Ibrahim Al-Hilal E ngineer Ibrahim Al-Hilal completed his college degree in 1992 at South Tyne Side College, UK in Marine Engineering. He has 30 years of experience mostly in the maritime industry with Saudi Aramco, one of the largest energy companies in the world. The first 15 years were mostly spent offshore. His experience included a couple of years work on a developmental assignment with some of the region s major maritime companies such as the Arab Shipbuilding Yard at Bahrain and Norway Dry dock. His professional experience includes many aspects of mechanical engineering, dealing with the design, maintenance and operation of marine vessels. He has managed various Marine operations units and divisions and was the supervisor of marine quality assurance for a couple of years and another couple of years as supervisor of marine HR & Training. Ibrahim Al-Hilal joined oil spill response team on November 2015, where he was appointed as Saudi Aramco s Regional Oil Spill Response Director for the Arabian Gulf to look after preparedness and response to oil spills and environmental issues related to offshore operations. BAPCO Holds 12th Green School Award Ceremony Upcoming Events RECSO Board and Technical Members Environment Photos and Posters RECSO Contacts C aptain Naser Al Najdi Team Leader of Marine Oil Spill Management in Kuwait Oil Company (KOC) Established on 10th September 2015 at the request of KPC and we have been greatly encouraged by KOC senior management through Hashem Sayed Hashem (CEO) and Hasan Bunain (Deputy CEO - West Kuwait) under Marine Operations Group and to compliment the Marine Oil Spill Management Team the KOC Capt. Naser Al-Najdi Vetting unit joined the MOSM Team on the 13th October KOC MOSM Team is a member in the Regional Clean Sea Organization (RECSO), their prime responsibility is to protect the regional seas and environment from oil pollution emanating from operations, shipping and other related activities of its members in the region. Each member oil company shares the responsibility of ensuring a long-term commitment to the "Clean Gulf" concept. KOC is capable to deal with marine oil spills up to tier 2. For tier 3 marine oil spills KOC would activate the KPC contract with OSRL if further assistance is required and aerial support needed.

2 International / Regional News OPEC Secretary General meets with Russian Prime Minister O PEC Secretary General, HE Mohammad Sanusi Barkindo, met with Dmitry Medvedev, Prime Minister of the Russian Federation, following the conclusion of the Sixth High-level Meeting of the OPEC-Russia Energy Dialogue that was held on 31 May 2017 in Moscow. The meeting with Prime Minister Medvedev, in the presence of HE Alexander Novak, the Minister of Energy of the Russian Federation, took place at the Prime Minister s residence. The Prime Minister welcomed the OPEC Secretary General to Moscow and emphasized the importance of the advancement of the energy dialogue with OPEC in recent years. He also specifically highlighted the consultations that took place during the second half of 2016 and the unprecedented Declaration of Cooperation between OPEC and non-opec producers. The good relations between OPEC and Russia have helped the oil market to recover. Oil Spill Incidents ONE DEAD AND FOUR INJURED AFTER EXPLOSION ON PRODUCT TANKER M ay 14 - The product tanker Ebrahim 1 caught fire after explosion at Al Hamriyah Port in Sharjah, UAE. The accident occurred during offloading of petroleum products and diesel oil, causing death of one crew and serious injury to four workers. The massive explosion on board of the vessel caused serious damages to the tanker Ebrahim 1 breaking into two, which was followed by large fire. During the accident on board there were 21 crew and workers. The fire was reported to local authorities and at the scene arrived firefighters, who succeeded to control the blaze the restricted spreading to the nearby vessels at the port. There was minor oil spill from the troubled tanker, but it was restricted from spreading and the leaks were stopped by hazmat teams and firefighters. FIJI: OIL SPILL CONTAINED AT EARLIEST: BALA M ay 23 The cargo vessel MV Southern Phoenix which sank in the Suva Harbour was highlighted in Parliament yesterday. This is after Opposition Leader, Ro Teimumu Kepa asked if there were measures in place to control any environmental damage caused by the oil spill from the vessel. In response, Minister for Local Government, Housing, Environment, Infrastructure and Transport, Parveen Bala said a team of divers had been deployed by Government to seal off any opening from the fuel tanks. On the day of the incident, he said the Maritime Safety Authority of Fiji, Fiji Ports Corporation Limited and other stakeholders took the responsibility as the first respondents to remove oil around the ship. 2

3 MALAYSIA: OIL TANKER BELIEVED TO HAVE EXPLODED, SIX MISSING J Faharuddin, 35; Muhamad Heri Hernanda, 28; une 15 - All the missing crewmen were Indonesians identified as Akhmad Faharuddin, Raden Abdur Rahem, 31; Rendy Alamanda,28; Sulkifli, 39; and Yohanis Sumari, 35. Malaysian Maritime Enforcement Agency (MMEA) deputy director-general (Operations) Mohd Taha Ibrahim said the tanker, MT Putri Sea, was laden with crude oil and was registered at the Port of Malabo, Equatorial Guinea. The ship is 46.4 metres long and has six crewmen of Indonesian nationals aged between 28 and 39, he said in a statement here today. He said the MMEA received a notification about the missing oil tanker from the Singapore Police Coast Guard (SPCG) at about 5am after the agent failed to contact the ship. USA: 2017 SCIENCE OF OIL SPILLS TRAINING IN SEATTLE J UNE 23, The week of June 19, 2017, OR&R s Emergency Response Division team of oil spill scientists concluded the last of four Science of Oil Spills (SOS) classes planned for fiscal year The Seattle class covered a wide range of spill response topics, as well as a field trip to a Puget Sound shoreline north of Seattle. NOAA thanks Jennifer Leach of the Parks and Recreation Department of the City of Edmonds for supporting this, and past SOS field trips. Classroom exercises demonstrated how viscosity, temperature, sediment permeability and porosity influence oil behavior on shorelines, and how oil disorders feather structure, impairing waterproofing and insulating properties. In addition to these exercises, students learned about the fate and behavior of oil spilled in the environment, oil chemistry and toxicity, how to use Environmental Sensitivity Index (ESI) maps, and gained insight into the complexity of environmental trade-offs associated with response options and cleanup endpoints. Finally, guest lecturers provided information on oil sands and Bakken oils, as well as an overview of the recent risk assessment of the transportation of these materials by rail and sea in Washington. A Penggalang 15 boat from Tanjung Sedili Maritime District was deployed to run a check and arrived at the location at 6.15 am, but no ship was sighted, he said. However, Mohd Taha said there were signs of oil spill around the area. The search and rescue operation to find the missing tanker and its crewmen was launched at pm involving Penggalang 15 boat from Tanjung Sedili, Al-Nilamship from Marine Department and two boats from Johor Port, he added. 4 Technology and Development BAPCO Holds 12 th Green School Award Ceremony B apco held its 12th Green School Award Ceremony to honour winners of the Bapco Green School Award ( ). The ceremony was held at the Bapco Club Awali, under the patronage of the Education Minister HE. Dr. Majid bin Ali Nuaimi, with the presence of Education Undersecretary for Finance & Human Resources Dr. Mohamed Mubarak Juma. Present were Bapco s Deputy Chief Executive (Refining & Marketing) Chairman of EHSC Committee. Mr. Ebrahim Talib, and members of the Management Committee. Also present at the ceremony were key official and guests. BAPCO Holds 12 th Green School Award Ceremony ( ) During the ceremony, Mr. Talib delivered a speech in which he said Bapco takes great pride in continuing this ambitious program which has remarkably succeeded over the past years in launching a number of key environment projects which have greatly contributed to improving the air quality and waste management, in addition to preserving the environment. We are pleased with the outputs of this vital program which is organised annually in collaboration with the Ministry of Education with the aim of encouraging our students to introduce new innovative ideas which can be invested in developing environmental projects in the Kingdom, he said Bapco has realized the need for encouraging the citizens and the youth to take an active role in its environmental projects in order to enhance their awareness and positive participation in its major drives aimed at fostering the protection of environment, Mr.Talib added. 4

5 At the conclusion, Mr. Talib Expressed sincere thanks and appreciation to the Minister of Oil and Chairman of Bapco s Board of Directors HE Shaikh Mohamed bin Khalifa bin Ahmed Al-Khalifa for his limitless support to Bapco s social partnership & environment initiatives which aim at fostering the youth of the kingdom. He also hailed the valued support of HE the Minister of Education, and officials of the Ministry of Education and Supreme Council for Enviroment for their fruitful cooperation with the Bapco. He also thanked judging and organising committee members, hailing their active role in the success of the event and in helping to accomplish the desire goals of the Bapco Green School Awards. Later, the Education Undersecretary for Finance & Human Resources Dr. Mohammed Mubarak juma gave a brief speech in which he conveyed the greetings and good wishes of HE the Minister of Education Dr. Majid bin Al Al-Nuaimi, and his sincere thanks and appreciation to the Minister of Oil He Shaikh Mohamed bin Khalifa bin Ahmed Al-Khalifa for his support to the Education Ministry s initiatives. Mr. Juma congratulated winning and participant schools, and thanked Bapco s Management for its dedicated effort in fostering the Green School Award Program over the past year. This year, The green School Award witnessed the participation of 21 government secondary school which displayed a number of environmental projects and initiatives. Al Jaberiya Secondary School for boys won the first place. While Al Hidaya Al-Khalifa Secondary School for Boys and Al-Noor Secondary School for Girls won second and Third place respectively. Additionally, judging and orgnasing committee members were also awarded at the ceremony for their dedicated efforts in making the Green School Award scheme a success. 5
