2 THE UNITED STATES-AUSTRALIAN DIALOGUE ON ENERGY EFFICIENCY IS PRODUCED BY: WELCOME FROM THE EVENT HOSTS The Australian Government and the Precourt Energy Efficiency Center welcome you to today s dialogue to bring together energy efficiency experts from the United States and Australia to share and collaborate on the respective strengths and similarities that the countries have to offer. PRESENTING SPONSOR SUPPORTING SPONSORS Australia, already the driest inhabited continent on earth, is particularly vulnerable to the effects of climate change. California shares these challenges. Both are committed to supporting global efforts to reduce carbon emissions and have been active in pursuing improvements in energy efficiency. Both Australia and California have legislated climate change regimes that will provide rewards and support for energy efficiency through, amongst other things, the establishment of carbon pricing schemes. These developments provide important incentives for researchers, government and business from Australia and California to share experiences and to work collaboratively to achieve energy efficiency improvements. We would like to thank all of the speakers on today s program for generously sharing their time with us. Their credentials speak for themselves and we are confident that we will all benefit from the exchange that takes place. We hope that this dialogue will lead to the testing of new ideas in both Australia and the United States and that greater collaboration between our two countries will follow. Now in its ninth year, Australia Week seeks to strengthen bonds between Australia and the United States and to open doors in the United States for Australians in trade and investment, science and innovation, education, tourism and entertainment. Since 2004, the annual G Day USA program has successfully tapped into the depth of the Australia-United States relationship to shape perceptions of Australia in America and to strengthen bonds between our two countries. Perry is a senior fellow at The Freeman-Spogli Institute for International Studies at Stanford University and serves as co-director of the Nuclear Risk Reduction initiative and the Preventive Defense Project. PAVING THE WAY FOR AUSTRALIA-US RELATIONS Since opening our doors in 2008, the United States Studies Centre at the University of Sydney has taken significant strides towards increasing the understanding of the United States in Australia. Through our one-of-a-kind educational programs and cutting-edge think tank research, the Centre is leading the way in the study of the US outside America and building bridges between the two countries. He was co-director of CISAC from 1988 to 1993, during which time he was also a professor at Stanford University. He was a part-time lecturer in the Department of Mathematics at Santa Clara University from 1971 to Perry was the 19th Secretary of Defense for the United States, serving from February 1994 to January He is on the board of directors of LGS Bell Labs Innovations and several emerging high-tech companies. His previous business experience includes serving as a laboratory director for General Telephone and Electronics ( ); founder and president of ESL Inc. ( ); executive vice-president of Hambrecht & Quist Inc. ( ); and founder and chairman of Technology Strategies & Alliances ( ). The Honorable Robert M. Hill Adjunct Professor in Sustainability, United States Studies Centre, University of Sydney Educated at the University of Adelaide and the University of London in law and international relations, Prof. Robert M. Hill practiced as a barrister and solicitor in South Australia for 10 years before serving the Australian senate in South Australia from 1981 until During that period, Hill served as a senator, a Leader of the Opposition in the senate, a Leader of the Government in the senate, Minister for the Environment and Minister for Defense. In 2006, Hill was appointed Permanent Representative and Ambassador for Australia to the United Nations in New York. He served until 2009 after which he established the Dow Sustainability Program at the United States Studies Centre where he is Convenor. Hill is also co-director of the new Alliance 21 program at the Centre. He is chair of Low Carbon Australia Ltd, an investor in energy efficiency financial services in the built environment. He is also designated chair of a new Cooperative Research Centre, Low Carbon Communities, which will lead research in Australia in the same field for the next seven years. 4 5 AusWeek12_Energy.indd 4-5

5 Dr. Carrie Armel Research Associate, Behavior & Energy Cluster Precourt Institute for Energy Efficiency, Stanford University Dr. Carrie Armel investigates the diverse ways in which an understanding of human behavior can lead to improvements in energy efficiency at Stanford s Precourt Institute for Energy Efficiency (PIEE). For example, the application of behavioral principles can produce significant energy reductions through interventions implemented at the policy, technology, built environment, media/marketing, and organizational/ community levels. Armel co-chairs the Behavior, Energy and Climate Change Conference; oversees Precourt Institute s Behavior and Energy Bibliographic database and website; and teaches courses on behavior and energy at Stanford. Armel holds a Ph.D. in cognitive neuroscience from the University of California at San Diego, and postdoctoral work in neuro-economics at Stanford. Professor Howard Bamsey Adjunct Professor of Climate Change and Energy Security, United States Studies Centre and Adjunct Professor in the Climate Change Institute, Australian National University In addition to his professorships, Howard Bamsey is affiliated with the Centre for Climate Economics and Policy at the Australian National University and is special adviser on Sustainable Development to the Department of Foreign Affairs and Trade. Until recently he was Australia s special envoy on climate change and a deputy secretary in the Department of Climate Change and Energy Efficiency. Bamsey was former head of the central Australian government agency on climate change, the Australian Greenhouse Office. In 2006 and 2007 he co-chaired the United Nations Dialogue on Long-term Cooperative Action on Climate Change. Ralph Cavanagh Senior Attorney and Co-Director, Energy Program Natural Resources Defense Council (NRDC) Ralph Cavanagh joined the NRDC in Cavanagh has also been a visiting professor of law at Stanford University and UC Berkeley. From , he served as a member of the U.S. Secretary of Energy s Advisory Board. His current board memberships include the Bonneville Environmental Foundation, California Clean Energy Fund, Center for Energy Efficiency and Renewable Technologies, Renewable Northwest Project, Northwest Energy Coalition, and Sustainable Energy Advisory Board of Texas-based Energy Future Holdings. Davis President, Chevron Energy Solutions As president, James C. Davis has established Chevron Energy Solutions as one of the nation s leading energy services firms and the first comprehensive energy efficiency and sustainable energy solutions company in the oil industry. He was recognized for his achievements as the Northern California winner of the Ernst & Young Entrepreneur of the Year Award for Social Responsibility in Before joining Chevron Energy Solutions, Davis held executive positions at PG&E Energy Services and Duke Louis/Dreyfus, leading the development of their integrated energy solutions businesses. Davis holds a bachelor s degree in business administration from Ohio State University. Chris De Cure OAM Australian Consul-General, Los Angeles Chris De Cure took up his appointment as Australian Consul-General in Los Angeles in March He is a career officer of the Department of Foreign Affairs and Trade with extensive experience across the range of departmental functions, including our bilateral relationship with the United States. De Cure, has held diverse senior roles in the department covering bilateral and regional relations, trade policy, public affairs and Peter Dickinson Vice President of Operations, Building IQ Peter Dickinson has worked as an entrepreneur and executive in the energy management and commercial property sector for the last 12 years. Most recently, he was the operations manager and group leader of the AECOM Canberra Buildings Services Group. Prior to AECOM, Dickinson was the managing director of LiveDATA, a leading Australian energy monitoring and reporting services business, which he joined as an early corporate programs. He headed the department s Americas Division in De Cure was head of the APEC Task Force in the lead-up to Australia s hosting of the APEC Leaders Meeting in 2007; assistant secretary, APEC Branch; and chair of APEC s Committee on Trade and Investment. He holds a Bachelor of Economics from Australian National University. employee. 7 Chris Dunstan Research Director, Institute for Sustainable Futures, University of Technology Sydney Chief Executive, Australian Alliance to Save Energy Chris Dunstan has worked in Australian clean energy technology and policy development since He has worked for power utilities, government departments, regulatory agencies and industry associations. Between 1997 and 2004, Dunstan led strategic planning and policy development at the Sustainable Energy Development Authority of NSW (SEDA). He was instrumental in the development of the NSW Michel Gelobter Chairman and Founder, Cooler, Inc. Cooler s mission is to connect every purchase to a solution for global warming. Before founding Cooler, Michel Gelobter was chief green officer for Hara, the leading enterprise environmental management software startup. Gelobter has worked in energy and climate change for over 25 years. He led Redefining Progress in designing the world s most aggressive climate legislation signed into law in 2006 by then California Governor Arnold Dian M. Grueneich Partner, Morrison & Foerster Greenhouse Gas Abatement Scheme the world s first carbon emissions trading scheme and energy efficiency (White Certificate) trading scheme. He also played a key role in developing Australia s first Demand Management Code of Practice for Electricity Networks and the NSW Government s $200 million Energy Savings Fund. Schwarzenegger. Gelobter has been a Congressional Black Caucus Fellow with the U.S. House of Representatives Energy and Commerce Committee; Director of Environmental Quality for the City of New York and founder and director of the Environmental Policy Program at Columbia University s School of International and Public Affairs. He earned his B.S., M.S. and Ph.D at U.C. Berkeley. Rob Murray-Leach CEO, Energy Efficiency Council Rob Murray-Leach is the CEO of the Energy Efficiency Council, the Australian peak body for energy efficiency and cogeneration. Murray-Leach has worked for over a decade in energy, transport and climate change, and was named the 2011 EcoGen Young Clean Energy Industry Leader. Murray-Leach was previously an author on the Garnaut Climate Change Review and an advisor on the Prime Minister s Task Group on Energy Efficiency. He studied behavior and sustainability at the universities of Oxford and Adelaide and authored chapters in several award-winning books on these topics. Professor Joe Nation Professor of The Practice of Public Policy, Stanford University Joe Nation directs the graduate student practicum in public policy and teaches policy courses on climate change, health care and California state issues. He is also a principal at his own consulting firm, where his clients include RAND, PG&E, Sonoma County Water Agency, North Bay Leadership Council, and others. Nation represented Marin and Southern Sonoma Counties in the California State Assembly from During his tenure, Nation authored 50 bills that were enacted into law. He holds a B.A. in economics, German and French from University of Colorado and a master s in foreign service from Georgetown University. While at Georgetown, Nation worked for both Madeleine Albright and Henry Kissinger. Nation subsequently received a Ph.D. in public policy analysis at the Pardee RAND Graduate School. 10 Dian M. Grueneich is a nationally recognized expert in energy and environmental issues, with more than 33 years experience. Her focus is on energy efficiency, climate change, renewable energy resources, transmission planning and permitting, demand response, and advanced meter infrastructure (smart grid). Prior to joining Morrison & Foerster, Grueneich served as a commissioner on the California Public Utilities Commission (CPUC) from While at the CPUC, Grueneich was the lead commissioner on energy efficiency and demand response. She led groundbreaking development of the 2008 California Long-Term Energy Efficiency Strategic Plan, overseeing a 40% expansion of energy efficiency funding in 2009, which resulted in the current three-year, $3.8 billion energy efficiency program of California investor-owned utilities, the largest program in the United States. She also focused on the adoption of California s net zero energy building goals. Professor James L. Sweeney Director, Precourt Energy Efficiency Center and Professor of Management Science and Engineering, Stanford University Professor James L. Sweeney s professional activities focus on economic policy and analysis, particularly in energy, natural resources, and the environment. He currently is senior fellow of the Stanford Institute for Economic Policy Research; Hoover Institution on War, Revolution and Peace; Freeman Spogli Institute for International Studies; Woods Institute for the Environment; Precourt Institute for Energy. 8 Kath Rowley Director, Climate Policy Initiative (CPI) San Francisco Leon Young CEO, Change2 Kath Rowley analyzes and advises on U.S. climate and energy policy effectiveness. Leon Young started his career at the age of 14 as a computer games developer and distributor in She joined CPI after 20 years in the Australian government, working in policy and regulatory agencies at the state and federal levels. Rowley leads CPI s North America research program. At the Department of Climate Change, Rowley led research and analytic teams advising the Australian government on international climate negotiations, Australia s planned emissions trading scheme, and low emission technology programs. She was a major contributor to a comprehensive report on the potential economic impacts of Australia s proposed emission reduction targets. Rowley holds a cross-disciplinary master s degree in environment and bachelor s degrees in law and science from the University of Melbourne. Professor John P. Weyant Professor of Management Science and Engineering, Director of the Energy Modeling Forum (EMF) and Deputy Director of the Precourt Institute for Energy Efficiency, Stanford University John P. Weyant is also a senior fellow of the Precourt Institute for Energy and the Freeman-Spolgi Institute for International Studies at Stanford. His current research focuses on analysis of global climate change policy options, energy efficiency analysis, energy technology assessment, and models for strategic planning. Weyant has been a convening lead author, lead author and review editor for the Intergovernmental Panel on Climate Change. He has been active in the U.S. debate on climate change policy through the Department of State, Department of Energy, and the Environmental Protection Agency. In the 1990 s he played a pioneering role in web content management and digital marketing, founding Nocode Inc. For most of the last decade Young has devoted his energies to developing ways to use digital media to educate and change real-world behaviors, co-founding one of Australia s most highly awarded digital education NOTES companies, 2and2. A passionate but pragmatic environmentalist, in 2008, Young co-founded Change2, a company dedicated to creating a more sustainable world through improved personal behavior. Change2 is a pioneer in using gamification, digital media, and normative messaging to drive positive environmental behaviors at an individual and community level. Edward Wilkinson Consul, Australian Consulate-General, Los Angeles Ed Wilkinson has been posted in Los Angeles in a policy, advocacy and public diplomacy role since June He has been coordinator for six Australia-US Dialogue policy forums on topics including Energy Policy, Sustainable Cities, Australia and the US in the Asia-Pacific, Energy Efficiency and Green Schools. Prior to joining the government, Wilkinson had an extensive career in events management with projects in Australia, Europe, North America, Asia and Africa.
