1 2014 ULI/Carolyn and Preston Butcher Forum on Multifamily Housing Big Ideas for the Future of Multifamily Rental Housing January 16, 2014 I Washington, DC DISCUSSION LEADER AND FACILIATOR BIOGRAPHIES Drew Ades joined the Housing Partnership Network in November as the founding President and CEO of the Housing Partnership Equity Trust, a social venture REIT. Ades previously served as Director of Multifamily Risk for Fannie Mae and Co-President of CAM LLC, a wholly owned subsidiary real estate operating company created to preserve and enhance the affordability and sustainability of multifamily properties owned by Fannie Mae. As Directorr of Multifamilyy Risk, Ades was the driving force behind the creation of Fannie Mae's Multifamily Green Initiative, overseeing the launch of "Green Refi Plus," a loan product developed in partnership with the Federal Housing Authority within the U.S. Department of Housing and Urban Development to finance the "green" renovation of affordable rental properties. He was also responsible for Fannie Mae's partnership with the U.S. Environmental Protection Agency to create an "Energy Star" rating for multifamily properties, and served as the credit officer for the Multifamily Pool channel, responsible for the acquisition, closing and special asset management of more than $25 billion in multifamily loans. Prior to joining Fannie Mae, Ades was Washington Chief of Staff for U.S. Rep. Robert E. Andrews, and previously served as Treasurer and Vice Chair of the Washington D.C.-based nonprofit Greenhome/GreenSpace. Ades holds a Bachelor's degree in Political Economy from Williams College, and an MBA in Real Estate Finance from UC Berkeley's Haas School of Business. Cathy Capone Bennett has over 20 years of experience in community and economicc development and currently works as a consultant to ULI MN/ Regional Council of Mayors which is a nonprofit organization that actively engages the public and private sector leaders l to foster collaboration, share knowledge and joinn in meaningful strategic action to create thriving, sustainable communities. Bennett manages the Regional Council of Mayors Housing Initiative which partners to implement tools and strategies that support a full range of housing choices in connected, livable communities. This includes providing technical assistance as part of the Opportunity City Program, Navigating the New Normal and Southwest Corridor Community Works. Technical assistance includes analyzing community change data to strengthen awareness of future development and reinvestment opportunities; developing a regional housing toolkit, MSP Housing + Transportation Cost Calculator and (Re) Development Ready Guide; project management and public policy facilitation. Bennett has been consulting since 2006 and previously worked in local government for the Minnesota cities of Mounds View and Roseville and in regional economic development for the San Diego Economic Development Corporation. Secretary Gregory Bialecki oversees 14 agencies and focuses on the governor s top priorities in business development, housing and community development, consumer affairs, and businesss regulation agencies. His secretariat s mission is the creation of homes and jobs in the commonwealth. His agencies accomplish this by aligning the state s housing and economic development agencies to better coordinate policies and programs that ensure Massachusetts will maintain its global competitive edge. 1 P age
2 Working in collaboration with 34 members of the private and public sectors, Secretary Bialecki is the leader of the development and implementation of Choosing to Compete in the 21st Century, the economic development plan for the commonwealth. The plan identified five areas of focus and 55 action items to improve economic development and job creation in the state, and thus make Massachusetts more competitive. To learn more, go to Before joining the Patrick-Murray administration, Secretary Bialecki had a 20-year career as a real estate development and environmental lawyer at the law firms of Hill & Barlow and DLA Piper Rudnick. His work focused on major urban redevelopment projects in the greater Boston area. Secretary Bialecki graduated from Harvard College and Harvard Law. Toby Bozzuto is the President of The Bozzuto Group where he is responsible for the overall day-to-day direction of the company, its six divisions and its more than 1,300 employees. Previously, Bozzuto was President of Bozzuto Development Company, where he oversaw development activities for the company s apartment development operations. Bozzuto joined The Bozzuto Group in 2001 and in 2007 was named Partner. He previously worked with J.P. Morgan Chase s Real Estate Debt Group, and was also a financial analyst with Columbia National Real Estate Finance. In 2010, Maryland Governor Martin O Malley appointed Bozzuto to a seat on the Maryland Health and Higher Education Facilities Authority. He also serves on the Board of Trustees for the Kennedy Krieger Institute and the Buildings & Grounds Committee for Maryland Institute College of Art, and is a member of the Urban Land Institute s Baltimore District Council. Bozzuto is a member of the ULI Terwilliger Center National Advisory Board. Bozzuto is a member of Young Presidents Organization (YPO), a group that aims to develop better leaders through education and idea exchange. He also serves as a regular guest lecturer for the Harvard University Graduate School of Design, the Johns Hopkins Carey School of Business real estate program, and Georgetown University. He has been named one of Commercial Property Executive s Stars to Watch, Baltimore Business Journal s 40 Under 40, and The Daily Record s Successful by 40. Bozzuto holds a Bachelor of Arts degree from Colgate University and a Master of Science degree in Real Estate Development from New York University. Christopher Coes is the managing director for LOCUS, a national network of real estate developers and investors who advocate for sustainable, walkable development. In this role, he leads LOCUS strategic initiatives to further the network s public policy agenda, as well as provides technical assistance to advance smart growth real estate projects across the country. Prior to joining LOCUS, Coes served as a consultant for government affairs and campaigns at M+R Strategic Services. As a consultant, he worked with various clients including Transportation for America a broad, diverse, and unprecedented coalition advocating for a national vision for a 21st-century transportation system. For nearly three years, Coes served as Transportation for America s senior campaign adviser and deputy director, where he was responsible for operations and served as the campaign s chief political strategist. In addition to his work on transportation and real estate issues, Coes brings more than seven years of experience in government relations, political advocacy, and electoral campaigns. Currently, he serves on the board of directors for Capital Cause a Washington, D.C. based young philanthropist organization and is an active member of Urban Land Institute. 3 Paul Freitag is the Director of Rose Development for Jonathan Rose Companies where he oversees the firm s full range of real estate development work in the region. Freitag brings to his role extensive experience redeveloping underutilized properties for affordable housing and social service programs in both the private and the not-for-profit sectors throughout the New York metropolitan area. Freitag is a registered architect and LEED Accredited Professional with more than twenty years of experience in green planning, design and real estate development. His expertise encompasses all phases of a project s life cycle from program conception through development including: public and private financing, design and construction management, and placing a project in service. A frequent speaker on green affordable housing, Freitag received a Master of Architecture degree from the University of Virginia and a Master of Urban Planning degree from the City College of New York. His other degrees include a Bachelor of Science in Civil Engineering and a Bachelor of Arts in Art History from Brown University. W. Dean Henry is Chief Executive Officer of Legacy Partners Residential, Inc. (LPRI) and has been involved exclusively in multifamily real estate acquisitions/development, financing, asset and property management, and dispositions for over 41 years. He joined the Western Region of Lincoln Property Company, Legacy s predecessor organization, in In 1998, when the Western Region became an independent company operating under the Legacy Partners name, Henry became the President and Chief Operating Officer of LPRI, and continued as its President only from 2001 until becoming Chief Executive Officer in Henry is widely recognized as a leading expert on multifamily real estate and is frequently invited to speak at conferences and participate in industry panels. Henry serves on the Executive Committee of the National Multi Housing Council. He is a member of the Policy Advisory Board of the Center for Real Estate at the University of California at Berkeley. He is the former Chairman of the Board of the YMCA in San Francisco and has served as a board member since He is an active member of the Urban Land Institute and is a former board member of Mercy Housing, a non-profit affordable housing organization which has participated in the development, preservation and/or financing of thousands of affordable homes in the United States. Henry received a Bachelor's degree in Political Science from University of Puget Sound. Andrew Jakabovics is senior director for policy development and research at Enterprise Community Partners, a national nonprofit organization that creates opportunity for low- and moderate-income people through fit, affordable housing in diverse, thriving communities. Jakabovics oversees a team researching issues related to foreclosures and neighborhood stabilization, housing finance reform, affordability for renters and owners, and broader housing supply and demand concerns. Prior to joining Enterprise, he served as senior policy advisor to the assistant secretary for policy development and research at the U.S. Department of Housing and Urban Development, where he provided policy recommendations and analysis to the assistant secretary, secretary, and other senior staff both within HUD and across agencies. His primary focus was on housing finance reform, with a particular eye towards issues of access and affordability. In addition, he devoted attention to foreclosure prevention through improving opportunities for modifications and to mitigating foreclosure impacts on neighborhoods and communities. Prior to joining HUD, Jakabovics served as Associate Director for Housing and Economics at the Center for American Progress, where he authored some of the earliest policy responses to the foreclosure crisis, including proposals for mortgage restructuring, foreclosure mediation, and REO rental. Jakabovics has testified before Congress and has appeared frequently in the media, primarily for his research on the housing crisis and potential policy solutions. 3 P age
4 Marty Jones is the President and CEO of MassDevelopment. The MassDevelopment Board of Directors unanimously chose Jones as the Agency s new President and CEO in Ms. Jones, previously the president of Boston building, development, and property management company Corcoran Jennison, has spent decades in the real-estate industry. She got her start at the U.S. Department of Housing and Urban Development in both the Washington and Boston offices. At Corcoran Jennison, Jones managed staff and project teams for new development projects that transformed communities, directed asset management for multifamily portfolios, chaired a joint venture between Corcoran Jennison and Beacon Communities, and directed all aspects of the Westminster Company, a 175-employee operation with 66 properties and 5,000 apartment units in North and South Carolina. A member of the Board of Directors of MassEcon and the New England Council, and a national trustee of the Urban Land Institute, Jones graduated from Brown University and resides in Winchester. Jones is a member of the ULI Terwilliger Center National Advisory Board. Dara Kovel is the Vice President for Multifamily Housing at the Connecticut Housing Finance Agency. She joined CHFA in January 2010 as the Chief Housing Officer. Kovel s responsibilities include oversight of all CHFA multifamily housing development and asset management. In support of CHFA's mission to alleviate the shortage of affordable housing for low- and moderate-income residents in Connecticut, Kovel oversees and coordinates all of CHFA's housing operations to maximize quality affordable housing creation and preservation throughout the State. Kovel has over 20 years of experience in real estate policy, development, operations and finance in the public, for-profit and non-profit sectors. She received both her Bachelor s Degree and Master s Degree from Yale University. She went on to work as the Vice President and Regional Director of Mercy Housing, Inc. for ten years. She also served as the Regional Director of Jonathan Rose Companies from 2005 to Kovel is a member of the ULI Terwilliger Center National Advisory Board. Andrea (Dee) McClure, senior vice president, is responsible for all aspects of financing including structuring, origination, closing and deal management for Agency transactions. McClure has more than 25 years of experience and has originated over $2 billion in Agency financings throughout her career. A frequent panelist and speaker at many of the industry s core conferences, she is actively involved in the Urban Land Institute (ULI) and serves a vice-chair of the Multifamily Blue Product Council. She is also a member of the National Multi Housing Council (NMHC) and NMHC s Government Investment Credit and Subsidy Subcommittee. Additional, McClure is active in the National Leased Housing Association (NHLA) and the Mortgage Bankers Association (MBA). McClure is the past chair of MBA s Multifamily Committee, Steering Committee and the FHA Insurance Subcommittee, and continues to be involved in legislative, regulatory and policy issues affecting multifamily and healthcare finance. She holds the Certified Mortgage Banker (CMB) designation. Prior to joining Walker & Dunlop, McClure served as senior vice president at CWCapital LLC where she played an integral role in the firm s FHA lending strategy and multifamily and healthcare lending programs. John McIlwain is the Senior Resident Fellow/J. Ronald Terwilliger Chair for Housing at the Urban Land Institute (ULI) in Washington, D.C. An author, speaker, and former lawyer, McIlwain has more than 35 years of experience in the fields of housing, housing investment, and the development of sustainable housing. His responsibilities include helping to develop ULI s research efforts to seek and promote affordable housing solutions in the United States and other nations, including development and housing patterns designed to create sustainable future environments for urban areas. 4 P age
5 Prior to joining the ULI staff, McIlwain founded and served as senior managing director of the American Communities Fund for Fannie Mae in Washington. The American Communities Fund is a venture fund founded by Fannie Mae dedicated to investing in hard-to-finance affordable housing. In this capacity, he was responsible for structuring, underwriting, and closing equity investments in more than $700 million of residential and neighborhood retail developments in lowerincome communities around the country. Before taking that position, he was president and chief executive officer of the Fannie Mae Foundation. Prior to joining Fannie Mae, McIlwain was the managing partner of the Washington law offices of Powell, Goldstein, Frazer, and Murphy, where he represented a broad range of clients in the single-family and multifamily housing areas. McIlwain also served as executive assistant to the Assistant Secretary for Housing/Federal Housing Commissioner at the U.S. Department of Housing and Urban Development. He began his career in housing as assistant director for finance and administration, and deputy director of the Maine State Housing Authority. McIlwain is the immediate past chairman of the Center for Housing Policy and serves on the board of directors of the Community Preservation and Development Corporation, the advisory board of the Greenline Community Development Fund, and the editorial board of the TOD Line the NY & CT Transit-Oriented Development Newsletter. McIlwain is a past president of the National Housing Conference, an umbrella organization in Washington for low-income and affordable housing issues. He is also a past president of the National Housing and Rehabilitation Association. McIlwain received a law degree from New York University, where he worked for the NYU Law Review and was a John Norton Pomeroy Scholar. He received a Bachelor s degree, cum laude, from Princeton University. Cynthia A. Parker is responsible for the overall direction of BRIDGE, as well as its major affiliates such as BUILD, an investment advisor to CalPERS under the California Urban Real Estate Program, and BASS, a licensed life care provider. She joined BRIDGE Housing as President and CEO in February Parker brings over 30 years of diverse and relevant experience to BRIDGE, most recently as Regional President for Mercy Housing and President of Intercommunity Mercy Housing. Prior to her tenure at Mercy, she served as Senior Vice President for Seattle-Northwest Securities, a public finance firm, where she oversaw affordable housing, commercial and public facility real estate financing in five Northwest states. Previously, Parker worked for the City of Seattle, where she established the new Office of Housing, doubled the agency s housing production and managed a $61 million biannual budget. Earlier, she served as the Executive Director of Anchorage Neighborhood Housing Services and General Manager of Portland Student Services. A former President of the National Neighborhood Housing Network and a former director of the Federal Reserve Bank of San Francisco, she has chaired the Sound Families Initiative for the Bill & Melinda Gates Foundation. She currently serves as a director of the National Affordable Housing Trust, the Federal Home Loan Bank of Seattle, Housing Partnership Network, Stewards of Affordable Housing for the Future, the One PacificCoast Foundation and the Non-Profit Housing Association of Northern California. Parker is a graduate of Portland State University. Patrick L. Phillips is the Chief Executive Officer of the Urban Land Institute and president of the ULI Foundation. Established in 1936, ULI is a global nonprofit research and education organization with nearly 30,000 members representing all aspects of land use and development disciplines. Its mission is to provide leadership in the responsible use of land and in creating and sustaining thriving communities worldwide. Since taking the chief executive position in 2009, Phillips has overseen an expansion of ULI s global reach, particularly throughout Asia, guiding the Institute s focus on creating thriving communities in rapidly urbanizing countries. Under his leadership, ULI s program of work has grown steadily to encompass a variety of economic, demographic, societal, and environmental issues that are reshaping urban development worldwide in the 21st century. 6 delivery of high-quality services for members around the globe, Phillips guided the restructuring of ULI s district and national council system and worked with ULI s volunteer leadership to overhaul ULI s governance. Phillips has a career in the economic analysis of real estate and land use that spans more than 20 years. Prior to his service at ULI, he was President and Chief Executive Officer of ERA AECOM (formerly Economics Research Associates). In that role, he coordinated all aspects of ERA s organization, strategy, business development, and service delivery. His own consulting practice focused specifically on the intersection of private investment and public policy. Phillips is a frequent speaker on urban development issues and is the author or coauthor of eight books and numerous articles. Dan Reuter, AICP is the manager of the Community Development Division and has been with the Atlanta Regional Commission since This division of ARC is responsible for comprehensive planning duties under the Georgia Planning Act including the Regional Development Plan, review of local Comprehensive Plans, Developments of Regional Impact (DRI) and overall development of regional land use policy. The division manages the Livable Centers Initiative (LCI) program; coordinates the annual Unified Growth Policy Map (UGPM) and forecasts with local planning agencies; regional greenspace and housing planning activities. Reuter serves as Chairman of the ARC Land Use Coordinating Committee (LUCC). Prior to the ARC, Reuter was Director of the Douglas County Planning, Zoning and Building Inspections Departments; Director of the Glynn County-St. Simons Island Planning and Zoning Department, Transportation Planner for the Savannah-Chatham Metropolitan Planning Commission, and Transportation Planner for the Athens-Clarke County Planning Department. Reuter received his Bachelor of Business Administration degree from the University of Georgia, Terry College of Business in 1988 and his Master of Science degree from Georgia State University in Reuter is a member of the American Institute of Certified Planners (AICP). Jonathan F.P. Rose s business, public policy and not-for-profit work all focus on creating a more environmentally, socially and economically responsible world. In 1989, Rose founded Jonathan Rose Companies LLC, a multi-disciplinary real estate development, planning, consulting and investment firm, as a leading green urban solutions provider. The firm currently manages over $1.5 billion of work. In 2005, the firm launched the nation s first green transit oriented acquisition and redevelopment fund. The firm s innovative development, planning, investment, new construction, conversion and historic preservation work has won awards from a wide range of notable organizations including: the National Trust for Historic Preservation, the Natural Resources Defense Council, Global Green USA, the Urban Land Institute, the American Planning Association and the American Institute of Architects. Rose is a Trustee of several organizations including: the Urban Land Institute (and was a founding co-chair of its committee on Climate, Energy and Land Use); the Natural Resources Defense Council; and vice chair of Enterprise Community Partners. He serves on the leadership councils of the Yale University School of Forestry and Environmental Studies and the Yale School of Architecture, and chairs the Trust for Public Land s National Real Estate Council. He also chaired the Metropolitan Transit Authority s Blue Ribbon Sustainability Commission, which developed the nation s first green transit plan. Rose also serves on the Board of the Brooklyn Academy of Music (BAM) and is a co-founder of the Garrison Institute with his wife, Diana Rose, where he leads the Climate, Mind and Behavior program. He is a member of the ULI Terwilliger Center National Advisory Board. Rose graduated from Yale University in 1974 with a Bachelor of Arts in Psychology and Philosophy, and received a Masters in Regional Planning from the University of Pennsylvania in P age
7 Lynn M. Ross, AICP is the Executive Director of the ULI Terwilliger Center for Housing. Ross joined ULI in 2012 and is responsible for managing the overall strategic direction of the center and the implementation of the center s work program. The Terwilliger Center, established in 2007 by former ULI Chairman J. Ronald Terwilliger, chairman emeritus of Trammell Crow Residential, seeks to integrate ULI s housing efforts into a coherent program of work that furthers the development of mixed-income, mixed-use communities and a full spectrum of housing affordable to all. Most recently, Ross was the Chief Operating Officer for the National Housing Conference (NHC) and the Center for Housing Policy (the Center). As COO, Ross was responsible for overseeing all of the day-to-day to operations of the two interrelated, but separately incorporated, organizations. Ross joined NHC and the Center in 2007 as the Director of State and Local Initiatives. In that capacity she was responsible for developing and executing the education, outreach, and technical assistance strategies directed at helping to strengthen housing policies at the state and local levels. Prior to relocating to Washington, D.C., Ross was with the American Planning Association (APA) in Chicago, IL. She joined APA s research unit in 2002 and later became manager of the Planning Advisory Service. During her tenure at APA, Ross also served as the assistant editor for the inaugural edition of Planning and Urban Design Standards, published by John Wiley & Sons in Ross holds a Masters of Regional Planning from Cornell University and a B.S. in community and regional planning from Iowa State University. Ms. Ross is a certified planner and in 2009 she was honored with the Design Achievement Award from the Iowa State University College of Design. She serves on the national editorial advisory board of Housing Policy Debate and the advisory committee for the National Initiative on Mixed-Income Communities (NIMC). Calvin Schnure is Vice President, Research and Industry Information, and joined NAREIT in March He analyzes developments in the macro economy and their impact on REITs and commercial property markets, and on financial returns to REITs. He monitors performance of mortgage REITs and conditions in the U.S. mortgage market. He also conducts original research on REITs stock market returns and economic fundamentals. Schnure began his professional career in the early 1990s as Economist at the Federal Reserve Board. While at the Fed he analyzed the non-bank financial sectors for the Flow of Funds Accounts, corporate profits and commercial paper markets in the Capital Markets group, and also analyzed business fixed investment, including capital spending on nonresidential structures, for the Fed s economic forecast. Subsequently he was Vice President for US Economics at JPMorganChase, where he analyzed and forecast economic and financial market conditions, and advised senior management and clients. He was Senior Economist at the International Monetary Fund from 2002 through 2006, and Director of Economic Analysis at Freddie Mac from 2006 through Schnure earned a B.A. in Economics from Williams College, a Master of Arts in Law and Diplomacy from the Fletcher School at Tufts University, and a Ph.D. in Economics from the University of California, Berkeley. Molly Simpson is Program Manager of the ULI Terwilliger Center for Housing. Simpson joined ULI in 2012 and is responsible for developing and implementing educational and research programs related to housing policy and practice, including the Center s publications, webinars, forums, and awards program. Prior to joining ULI, Simpson was a graduate intern at the U.S. Department of Housing and Urban Development for the Office of Sustainable Housing and Communities, where she supported the Sustainable Housing Initiative, focusing on promoting green, healthy, and energy-efficient affordable housing. She has also worked in sustainable and health-based community development as a consultant to federal clients including the U.S. Environmental Protection Agency and U.S. Centers for Disease Control and Prevention. Through her role as a consultant, Simpson provided support for several national convenings and served as coordinator for a national network of environmental health capacity-building grantees. 7 P age
8 Simpson is currently pursuing a Master s degree in sustainable urban planning from the George Washington University and holds a Bachelor of Arts in environmental studies with concentrations in political studies and economics from Bard College. J. Ronald (Ron) Terwilliger is Chairman Emeritus of Trammell Crow Residential, a national residential real estate company. He is an honor graduate of the United States Naval Academy and received his MBA degree from the Harvard Graduate School of Business. Terwilliger is past Chairman of the Urban Land Institute and is Chairman Emeritus of the Wharton Real Estate Center. He currently serves as Chairman of the Board of Directors of the I Have A Dream Foundation, is Chairman of Enterprise Community Partners and Enterprise Community Investments, and additionally chairs Habitat s $4 billion World of Hope Global Capital Campaign. Philanthropically, Terwilliger made a $5 million gift to establish the ULI Terwilliger Center for Housing, and a $5 million gift to Enterprise Community Partners, creating the Enterprise Terwilliger Fund, which aims to create 2,000 affordable homes annually. His $100 million legacy gift to Habitat for Humanity International will help 60,000 families worldwide access improved housing conditions. In 2013,Terwilliger was selected as the J.C. Nichols Prize for Visionaries in Urban Development, the highest honor of the Urban Land Institute. Harriet Tregoning is the Director of the Washington, DC Office of Planning, where she works to make DC a walkable, bikeable, eminently livable, globally competitive and sustainable city. Prior to this she was the director of the Governors Institute on Community Design and co-founder, with former Maryland Governor Glendening, and executive director of the Smart Growth Leadership Institute. Tregoning developed her expertise in state level action in the State of Maryland where she served Governor Glendening as both Secretary of Planning and then as the nation's first state-level Cabinet Secretary for Smart Growth. Prior to her tenure in Maryland state government, Tregoning was the director of Development, Community and Environment at the United States Environmental Protection Agency.
