4 Jeff Baize, SUMMIT Chairperson, CEO, Founder Brookhurst Development Corporation Mr. Baize has been involved with over half a billion dollars of successful P3 developments and is known as a foremost authority on the various methods for P3 delivery. His expertise has been called upon to assist the Governor on P3 legislation, testify to the California Senate and Assembly on pending P3 bills, and assist various local and state government agencies on P3 matters. He has authored numerous articles and co-authored two books on related topics. He received his Bachelor of Architecture and MBA from University of Texas, where he also taught finance and real estate development. Ken Harms, Vice President, Business Development Kitchell CEM Ken has 30+ years of experience in the construction industry. He has focused his career in the public sector, and has been instrumental in the development of alternative delivery methods throughout California and Arizona. He has provided professional guidance on CMAR to AOC, the CSU system, University of California, Davis, and numerous K 12 and community college districts. Ken has also been a guest lecturer on CMAR at Arizona State University and California State University, Chico. Jay L. Jefferson, Construction Manager Office of the Chancellor, California State University Jay has 30 years of building experience, a majority in the California State University system, in the Chancellor s Office and on various campuses. Jay has worked on multiple CM@Risk projects using IPD and Lean principles such as design-build and design-assist subcontracting, Building Information Modeling (BIM), value management, collaboration and partnering. Jay uses these principles to manage projects at California Maritime Academy, and supports other of the 23 CSU campuses, as needed, from the system-wide office. Jay has an M.S in Engineering Management and B.S in Construction Management, and teaches courses for the Project Management Certificate program at CSU Dominguez Hills. Selene Lenox, Vice President Gilbane Building Company With 17+ years public and private experience, Selene is a client advocate in Education (K-14 / University), Government/Civic, Criminal Justice and Corporate/ Commercial sectors. By supporting clients, building strategic alliances and leading the business development process for Gilbane, Selene brings a deep knowledge of alternative delivery methods - particularly CM at Risk - helping guide public clients to fully exercise, and benefit from, alternatives to traditional delivery. Results include adoption of alternative project delivery in California's community college environment where she is involved in six programs; and implementation of IPD principles and LEAN practices in the California State University system.
5 Wayne Lindholm, Executive Vice President Hensel Phelps Mr. Lindholm is Executive VP and a major stockholder in employee-owned Hensel Phelps Construction Co., establishing policies and strategies to allow for growth, while ensuring the highest levels of safety, quality and service they value are maintained. He provides leadership and technical expertise to ensure corporate resources are available to meet client expectations and complete projects successfully. Wayne holds a B.S. in Industrial Construction Management. He began as a field engineer and developed comprehensive industry experience and expertise rising through the ranks. Kirk Rose, AIA, DBIA, Managing Principal HMC Architects With 25+ years of experience, Kirk specializes in planning and design of healthcare facilities, science, education, and large public projects. He consistently delivers complex project types cost-effectively and on schedule. He is skilled in a variety of innovative delivery approaches - including Design-Build and CM at-risk - as well as project management, budgeting and scheduling, code research/analysis, consultant management, and quality control and facilitation of jurisdictional approvals to aid project development. He is principal in charge of the Martin Luther King, Jr., Medical Center project, and led projects at Loma Linda Medical Center, Providence Health Services, and Saint John s Health Center. Stuart Marks, Senior Vice President Plenary Group USA (a P3 leader with $10.5 billion+ in projects) Stuart has 15+ years of project finance and P3 experience in Australia, UK, Canada and USA. He has successfully led and managed bidding consortia from initial teaming through financial close under various risk allocation approaches (including availability payment and revenue risk concessions) in both social infrastructure and civil transportation sectors. Stuart worked for a number of infrastructure investment funds and developers, including InfraRed Capital Partners, Meridiam Infrastructure (USA) and ABN AMRO s Infrastructure Capital Group (AUS). He played a key role in Presidio Parkway, Long Beach Court House and the Port of Miami Tunnel. Stephen Reinstein, CEO Long Beach Judicial Partners, LLC (Meridiam s Infrastructures project co.) With 30+ years commercial real estate experience, Stephen has been instrumental in financing or implementing innovative development projects for Metropolitan Life, Homart Development, and Howard Hughes Corporation. LBJP signed a long-term contract with California Judicial Council, to finance, design, build, operate, and maintain a new 545,000 SF courthouse in Long Beach. It represents the first equity-based, availability-pay, social infrastructure Public-Private Partnership project to reach financial close in the U. S. He earned a BA from Duke University, Master of City Planning from Harvard s Graduate School of Design, and MBA from Northwestern s Kellogg School.
6 Dan Feitelberg, Vice Chancellor, Planning & Budget, University of California System Daniel joined University of California, Merced, Dec to establish a new Division of Planning and Budget. With 13 years of investment banking experience, he brings significant experience raising debt capital for government clients in high-grade taxable and tax-exempt markets. He headed J.P. Morgan's western region surface transportation business, and worked on $100 billion+ in projects for transportation, energy, water, education and healthcare; plus operational funding and capital projects for state and local governments. He graduated cum laude from the UC, Davis, with degrees in Political Science and Managerial Economics. Kome Ajise, Deputy Director California Dept. of Transportation Kome began his Caltrans career in District 6 (Fresno), serving at District and HQ offices. After three years as North Region Environmental Division Chief, he was appointed Director of District 10 (Stockton) which covers the central Sierras, including four trans-sierra mountain passes, and northern San Joaquin Valley, a goods movement gateway from the valley into the Bay Area and north. He is now at Caltrans Headquarters. He earned a B.S. in Geography and Regional Planning from the University of Benin, Nigeria, and M.S. in City and Regional Planning from CSU Fresno. Praful M. Kulkarni, President & CEO gkkworks Praful earned a scholarship to prestigious Indian Institute of Technology, where he earned a BS in Architecture. On a Rockefeller Foundation scholarship, he earned his master s in Architecture from the Illinois Institute of Technology. Based on his MBA thesis at Pepperdine University, he founded gkkworks on the master builder approach, providing customized solutions through a process encouraging collaboration of architects and constructors to deliver superior projects. Recent notable design-build projects include: Pierce College Maintenance & Operations, LA County Los Padrinos Juvenile Hall, Pomona Valley Hospital Medical Center Outpatient Pavilion, and construction management of Harbor/UCLA Medical Center. Brian Boudreau, Executive Director of Project Mgmt. Los Angeles County Metropolitan Transportation Authority Brian has 32 years of experience in public agency transportation management working across multiple departments including transit project delivery, project controls, funding, and financial planning. He currently manages the Program Management Department and is instrumental in establishing agency best practices to expediting project delivery of the $36 billion Measure R program. Design Build has become the predominate method of project delivery at LACMTA and Brian will describe the reasons for selecting that delivery method and the results to date.
7 Jacob Williams, Associate Director Los Angeles County To reduce risk of delays, cost increases, claims and litigation for ongoing capital programs, Jacob initiated and facilitated transition of Los Angeles County s Capital Projects from low-bid to collaborative design-build delivery, strategically improving and enhancing timely, on-budget delivery. He supervised the County s $1 billion LAC-USC Medical Center capital project. He is a California licensed Architect with 25+ years professional experience in design, project management, planning and administration of capital projects; and development and implementation of policies and procedures for timely, in-budget delivery of a wide array of capital projects. David Umstot P.E., President Project and Facilities Solutions, LLC With 28 years of leadership experience in private and public construction program and facilities management, David has delivered $2 billion+ in Higher Ed, K-12, healthcare, and industrial facilities, as builder and public owner. As Vice Chancellor of Facilities Management for San Diego Community CCD, he managed 17 million+ s. f. of facilities. He is a recognized state and national leader in innovative project delivery management, sustainability, facilities management and lean enterprise practices. He serves on boards of: CA Community College Facility Coalition; DBIA Western Pacific Region; Lean Construction Institute, San Diego Community of Practice; and SDSU College of Extended Studies Lean Enterprise Advisory Board. Dan Dolinar, Executive Vice President, COO Rudolph & Sletten, Inc. Dan started in construction 40 years ago as a carpenter, and has worked as an estimator, superintendent, project engineer, and project manager. Now, he works closely with owners and the project team to ensure all project goals for schedule, cost, and quality are achieved, and that the overall performance of the project team meets the client s objectives. During his 16 years with Rudolph and Sletten, Dan has been instrumental in the success of projects such as Money Store Ziggurat in Sacramento, Monterey Bay Aquarium, and Red Hawk Casino. He attended Carnegie-Mellon University and earned his B.S. in Engineering and Psychology. Patrick Krzyzosiak, VDC Director Rudolph & Sletten, Inc. Patrick is a VDC Director for Rudolph & Sletten, and works closely with owners and project design teams to ensure efficiency and effectiveness in VDC and BIM delivery. In short, he works with stakeholders to ensure all project goals for schedule, cost, and quality are achieved. Over the years, Patrick had been involved with multiple BIM projects with owners such as Kaiser Permanente, CSU, UCSD, AOC, and UCSF. Patrick has worked for Rudolph and Sletten for 8 years, and holds a M.S, in Project Management and a B.S. in Computer Engineering from UC Davis.
8 Eduardo Macagno, Professor, Cell Development & Biology University of California, San Diego Eduardo received his Ph.D. in Physics in 1968, from Columbia University, where he was on the faculty and central administration He joined the faculty of the UCSD Division of Biological Sciences as Founding Dean in His work in Neuroscience extends from studies of circuit formation in the early brain, to a current interest in the application of Virtual Reality environments to monitoring and diagnosing the effects of neurodegenerative diseases on human orientation and way finding. He is Board Member and Past President of Academy of Neuroscience for Architecture (ANFA). He is researching application of new knowledge about brain function to the design of the built environment. Andrew C. Beall, PhD, CEO, CTO WorldViz Andrew earned his PhD. in cognitive psychology at University of California, Santa Barbara. In 2002, he helped found WorIdViz, a global virtual reality software and hardware provider. His vision has helped the company become a leading turnkey interactive virtual reality solution provider for Fortune 500 industrial customers and public agencies. Dr. Beall also co-directs the UCSB Department of Psychology s Research Center for Virtual Environments and Behavior. His research interests include visual psychophysics, collaborative virtual environments, and advanced displays and controls. He has developed extensive tools for conducting behavioral research using immersive virtual environment technology. Jason Halaby, Designer & BIM Director WRNS Studio Jason has 13 years of experience in architecture design with a strong background in Building Information Modeling (BIM) and parametric design. Prior to joining WRNS Studio, he was a designer at DeStefano Partners, where he was an early adopter of BIM technology for design and simulation of highrise residential and mixed-use developments in downtown Los Angeles. His recent projects include a UCSF faculty research building in Mission Bay and a new Adobe campus in Utah.
