PETER HARTLEY George and Cynthia Mitchell Professor of Economics Rice University Keynote Speakers Peter Hartley is the George and Cynthia Mitchell Professor of Economics at Rice University in Houston, Texas. He is also a Rice Scholar of the James A. Baker III Institute for Public Policy at Rice University, where he is affiliated with the Center for Energy Studies. Peter is also currently a visiting Professor at the University of Western Australia in Perth where he holds the BHP Billiton Chair in the Business of Resources. Peter has also held visiting positions at Monash University in Melbourne, Australia, the University of Melbourne, and the Australian National University. Peter is currently President of the International Association for Energy Economics and was President of the US Association for Energy Economics in Peter grew up in rural New South Wales, Australia. He completed an honors degree in mathematics in 1974, and a Masters Degree in Economics in 1977, at the Australian National University. From , he worked for the Priorities Review Staff and the Economic Division of the Prime Minister s Department in the Australian Government. He obtained a Ph.D. in Economics from the University of Chicago in From 1980 to 1986 he was an Assistant Professor of Economics at Princeton University. He moved to Rice University as an Associate Professor of Economics in August 1986 and was promoted to a Full Professor in He was chair of the Department of Economics at Rice from 2000 to 2005 and Academic Director of the Shell Center for Sustainability at Rice from 2007 to His research and publications have covered a number of areas of economics, but he has worked on energy economics issues for more than 30 years and over the last 15 years he has focused solely on energy economics and policy. He has also worked for public policy think tanks and as an advisor to governments and private firms on energy, electricity re-structuring, infrastructure development, and environmental issues.

3 H.B. TRIP DOGGETT President and Chief Executive Officer, Ex Officio Electric Reliability Council of Texas (ERCOT) Keynote Speakers H.B. Trip Doggett was named president and chief executive officer of the Electric Reliability Council of Texas (ERCOT), in May Prior to becoming CEO, Mr. Doggett was interim president/ceo and ERCOT s chief operating officer since June Mr. Doggett has 29 years of experience in the electric power industry, including seven years as an independent consultant in the ERCOT market. He chaired the Texas Nodal Transition Plan Task Force (TPTF) from 2005 to June 2008, and also served as an independent facilitator for the Texas Nodal Team, an ERCOT stakeholder team that developed the ERCOT nodal protocols. Prior to leading the market engagement and readiness team, he was involved in the stakeholder development and implementation of the zonal protocols. Before becoming an independent consultant, Mr. Doggett worked 22 years with Duke Energy in the area of transmission substation engineering and was part of the team that launched the California ISO and PX. Mr. Doggett is a Registered Professional Engineer and earned his bachelor s degree in electrical engineering from the University of North Carolina at Charlotte.

5 Texas Gulf Coast Chapter About Us BRANCHES Brazos Valley Coastal Bend Galveston County Piney Woods The U.S. Green Building Council-Texas Gulf Coast Chapter is a chapter of the U.S. Green Building Council, which is a national non-profit based in Washington, D.C. The Texas Gulf Coast Chapter is a non-profit IRS Section 501(C) corporation organized exclusively to: Accelerate the initiation, development and implementation of market-based green building policies, program technologies, design practices, and operation procedures; To facilitate networking and communication among all interested parties on green building activities in the area served by the chapter as well as coordinate with green building efforts occurring nationwide and cooperating with the USGBC National and promote the USGBC LEED Rating System. The Texas Gulf Coast Chapter collaborates with other organizations and non-profits of like mind to fullfil its mission and is operated by a Board of Directors that represents a cross-section of the Gulf Coast community. The Texas Gulf Coast Chapter provides initiatives, networking opportunities and general education to the public and its members. It hosts regular workshops to prepare professionals for the LEED AP exam and supports building owners who want to certify their buildings.
