She has consulted for the Nigerian government and corporate firms on policy development, evaluation, and implementation related to trade, environment, and intellectual property. She is an associate and fellow of Leadership for Environment and Development International (LEAD) and has received awards from the International Federation of Women Lawyers and the Foreign and Commonwealth Office of the UK. bamidele@hyperia.com Daniel C. Esty holds faculty appointments at both the School of Forestry & Environmental Studies and the Law School at Yale University. He is also the Director of the Yale Center for Environmental Law and Policy and of the recently launched Yale World Fellows Program. He is the author or editor of eight books and numerous articles on environmental policy issues and the relationships between the environment and trade, security, competitiveness, international institutions, and development. He has served in a variety of positions at the U.S. Environmental Protection Agency, including Special Assistant to the EPA Administrator, Deputy Chief of Staff of the Agency and Deputy Assistant Administrator for Policy. A native of Costa Rica, she is active in global environmental policy and in efforts to build in-country capacity to mitigate global climate change in Latin America. Since 1995 she has been an official negotiator of the UN Framework Convention on Climate Change. In recognition of her international leadership, National Geographic and the Ford Motor Company named her Hero for the Planet in March She has

Barbara Gemmill is the Executive Director of Environment Liaison Centre International (ELCI), an international non-governmental organization established in 1974 as a civil society link to the United Nations Environment Programme. She is also Honorary Senior Lecturer on the Faculty of Botany at the University of Nairobi. Through her work at ELCI, she has been involved in several projects related to international environmental conventions, such as developing a guide incorporating agrobiodiversity concerns into national planning for the Convention on Biological Diversity. ELCI is presently one of three organizations coordinating NGO input into the World Summit on Sustainable Development in Johannesburg. barbarag@elci.org David Hales is President of DFH Global, an independent consulting firm. From 1994 to 2001, he served as Deputy Assistant Administrator and Director of the Global Environmental Center at USAID, where he led the development and implementation of climate change, biodiversity, environment and natural resource, and urban programs for more than 80 countries. He also led U.S. delegations to the World Water Summit and to the City Summit, and represented the United States at Conferences of Parties of the Framework Convention on Climate Change and the Convention on Biological Diversity. He served as Deputy Assistant Secretary of Interior for Fish and Wildlife and National Parks during the Carter administration, and was Director of the Michigan Department of Natural Resources. Her work focuses on international institutions and organizations, environmental policy at the national and global levels, and equity concerns. A Bulgarian national, she is currently a doctoral candidate at the Yale School of Forestry & Environmental Studies. She has worked at the Environment Directorate of the Organisation for Economic Co-operation and Development (OECD) and the Swedish Environmental Protection Agency on environmental regulatory reform and water quality standards in the New Independent States of the Former Soviet Union. maria.ivanova@yale.edu Sylvia Karlsson is an International Science Project Coordinator at the International Human Dimensions Programme on Global Environmental Change (IHDP) in Bonn, Germany. She has worked at the Economic Development Institute of the World Bank and UNEP Chemicals Unit. Her research has focused on cross-level environmental governance, and resulted in her published Ph.D. thesis, Multilayered Governance Pesticides in the South Environmental Concerns in a Globalised World (2000). She is Vice Chair for South and East Asia of the IUCN Commission on Environmental Law, and a member of its Steering Committee. She has co-chaired several World Bank Institute/ Singapore Ministry of Foreign Affairs seminars on Urban Industrial Environmental Management in Asia, and was a consultant for the Asian Development Bank. He is the author of The Wellbeing of Nations (2001) and coauthor of Caring for the Earth: a Strategy for Sustainable Living (1991), The First Resource: Wild Species in the North American Economy (1986), World Conservation Strategy (1980), and Blueprint for Survival (1972). He is the inventor of the Barometer of Sustainability and principal developer of the Wellbeing Assessment method. Since 1993 he has designed and advised on sustainability assessments and provided assessment training in the Americas, Africa, and Asia, working with the United Nations, governments, environment and development organizations, communities, and industry. Robinson is the Gilbert & Sarah Kerlin Distinguished Professor of Environmental Law and Co-Director of the Center for Environmental Legal Studies at the Pace University School of Law. He has practiced environmental law in law firms, for municipalities, and as general counsel of the New York State Department of Environmental Conservation. He served as the first chairman of the statutory Freshwater Wetlands Appeals Board and Greenway Heritage Conservancy for the Hudson River Valley in New York. He is currently legal advisor and chairman of IUCN s Commission on Environmental Law. He founded Pace University s environmental law program, edited the proceedings of the 1992 United Nations Earth Summit in Rio de Janeiro, and is author of several books and numerous articles. nrobinson@genesis.law.pace.edu James Gustave Speth is Dean of the Yale School of Forestry & Environmental Studies. Most recently, he served as Administrator of the United Nations Development Programme and chair of the UN Development Group. He was founder and President of the World Resources Institute, professor of law at Georgetown University, chairman of the U.S. Council on Environmental Quality, and senior attorney and cofounder of the Natural Resources Defense Council. Throughout his career, he has provided leadership and entrepreneurial initiatives to many environmental task forces and committees, including the President s Task Force on Global Resources and Environment and the Western Hemisphere Dialogue on Environment and Development. In 2002, he was awarded the Blue Planet Prize for major contributions to global environmental conservation. gus.speth@yale.edu Charlotte Streck is Counsel for International and Environmental Law with the World Bank. Before she joined the World Bank in 2000, she cooperated with the Global Public Policy Project, which provided strategic advice for the Secretary-General of the United Nations. For six years, she was a legal consultant for German state and federal administrations on compliance and enforcement issues. She has also

He served in the U.S. State Department from 1993 to 2001, including seven years as Deputy Secretary of State. Prior to this, he was a journalist for Time magazine for 21 years. His most recent books include The Russia Hand: A Memoir of Presidential Diplomacy and The Age of Terror: America & the World after September 11 (co-edited with Nayan Chanda). He has served as a fellow of the Yale Corporation, a trustee of the Hotchkiss School, a director of the Carnegie Endowment for International Peace and the Council on Foreign Relations, and a member of the Aspen Strategy Group and the Trilateral Commission. Since leaving government, he has rejoined the Carnegie Board and the Trilateral Commission. He became President of the Brookings Institution in July stalbott@brookings.org John Whalley is Professor of Economics at both the University of Warwick, UK and the University of Western Ontario, Canada. At Warwick, he is Co-Director of the Centre for the Study of Globalisation and Regionalisation and at Western Ontario, he is Co- Director of the Centre for the Study of International Economic Relations. He is a Fellow of the Royal Society of Canada and of the Econometric Society, a Research Associate of the National Bureau of Economic Research, in Cambridge, Massachusetts, and the joint managing editor of the journal The World Economy. He has published widely, and is best known for his contributions to applied general equilibrium analysis, and trade and tax policy. In recent years he has

Ben Zissimos is a Research Officer in the Warwick Centre for Public Economics and an Associate of the Centre for the Study of Globalisation and Regionalisation at the University of Warwick. His research interests cover questions of international policy conflict and cooperation, examining the implications of tax competition and issues related to the formation of environmental and trade agreements. He has published on the strategy and efficiency implications of tax competition, permit trading under environmental agreements, a possible role for a World Environmental Organization, and trade block formation under the World Trade Organization. b.c.zissimos@warwick.ac.uk
