After extensive research we determined that Detroit Edison is not a competitive electricity supplier and that Michigan s Electric Choice service program would be a more cost effective alternative for power. We chose to utilize Strategic Energy in order to save approximately $50,000 or 20% annually. Unfortunately, the February 20th, 2004 Interim Order in Case U has virtually eliminated the benefits of Michigan s Electric Choice program and has once again monopolized Detroit Edison s hold on the state s electric power supply. As the manufacturing sector continues to erode within our state, we feel that this action by the further illustrates why businesses continue to migrate to southern states as well as overseas. In addition, the automotive industry is fiercely competitive and in order for us to remain viable, we must have the ability to purchase all manufacturing inputs, such as electricity, at rates equivalent to our out-ofstate and foreign competition. We respectfully request that the reconsider its decision allowing Detroit Edison to increase electric service rates. This increase goes right to my bottom line. I strongly recommend that the MPSC revise its interim order and reduce the RAST + rates so that we can reduce our high electric costs. We chose to lower our energy costs by enrolling in Michigan s Electric Choice program, believing that the rules would not be changed without advance notice. As a result of this order, we will not save the $46,000 on our primary accounts that had been projected, but even worse, our costs will be an estimated $42,700, higher than it would be if we had stayed on the tariff rate. The increased expense for all ofow University facilities is estimated to be in excess of$94,000. At a time when the cost to obtain a college education is subject to public scrutiny it is difficult to understand why the MPSC would deprive the higher education community of an opportunity to reduce operating costs and thereby limit tuition increases. I strongly urge the MPSC to revisit its interim order and reduce the RAST rates so that Madonna University can realize the full savings it anticipated when it chose to enter into the electric purchase agreement. We are a charitable nonprofit with 240 employees and a 38-acre campus in Wayne County. Our operating budgets are extremely tight and we must find savings wherever we can. Last summer we entered an agreement with Strategic Energy that should have reduced our annual $1 13,000 electricity cost by 30%. To date we have realized almost none of the anticipated savings due to the incredible stalling tactics of DTE to actually implement the change of suppliers. Now, with the enactment of the interim order in case U we will realize at best only half of the projected savings. The Electric Choice program was supposed to reduce the cost of electricity in Michigan and make us more competitive with our neighboring states. Governor Granholm and other elements of our state government are working hard to attract and retain jobs in Michigan. DTE's rates are not competitive, not good for business, not good for jobs and not good for Michigan. We strongly urge you to reconsider your recent action and to implement a rate structure that is good for Michigan, its citizens and its businesses.
