1 About the Contributors Abdullah bin Hamad Al-Attiyah is deputy prime minister of the state of Qatar, chief of the Emiri Diwan, president of the Administrative Control and Transparency Authority, former minister of energy and industry, and also served several times as president of the Organization of the Petroleum Exporting Countries (OPEC) Ministerial Conference. Raad Alkadiri is partner and heads both the global risk practice and the Iraq advisory practice at PFC Energy. Deutch is Institute professor emeritus at the Massachusetts Institute of Technology. He has served as US director of central intelligence, under secretary and then deputy secretary of defense, and under secretary of energy. Charles K. Ebinger is senior fellow and director of the Energy Security Initiative (ESI) at the Brookings Institution and adjunct professor of electricity economics at the Johns Hopkins School of Advanced International Studies. He has advised more than 50 governments; previously served in taught at Georgetown and Case Western Universities. Charles Emmerson is senior research fellow at the Royal Institute of International Affairs (Chatham House) in London. He is the author of The Future History of the Arctic, a book about the emerging geopolitics and geoeconomics of the Arctic region under conditions of climate change. Prior to writing his book, he served as an associate director of the World Economic Forum and was responsible for its global risk work. Michelle Michot Foss is chief energy economist at the Center for Energy Economics, University of Texas at Austin. She was founder and executive director of the Institute for Energy, Law, and Enterprise and assistant research professor at the University of Houston Law Center, and she served as director of research at Simmons & Company. Leon Fuerth is research professor of international affairs at the George Washington University. He has been a distinguished research fellow at the Center for Technology and National Security Policy at the National Defense University. He has also served as national security adviser to Vice President Al Gore and as a National Security Council principal during the Clinton administration.

Stuart Iler is a research analyst with the Duke University Energy Initiative. Amy Myers Jaffe is executive director of energy and sustainability at the University of California at Davis. She has served as director of the Rice University Energy Forum and as Wallace Wilson fellow for energy studies at the James A. Baker III Institute for Public Policy. J. Bennett Johnston is a partner at both Johnston & Associates and Johnston Development Company. He represented Louisiana as a senator from 1972 to 1996, and he also served as chairman of the Senate Committee on Energy and Natural Resources. Jan H. Kalicki is senior scholar at the Wilson Center and Kennan Institute, chairman of Eurasia Foundation, and counselor for international strategy at Chevron. He has served as White House NIS ombudsman and coun-

He also taught at Brown (where he was assistant to the president and codirected its center for foreign policy development), Georgetown, Harvard, Princeton, and the London School of Economics. Melanie A. Kenderdine was most recently executive director of the Energy Initiative at the Massachusetts Institute of Technology. She was previously vice president of the Gas Technology Institute and director of policy for the US Department of Energy. Chakib Khelil, an international energy consultant, served 11 years as Algeria s minister of energy and mines ( ), two terms as president of the OPEC Ministerial Conference (2001 and 2008), and as president of the Gas Exporting Countries Forum (2010). At the World Bank, he was energy specialist and adviser for Africa and Latin America ( ). Angelina LaRose Petroleum, Natural Gas, and Biofuels Analysis, US Energy Information Administration. Michael Levi is David M. Rubinstein senior fellow for energy and the environment at the Council on Foreign Relations and director of the council s program on energy security and climate change. He has been a science and technology fellow at the Brookings Institution and has also served as director of the Strategic Security Project at the Federation of American Scientists. Richard G. Lugar was US senator from Indiana and served as chairman of the Senate Committee on Foreign Relations from 1985 to 1987 and from 2003 to In the intervening years, he was ranking member of the committee. He focused much of his Foreign Relations Committee work on dismantling weapons of mass destruction and on promoting US energy security. Thomas F. Mack McLarty is president of McLarty Associates, chairman of McLarty Companies, and past chairman of Arkla. He was chief of staff and special envoy for the Americas under President Bill Clinton and was a member of the National Petroleum Council and the National Council on Environmental Quality under President George H. W. Bush.

Baker fellow in energy and resource economics at the James A. Baker III Institute for Public Policy. He is also senior director of the institute s Center for Energy Studies and adjunct professor of economics at Rice University. He has served as a corporate consultant at El Paso Energy Corporation. Fareed Mohamedi is vice president of industry analysis, Statoil. He has worked at PFC Energy, Moody s Investors Service, the Institute of International Finance, Wharton Econometrics, and the Ministry of Finance and National Economy in Bahrain. His work has focused on the political economy of oil- and gas-producing countries and the strategies of national oil companies. Ernest J. Moniz was most recently Cecil and Ida Green professor of physics and engineering systems, director of the Laboratory for Energy and the Environment, and director of the Energy Initiative at the Massachusetts Institute of Technology. He served earlier as US under secretary of energy and associ- Edward L. Morse is global head of commodities research at Citigroup. He has also headed commodities research at Credit Suisse. He has been chief energy economist at Lehman Brothers, cofounder of PFC Energy, executive adviser at Hess and Phillips Petroleum, president of Petroleum Intelligence Weekly, deputy assistant secretary of state for international energy policy, and lecturer at Princeton University. Julia Nanay is managing director at PFC Energy, where she leads the Russia and Caspian Service. Newell, former administrator of the US Energy Information Administration, is the Gendell professor of energy and environmental economics at Duke University s Nicholas School of the Environment, director of the Duke University Energy Initiative, and research associate at the National Bureau of Economic Research. Pierre Noël is senior fellow for economic and energy security at the International Institute for Strategic Studies, based in Singapore. Until January 2013, he had been senior research associate and director of the Energy Policy Forum at Cambridge University. He has worked with the European Council on Foreign Relations and with the French Institute for International Relations. Michelle Billig Patron was most recently senior director of PIRA Energy Group. Before joining PIRA, she was an international affairs fellow at the Council on Foreign Relations. She worked as international policy adviser at the US Department of Energy from 1999 to 2003 and served as energy attaché at the US Embassy in Beijing. William C. Ramsay is professor at Sciences Po in Paris and special adviser to the Energy Center of the French Institute for International Relations. He was deputy executive director of the International Energy Agency from 1998 to 2008 and previously US deputy assistant secretary of state for international energy, economic, and foreign policy sanctions. William K. Reilly, former administrator of the US Environmental Protection Agency under President George H. W. Bush, is senior adviser to TPG Capital and founder of Aqua International, which invests in the water sector. He has been president of World Wildlife Fund and has served with the Council on Environmental Quality. In 2010, President Barack Obama appointed him to cochair the Commission on the BP Oil Spill. Aaron Sayne is principal at 104 Consulting, where he provides due diligence, risk management, and policy analysis for clients in the African en- attorney for oil and gas companies.

He is former editor of South Africa s Mail & Guardian newspaper and has 30 years of experience working as an award-winning investigative journalist, foreign correspondent, and adviser to foreign investors. Frank Verrastro is senior vice president and James R. Schlesinger chair for energy and geopolitics at the Center for Strategic and International Studies. Prior to his current position, he directed the center s Energy and National Security program. He served as senior vice president at Pennzoil Company and as US deputy assistant secretary of energy. He has also been a White House staff member. David G. Victor is professor at the School of International Relations and its Laboratory on International Law and Regulation. He has served as director of the Program on Energy and Sustainable Development at Stanford University, where he was also a professor at Stanford Law School. J. Robinson West is founder and chairman of PFC Energy. He has served as US assistant secretary of the interior and as deputy assistant secretary of defense for international economic affairs. He has also been a White House staff member. Daniel Yergin is vice chairman of IHS and founder of IHS Cambridge Energy Research Associates. He is the author of The Quest: Energy, Security, and the Remaking of the Modern World. He received the Pulitzer Prize for his history of world oil, The Prize: The Epic Quest for Oil, Money, and Power. His other books include The Commanding Heights: The Battle for the World Economy.
