On Wednesday, June 21, 2017 the public is invited to come out and learn how to plan and prepare their winter garden. The workshop starts at 7:00 p.m. at the Ladner Community Centre. On Saturday, June 24, 2017 the public can learn more about the recent changes to the provincial regulations regarding the use of pesticides. This workshop takes place at the North Delta Recreation Centre at 10:00 a.m. Register for these courses at DeltaReg.ca. 2 Delta Fire Open Houses North Delta Family Day Mayor Jackson invited the public to get up close to fire trucks and fire apparatus, learn more about how Delta s fire halls operate, and meet some of the local first responders at the Delta Fire Open House on Saturday, June 24, Saturday s Open House will take place at Fire Hall #3 in North Delta, and will feature lots of family-friendly entertainment, including the Wildland Firefighting, Hazmat, Auto Extraction, and Technical Rescue demonstrations, as well as the Shake Zone earthquake simulator and the Men in Black combat challenge team. To learn more about the Open House, visit Delta.ca. Mayor Jackson encouraged the public to attend the North Delta Family Day on Sunday, June 25, Hosted by the North Delta Lions Club, this annual summertime tradition features a parade along 112 Street, starting at 11:00 a.m. from Burnsview Secondary School, and ending with a family festival at North Delta Community Park. Don t miss out on children s games, rides, a raffle, live music, and of course, the famous BBQ. Mayor Jackson noted that on-street parking will not be permitted along 112 Street on Saturday, June 24, 2017 from 11:30 p.m. until Sunday, June 25, 2017 at 2:00 p.m. On Sunday, northbound traffic will not be permitted to travel along 112 Street between 74A Avenue and 80 Avenue starting at 8:00 a.m. until 12:00 p.m. Southbound traffic along 112 Street between 80 Avenue and 72 Avenue will experience some delay due to this closure. The closure is necessary to ensure safety for those involved in parade preparations and to allow adequate parking for parade floats. Please plan to use alternate routes. 3 SPECIAL PRESENTATION Major Achievement & Long Term Contrib. Award Presentation: Presentation to Ray Carter - Major Achievement and Long Term Contribution Award in recognition of over 40 years of outstanding service devoted to the sport of baseball and to the community of Delta. Mayor Lois E. Jackson Mayor Jackson invited Ray Carter to come forward for the presentation of a Major Achievement and Long Term Contribution Award in recognition of over 40 years of outstanding service devoted to the sport of baseball and to the community of Delta. Mayor Jackson explained that the first documented baseball game played in Canada was held in Beachville, Ontario in At that time, the game was played with five bases and eleven players. It wasn t until 1860 when the Southwestern Ontario region adopted the American variant of baseball with nine players and four bases. By 1913, there were 24 minor league baseball teams in Canada, a number which has been unequalled ever since. Today, the Toronto Blue Jays are Canada s only major league team. Mayor Jackson noted that Ray Carter knows a lot about the sport of baseball. He s been involved in the sport from the grassroots level right up to the national teams program and he is known as Canada s Mr. Baseball. Some of Mr. Carter s accomplishments and credits since he entered the world of baseball in 1975, as a volunteer coach with Tsawwassen Amateur Baseball, include: In 1988, he became President of BC Minor Baseball and Vice President of Baseball Canada. In 1990, he became President of Baseball BC. In 2000, Ray Carter was elected President of Baseball Canada, a position he held for 16 years. Ray Carter is the longest serving President in the organization s history. In 2004, Ray Carter helped establish the Women s National Team. The Women s Team has gone on to win five international medals, including two silver medals. In 2006, Ray Carter was inducted into the Delta Sports Hall of Fame. In 2009, the midget baseball field at Winskill Park was named Ray Carter Field. Ray Carter is a lifetime member of the Western Canada Baseball Association. Ray Carter is a member of Baseball BC s Honour Roll. Regular Meeting June 19,

4 In 2012, Ray Carter was the recipient of the Queen s Diamond Jubilee Medal. On June 24, 2017, Ray Carter will be inducted into the Canadian Baseball Hall of Fame, a fitting and honourable recognition. Mayor Jackson acknowledged that inspiring dreams and building champions is what Ray Carter has contributed to the sport of baseball in Canada. Mayor Jackson explained that in addition to his volunteer years with baseball, Ray Carter served on Delta s Parks, Recreation & Culture Commission from 1988 to 1991, and again from 1995 to 2000, and he was involved with the Civic Properties Construction Task Force in 2000 for the construction of the North Delta Public Safety Building. Ray Carter also served on the Delta Police Board from 2003 to 2009, and he currently serves as the Chair of the Delta Police Foundation. Mayor Jackson noted that in recognition of all that Ray Carter has done for so many thousands of young girls and boys who have been able to live their dreams, and for the many volunteer years he continues to devote to Delta, the Corporation of Delta was proud to present to him with the Major Achievement and Long Term Contribution Award. Mayor Jackson noted that recipients of this award can be an organization, group or individual that has demonstrated a particularly high level of longterm service and contribution to Delta. Mayor Jackson announced that in addition to this award, the Corporation of Delta is adding the following recognition in Ray Carter s honour at Winskill Park: The 9 th Avenue Street sign will have a civic sign attached to it that reads Ray Carter Way ; and The Winskill Park Sign will have the following words added to it - Home of Ray Carter Field. Mayor Jackson advised that Ray Carter is a most worthy recipient of this recognition, and on behalf of Delta Council, she was honoured to present him with the Major Achievement and Long Term Contribution Award. The Mayor thanked Mr. Carter for all he has done to enrich the lives of so many young girls and boys. Ray Carter is truly Delta s Mr. Baseball. Regular Meeting June 19,

DELEGATIONS / PRESENTATIONS Vancouver Fraser Port Authority (B.01) Delegation: Delegation regarding Shore Power and Roberts Bank Terminal 2 Project. Tom Corsie, Vice President, Real Estate, Vancouver Fraser Port Authority Cliff Stewart, Vice President, Infrastructure, Vancouver Fraser Port Authority Mr. Corsie and Mr. Stewart jointly provided a PowerPoint presentation (On File) providing an update on the Shore Power installation at Deltaport Terminal for container vessels and the proposed Roberts Bank Terminal 2 Project. Mr. Corsie noted that Deltaport is the largest port in Canada handling $202 billion in goods annually. It is responsible for Canada s trade with 170 world economies and 115,000 direct jobs. The proposed Roberts Bank Terminal 2 Project is for a proposed three-berth container terminal which will provide additional capacity of 2.4 million 20 foot equivalent units (TEUs) annually. It would be located adjacent to the existing terminal and the project includes widening of the causeway. Mr. Stewart advised the Independent Review Panel, which is leading the technical review for the Roberts Bank Terminal 2 Project, has submitted a number of information requests. Once the Panel has been received responses to all their inquiries, a series of public hearings would be scheduled in late 2017 or early to mid Following this, the Panel will submit a report to the Minister of Environment and Climate Change. The Minister has five months to review the report and issue a decision regarding approval for the project. Regular Meeting June 19,

6 Mr. Corsie noted the construction and installation for shore power commenced on June 19, Shore power would allow ships to plug into the land based electrical grid. Key benefits of shore power include a reduction of air emissions, fuel costs savings for vessel owners, air quality improvement for terminal employees and the community, a reduction in noise impact and improved crane productivity. The total cost for the project was $7.1 million and it would be shared with Transportation Canada. Mr. Stewart advised that the Tsawwassen Eelgrass Project is currently underway. The intent of this project is to fill two sites in the ocean area beside the Tsawwassen Ferry Terminal with eelgrass. These sites were created as a result of the construction and expansion of Deltaport. Mr. Corsie and Mr. Stewart reviewed several community oriented initiatives underway including the five-year, $2 million Fraser River Improvement initiative, Deltaport Truck Staging facility and road improvement projects. In response to Council queries, Mr. Corsie and Mr. Stewart noted: The intersection to the Gunderson Slough area is owned by the City of Surrey and access is owned by the Burlington Northern Railway. Discussions are underway with all stakeholders regarding an emergency access protocol. The Port Authority is aware of the derelict condition of the Gunderson Slough area. The Port s legal team is involved as the tenure for the site expired in 2011, the tenant was evicted and many assets still located on the site are owned by several people and companies. The Gateway Transportation Collaboration Forum is overseeing a number a projects including the reconstruction and redesign for the Fraser Surrey Docks access. The forecasts for the Roberts Bank Terminal 2 Project were generated by independent third parties. The forecasts projected that a new berth would be required between 2024 and The forecasting data used considered GDP growth for Canada, Western Canada and Asia. The Port Authority will follow up with Westshore Terminals regarding concerns about coal dust and potential that the current dust suppression efforts are not adequate. Regular Meeting June 19,

7 The Port Authority reviewed a number of proposed sites for the truck staging facility. It was decided that although the current site was within the Agricultural Land Reserve, the vast majority of the site was not being farmed as a result of hydro right of ways and the fact it was landlocked by highway infrastructure. The majority of the land for the truck staging facility belongs to the Province of BC. Staff will follow up and provide details on the total hectares/acreage for the truck staging facility site. The suggestion for boat ramp on the expanded causeway would be considered as part of discussions regarding community amenities for the Roberts Bank Terminal 2 Project. In response to a Council query, the Chief Administrative Officer noted that, with the cooperation of the Vancouver Fraser Port Authority, Delta staff are working on coordinating a site visit and review of the Gunderson Slough area and scheduling a meeting with stakeholders to discuss emergency access and protocols for accessing the site. -- Delegation Received MOVED By Cllr. 13 FOR DISCUSSION Burns Bog Update (F.05) Presentation: Report by the Corporate Services Department dated June 6, 2017 regarding Burns Bog Update. Sarah Howie, Environmental Research Analyst - Burns Bog Mike Brotherston, Manager of Climate Action & Environment Dr. Howie and Mr. Brotherston jointly provided PowerPoint presentation (On File) providing an update on the 2016 achievements and details of the 2017 Burns Bog work plan. Dr. Howie advised that under the Burns Bog Management Agreement signed in 2016, Delta accepted responsibility for drainage management for the Bog. Over the past nine years, significant work has been done by Delta to dam internal ditches in Burns Bog in an effort to increase water levels. In 2016, a contractor built five additional internal dams, which totals 241 dams to date. Ditch blocking will continue in 2017, as will the water level monitoring program which has been in place since Development of a water balance model for Burns Bog is a priority. An accurate water balance will improve the understanding of bog conditions and guide hydrology management actions in the future water balance initiatives included ditch outflow monitoring, measurements of the rate of water through peat and of soil moisture in peat, and monitoring of pond and ditch waters. UBC continues to operate their research tower which provides data for many variables that will be included in the water balance model. For 2017, Delta staff will continue with the ditch outflow monitoring and finish the peat flow rate study. UBC will study water balance variables in different plant communities of the bog. A student from UBC is expected to compile the past 12 years of data collected to prepare a final water balance for Burns Bog. Dr. Howie noted that Fortis BC is currently undertaking a project to replace two sections of gas pipeline within their right-of-way at the northern edge of Burns Bog, immediately to the south of the South Fraser Perimeter Road. Delta and Metro Vancouver staff are working to ensure this work is limited to the previously disturbed right-of-way area from 2015 replacement work completed and to ensure control measures are in place to protect the bog chemistry. Dr. Howie reported that the site of the July 2016 fire regenerated much faster than the 2005 fire zone did, possibly because it didn t burn as deeply. The water quality had returned to normal within six months. Regular Meeting June 19,

14 Mr. Brotherston reported that in March 2013, Delta and Metro Vancouver filed a Notice of Civil Claim alleging that significant physical and ecological damage has occurred within the Burns Bog Ecological Conservancy Area as a result of soil deposit activities that were carried out on the adjacent Princess Farms property located at th Street. These alleged activities occurred with the consent of the owner, Princess Farms Ltd. and by or under the supervision of Matcon Landfill Management Inc., and/or Matcon Civil Constructors Inc. All three parties were named as defendants in the lawsuit. Mr. Brotherston noted environmental, geotechnical, survey and aerial mapping work by experts has been completed in support of the civil claim. It is Delta s position that some or all of the disruption and damage to the Burns Bog ecosystem is irreparable and we are seeking appropriate costs to remediate the Bog to the extent possible and aggravated and punitive damages based on disgorgement of revenues obtained while carrying out the fill operation in contravention of their permits. A court date has been set for January 2018 and examinations for discovery are presently being conducted. In response to Council queries, Dr. Howie and Mr. Brotherston noted: Part of UBC s ongoing research is to measure Burns Bog s methane and carbon dioxide releases and absorption. Although this work is ongoing, the understanding is that Burns Bog is close to a balance on releases and absorption. In the warm summer months, more methane is emitted and this is normal for a disturbed bog which is being re-wetted. Several activities outlined in the Burns Bog Management Plan have been achieved. Activities outlined in the plan are either on schedule or ahead of schedule. It is natural for a transitioning bog to have trees grow along the edges toward the uplands. These trees in the Burns Bog are small, their growth is stunted and they will likely die off over time as the Bog is expands and it is restored. In response to a Council query, the Chief Administrative Officer noted the Delta Nature Reserve is being transferred to Metro Vancouver and it will be operated and maintained as part of Metro Vancouver s regional park system. The transfer is expected to occur within the next six months. The Delta Burns Bog Society is involved in discussions regarding this transfer. The Society is in support of a special boardwalk being constructed in the reserve for use by people with mobility issues. Regular Meeting June 19,

15 In response to a Council query, the Director of Parks, Recreation and Culture advised that Delta staff are responsible for maintaining the boardwalk system in the Delta Nature Reserve. The boardwalk is an extensive old system requiring weekly inspections and regular repairs. -- Recommendation Endorsed MOVED By Cllr. McDonald, SECONDED By Cllr. Cougar Creek Update 2017 (F.06) Report by the Corporate Services and Engineering Departments dated June 7, 2017 regarding Cougar Creek Update Revised Map of Cougar Creek. THAT Lower Cougar Creek be formally recognized as a recorded name in the BC Geographical Names Information System to describe the lower reach of Cougar Canyon Creek. B. THAT this report be provided to the Environment Advisory Committee. In response to Council queries, Mike Brotherston, Manager of Climate Action & Environment noted: The ravine just north of 72 Avenue is known as Blake Creek. The Blake Creek flows into the Cougar Creek slightly upstream from the rail bridge crossing. Cougar Creek flowing to Blake Creek is commonly referred to as the Northeast Interceptor Canal. As noted in the report to Council, going forward the Northeast Interceptor Canal would be referred to as the Lower Cougar Creek. The watercourse flows into the Fraser River is the continuation of the Lower Cougar Creek (Northeast Interceptor Canal). During discussion, concern was expressed that correspondence has been submitted to Mayor and Council from Delta residents with concerns about proposed changes by TransLink to South Delta bus routes. The Director of Engineering advised that staff are preparing a report for the July 10, 2017 Council meeting regarding TransLink s proposed changes to South Delta bus routes. It is understood that TransLink is proposing to provide all day frequent transit service to South Delta with slight modifications. They include discontinuing the 602 bus service but supplementing it with an increase in the 601 bus service and reconfiguring the 603 and 604 bus service. TransLink indicated these changes were at the proposal stage and modifications would be made based on feedback received from the public. Regular Meeting June 19,
