1 Courthouse Emmetsburg Iowa November 24th, 2015, 8:00 a.m. The Palo Alto County Board of Supervisors met in regular session. Members present: Craig Merrill, Chair; Linus Solberg, Ron Graettinger, Keith Wirtz and Ed Noonan. Present: Peter Hart, County Attorney. Unless otherwise indicated, all of the motions offered at this meeting were carried with the following vote: Ayes: Noonan, Wirtz, Graettinger, Solberg, Merrill. Nays: None. Abstentions: None. Motion by Graettinger, seconded by Solberg to approve the agenda for November 24th, Motion carried. Motion by Wirtz, seconded by Solberg to approve the minutes of November 17 th, Motion carried. Maureen Sandberg, CPC, met with the Board. The Board received copies of the regional governance board meeting minutes and information on regional levies by counties for FY16. Ron Graettinger presented the Board members with a letter from Upper Des Moines regarding Outreach and General Relief Worker. Walter Davis-Oeth, County Engineer, met with the Board. The Board Chairman signed the Ruthven Coop fuel contract approved on November 17 th, Walter reviewed and presented the bridge embargo resolution for approval. Motion by Solberg, seconded by Noonan to introduce and approve the Bridge Embargo Resolution # Ayes: Noonan, Wirtz, Graettinger, Solberg, Merrill. Nays: None. Resolution Passed. BRIDGE EMBARGO RESOLUTION # WHEREAS: The Board of Supervisors is empowered under the authority of Sections (8), and to to prohibit the operation of vehicles or impose limitations as to the weight thereof on designated highways or highway structures under their jurisdiction, and WHEREAS: The County Engineer has completed the structure inventory and appraisal of certain county bridges, in accordance with the National Bridge Inspection Standards, and has determined that these bridges are inadequate for two-lane legal loads at allowable operating stress. Walter and the Board discussed road conditions following the first snow of the season. Motion by Noonan, seconded by Wirtz to approve parcel acquisition contracts as follows: Parcel #18 Leonard E. Anliker & Helen C. Anliker; Parcel #31 Byron L. Anliker; Amended Parcel #25 Douglas A. Bleckwenn; Parcel #26 Country Nest Corporation. Motion Carried. David Kirk, Ruthven City Mayor, and Mike Toadloader, Ruthven Street Department, met with the Board and discussed repairs made on West Street. David requested payment from the county for repairs made on West Street per 28E Agreement. David requested a plan for FY17 for repairs on Old Hwy 18. Motion by Noonan, seconded by Wirtz to approve payment to the City of Ruthven for $7, for repairs on West Street under 28E Agreement. Motion Carried. Valerie Newhouse, Iowa Lakes Community College President, and Jane Campbell, Executive Director of Marketing, and Robert L Heureux, Vice President of Administration, met with the Board and provided information for the proposed bond referendum to be held on February 2, Donell Doering, Co-Executive Director, met with the Board and presented the annual report for July 1, 2014 to June 30, 2015, for Elderbridge Agency on Aging. Donell made a request for the FY17 match fund request of $7,193. Joe Neary, Zoning, and members of the Palo Alto County Planning & Zoning Commission met with the Board. Present: Emmett Currans, Mike Brown, Dean Gunderson, Julie Bargman. Also present: Dennis & Tony Meyer of Steier Ag Aviation. An informational meeting for landowners and tenants on proposed wind turbines was discussed. The Board of Supervisors and Zoning Commission will hold a public informational meeting. Dan Opheim met with the Board and thanked the Board and Joe Neary for the cleanout on Drainage District South 15.

4 Motion by Wirtz, seconded by Noonan to approve West Bend Golf & Country Club Class C liquor license, Outdoor Service, and Sunday Sales. Absent: Graettinger. Motion Carried. Motion by Noonan, seconded by Wirtz to approve Lakeland E-Z Stoppe Inc Class C beer permit and Sunday Sales. Absent: Graettinger. Motion Carried.
