A citizen can respond with a Original Petition or Motion to Intervene to Public Notice's to Company's which will eventually send electricity to Laurance Kriegel electric service which will lead to a higher unaffordable Electric Rates for a Citizen when the Alternate Energy Electric Wind Mill farms are built. Newspaper articles state many of the Alternate Electric Energy Company's, which are not approved electricity providers, will send electricity to many other electric energy companies. A citizen has the Right to receive affordable and competitive electricity. A citizen has the Right to Intervene on behalf of all citizens in Texas. The recent Public Utility Staff report in proceeding is in error. Their report states the design is flawed, yet the Staff Report approves the defective plan. This is a error in Judgment. This violates all the Public Utility code Laws for affordable, safe electricity. The Companies Southwestern Public Service, Deaf Smith Electric and Xcel Energy will be receiving alternate Energy from Electric Wind Mill Farms and Electric Transmission Lines carrying electricity which is not compatible with the conventional electricity produced. One Staff report showing the flawed design is Public Utility Commission proceeding number [Sharyland Utilites, L. P.]. Z8

3 2010. On p. 14 of Commission Staff's Initial Post-Hearing Brief dated Oct 8, Webster's Dictionary defines "asynchronous"ly as Not Synchronous". On page 14 of the report asynchronously is used. This explains that the alternate energy Electric Windmill Electricity and the conventional National Gas Turbine Driven Generated electricity are not compatible. Laurance Kriegel suggests this will cause many Electric problems. This may explain why the Electric Windmill Company's refuse to answer my questions about the electric Hertz value, Voltage, and Ampere's of the Electricity, the Alternate Energy Windmill will produce. The Asynchronous Electricity is not compatible with the approved Electric Codes already established for electric motors and light bulbs and appliances used in houses and industry. On page 14 Mr. Fulton's states `mutual coupling' can cause serve problems. The Commission Staff report approved this flawed design. This Commission Staff report should not have been approved because of this statement. The Alternate Electric Energy Wind Mill Farms have a flawed design. On p. 12 of Commission Staff's Post-Hearing Reply Brief file marked Oct 18, 2010 Southwestern Public Service [SPS] states any alternate energy line crossing a SPS will cause "adverse consequences". The Alternate Electric Energy Companies Transmission Lines will carry electricity which will cause problems to the Public and the Conventional electricity lines already established by Electric Company's and their Electric Lines. The Staff reports do not write their report addressing the fee simple property owners Right. The Staff reports are not requiring a company to have all of their documents of record in The State Comptrollers Office with respect to a correct Registered Agent, officers and directors, and sometimes a Registered Agent. Laurance Kriegel has presented documentation in Public Utility Commission responses showing the deficiencies in the Public Utility Commission Staff reports and flawed design of the Transmission Lines and the Electricity Windmill Farms electricity. This is verifiable in a SPS report showing the design flaws. The Staff reports are not stating that a company has lawfully obtained a billing Agent number, Electric Energy Provider number. 2

4 The Staff reports have approved Electric Energy projects which are flawed. The Staff reports approved the Alternate Electric Energy companies Transmission Lines and maybe a Electric Wind Mind Farm in another proceeding that is flawed in its design. All the Commission Staff Reports Laurance Kriegel has read are a obstruction of business practices and procedures. These reports are off point. The do not answer Laurance Kriegel's question. Laurance Kriegel questions will allow a citizen making minimum wage a better opportunity to pay his electric bill. Laurance Kriegel cannot afford a rate greater than the last approved Public Utility Commission Electric Rate. Laurance Kriegel is already being charged a electric rate greater than the last approved rate. Tariff rates are unconstitutional. Laurance Kriegel has the Constitutional Right to be heard in The Republic of Texas and have all his Lawfully written questions answered truthfully by the Commission Staff, Public Utility Commission, Office of Administrative Hearing, and Supreme Court of Texas. Please review all the documents Laurance Kriegel has sent to The Supreme Court of Texas in the Public Utility Commission hearings. As a reminder Governor Rick Perry has stated `Texas is Open for Business'. Let's conduct business professionally according to the Law. The Alternate Electric Windmill companies are not conducting business according to the Law. The Public Utility Commission is not conducting business according to the Law when the Electric Rates are above the approved affordable rate. The President of the United States has Ordered many of the Alternate Windmill Company's to be taken down for there flawed design and for Security reasons. The Order and other Agency cites have proven the Alternate electric Windmills cause drought, radar problems which affect Airplanes, climate change and other problems. This project will affect the Trains passing by and the product of the train. The Alternate Electric Windmill company's are stating in the newspaper they will sell electricity to SPS, a conventional electric company. This means all the Electricity sold out of the Xcel transmission lines will have to be at the approved conventional electric rate. Citizens are already be charged for the building of the transmission lines from the Citizens from fees collected by XCEL. Citizens are already being spammed, and phisling. We receive notices to watch for this Condition. It has already happened when the notice arrives. When will it stop?

5 CONCLUSION As long as all of Laurance Kriegel's questions are not answered correctly by the Public Utility Commission Staff, State Office of Administrative Hearing, and all the Alternate Energy programs they should stop doing building and should be considered NOT FEASIBLE. These company's cannot produce a Feasible Electric Current. These Company's are not producing a correct electric current. As long as all of Laurance Kriegel's questions are not answered correctly by the Public Utility Commission Staff and State Office of Administrative Hearing decisions makers are violating their fiduciary duty and responsibility with the Citizens of The Republic of Texas. Appellant, Laurance Kriegel, has not given Mariah North West, LLC, Scandia, SPS or XCEL permission to enter my property anywhere to build transmission lines. REQUESTED RELIEF WHEREFORE PREMISES CONSIDERED, The Staff Commission Report's and Brief's should require all companies to answer all of my questions to ensure Alternate Energy Companies produce Electricity which is compatible with conventional Electric. WHEREFORE PREMISES CONSIDERED, The Staff Commission Report's and Brief's should require all companies to answer all of my questions to ensure Alternate Energy Companies which will send Alternate Energy Electricity into a Alternate Energy Electricity Transmission Line will be compatible with conventional Electric. 4

6 WHEREFORE PREMISES CONSIDERED, The Staff Commission Report's and Brief's should require all companies producing alternate Electric Energy and sending alternate Electricity into a Alternate Electricity Transmission Line should require these company's to uphold all Laws [Statutes] which pertain to normal business practices and procedures. Such as: Electric Energy Provider Numbers Electric Billing Agent Numbers Electric Transmission Line Provider Numbers A complete accurate list of Officers, Directors, Registered Agents, business address, and working telephone numbers. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel is requesting a report from the Department of Energy showing the feasibility of the Alternate Energy Wind Mill Farms. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel is requesting a report from the United States Department of Agriculture showing how much money has been given by grants to Alternate Electric Energy Companies to build these flawed designs. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel is requesting Mariah North West, LLC, Scandia, SPS and XCEL to stop construction and planning of other Alternate Electric Energy Windmill projects. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel is requesting Mariah North West, LLC, Scandia, SPS and XCEL to take down all of the transmission

7 lines they have build and take down all of there Alternate Electric Energy Windmills build on my property. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel requests Mariah North West, LLC, Scandia, SPS and XCEL pay Laurance Kriegel damages for all the property they entered without my permission. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel request Mariah North West, LLC, Scandia, SPS and XCEL take down the Alternate Electric Energy Transmission Lines. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel requests the Public Utility Commission, a Appellant level Court, instruct the Partner County Clerks office mark VOID on the deeds filed by Mariah North West, LLC, Scandia. WHEREFORE PREMISES CONSIDERED, Laurance Kriegel request that Mariah North West, LLC, Scandia, SPS and Xcel not be allowed to amend any Certificate of Convenience and Necessity for the Proposed 115-KV Transmission Line or 345 KVA line.
