infrastructure, lack of resources, mismanaged utilization of workforce, low budget allocation and lack of implementation of government schemes. Working in close association with the government, NATHEALTH attempts to make a difference in bringing a paradigm shift in healthcare system and be the credible voice of change for a healthier future. To bring about the change we all hope for, it is crucial that we join forces with the government to address the inequalities that characterize the Indian health system. NATHEALTH has supported the Make in India initiative on behalf of the industry. In this context, Federation has made significant progress over the last few years and must be recognized for its efforts in bridging the yawning gaps in Indian healthcare. 8 In the fourth year of its inception, NATHEALTH has truly become the voice of Healthcare Industry with more and more healthcare companies joining in. In the last year, we have had close interactions with NASSCOM and continue to march ahead in our quest for digitizing healthcare in India. We also had fruitful discussions with senior officials of Ministry of Health and Family Welfare and Niti Aayog regarding PPPs in healthcare. A Roundtable was organized by Mr. Milan Rao, VP-NATHEALTH and President and CEO, GE Healthcare, at the impressive sprawling GE s Jack Welch Technology Centre outside Bengaluru. There we saw first hand the Make in India contribution of the company, which was an eye opener for all of us. A bonus was a very warm meeting with Mr. Azim Premji, Chairman-Wipro and Mr. John Flannery, President and CEO, GE Healthcare. Regarding the Preventive and Wellness initiative of NATHEALTH that I am looking after, with the able assistance of Mr. Harish Pillai, Member, Governing Council and CEO, Indus Health, saw us making impressive inroads into the control of Non Communicable Diseases (NCDs). It was felt in NATHEALTH that there was an urgent need for spreading awareness, increase capacity building and organizing community-based programmes in order to enhance regional capability for tackling such diseases. To meet this objective, Dr Lal PathLabs and Indus Health Pvt Ltd entered into an MoU with the SPMU-NRHM - Uttar Pradesh Government, to undertake screening for approximately one lakh population in the district of Varanasi and later taking it across Etawah and Kannauj districts. The Project aimed at opportunistic screening in Varanasi district for one lakh population, aged 30 yrs or older, for Blood Sugar and Cholesterol along with BMI and B.P. evaluation for arriving at the risk assessment of Diabetes and Cardiovascular event/stroke. Under this program, 40,000 people have already been screened till date over a period of nine months. Out of these, 4,538 (11.35%) patients were detected with high blood sugar and 9,658 (24.1%) with high blood cholesterol levels. (Hony.) Brig. Dr. Arvind Lal Chairman & MD, Dr. Lal PathLabs Ltd. Senior Vice President, NATHEALTH Mr. Matthew Eliot Principal Investment Officer, Health and Education, South Asia, International Finance Corporation Like many other emerging markets, India faces a double burden of disease as it seeks to address rapidly rising incidences of non-communicable conditions like heart disease, diabetes and cancer, while also facing unresolved communicable diseases. Innovations in technology and processes are an essential element for expanding access to affordable health services. In 2016, IFC launched TechEmerge, a first-of-its-kind match-making program for proven technology companies from around the world, which are looking to grow their business in emerging markets. The inaugural phase of the program is focused on the healthcare sector in India. Following a TechEmerge matchmaking event in New Delhi last June, 17 startups from 7 countries were matched with 15 leading Indian healthcare providers to pilot cutting-edge technologies, with a goal to improve healthcare delivery and patient outcomes. In addition to matching these technologies to Indian healthcare providers, IFC is also providing financial support to facilitate these pilot projects. The TechEmerge Program is being implemented in partnership with the Finnish Ministry of Employment and the Economy and the Israeli Ministry of Economy and Industry. NATHEALTH, the Healthcare Federation of India, is a very valuable partner for IFC. It is a robust platform that brings together various stakeholders in the healthcare ecosystem in India, including many of IFC s investee partners, to work collaboratively to help address challenges facing the sector. IFC values its collaboration with NATHEALTH. Together with NATHEALTH and its constituent institutions, we are bringing our decades of experience in global emerging markets to help transform India s healthcare sector and increase access to affordable, quality healthcare. 9 Milestones NATHEALTH MedTech Forum With 36 of Global and India s leading companies joining NATHEALTH, NATHEALTH MedTech Forum had been created. Currently, Medtech Forum is chaired by Mr. Milan Rao, President and CEO, India & South Asia, GE Healthcare, South Asia and co-chaired by Mr. Probir Das, MD, Terumo India Private Ltd. Various advocacy work on relevant matters like Medical Technology Rules, NLEM/Stent Pricing, UCPMP, Customs Duty have been done. NATHEALTH at International Platform On June 15, 2016, the World Bank Group in partnership with NATHEALTH hosted the TechEmerge Health Innovation Summit in New Delhi. Over 200 people attended the summit, including top Indian healthcare providers, CEOs of health technology companies from around the world and strategic partners in the Indian healthcare ecosystem. The Summit was part of the TechEmerge program, a new initiative from the International Finance Corporation (IFC, the World Bank s private investment arm) that aims to connect start-ups from around the world with healthcare providers in India to conduct pilots and build commercial partnerships. Events and Meetings/Calls: NATHEALTH had various Governing Council meetings/calls, including the 3rd Annual General meeting; also done were Members calls with very engaging and meaningful deliberations. Interactions with Government Officials NATHEALTH presented to the Government key issues of the healthcare sector, like Pricing, UCPMP, NLEM, Medical Technology Rules, and more. Also, there was very detailed advocacy work on GST and the Budget. NATHEALTH worked closely with the Ministry of Health & Family Welfare and NITI Aayog in the important area of PPP in Healthcare and its work was well appreciated. NATHEALTH also interacted with MoH&FW on the Digital Health initiative, which has been recognised well, with the Ministry expressing the desire to have further deliberations with State Health Secretaries in order to create a roadmap.

10 Milestones Insurance Forum: NATHEALTH has planned to form an Insurance Forum with lead to be taken by Max Bupa, Apollo Munich, and Religare, with other members from various segments like Providers, MedTech, Diagnostics, and more, joining and contributing to the Forum. 3 rd NATHEALTH Annual Event NATEv 2016 NATEv 2016, the 3rd NATHEALTH Annual Event was held on March 18, 2016 in New Delhi. It turned out to be another milestone event in Indian healthcare. The highlights of the day were the release of Deloitte-supported Make in India whitepaper and launch of Code of Ethics followed by excellent discussions in the Roundtable. It also had The Big Debate as well as sessions like Cooperative Federalism: Learnings from the States, Start-up India: The Innovator s Challenges and Ethics in Healthcare. He has served as Chairman of MELTRON from 1996 to 2000, and also as Senate member on Maharashtra University of Health Sciences. Dr. Sawant was elected to the Maharashtra Legislative Council from Mumbai Graduate Constituency in 2000 for the first time and since serving his third term till date. He has successfully raised issues related to health, malnutrition, female infanticide, medical education, primary and secondary education, and infectious disease control. For his relief and rehabilitation efforts during the Latur earthquake, he was felicitated in presence of Mother Theresa. Dr. J Radhakrishnan Secretary, Department of Health and Family Welfare Government of Tamil Nadu Dr. J Radhakrishnan has been at his current position from almost 5 years and is in charge of health and family welfare including medical education, public health and services.
