1 SOUTHAMPTON COUNTY BOARD OF SUPERVISORS Regular Session i November 23, APPOINTMENTS A. INDUSTRIAL DEVELOPMENT AUTHORITY On December 31, the terms of two members of our Industrial Development Authority will expire: 1) Mr. Eppa Gray (representing the Franklin District); and 2) Mr. Ash Cutchin (representing the Jerusalem District). Both of these men have been active members and are eligible for reappointment. ACTION REQUIRED: Supervisor(s) Porter and Edwards should be prepared to make recommendations regarding these appointments no later than the December 21 meeting. B. WESTERN TIDEWATER COMMUNITY SERVICES BOARD On December 31, Mrs. June Steele will have completed her third 3-year term on the Western Tidewater Community Services Board (WTCSB). In accordance with of the Code of Virginia, she is not eligible for reappointment. The WTCSB serves the Cities of Franklin and Suffolk and the Counties of Isle of Wight and Southampton, and is the single point of entry for access to mental health services, support for intellectual disabilities, and services for a substance use disorders. It is governed by a 12 member board of directors, with three citizen representatives from each community. The board is tasked with evaluating community needs and planning programs to meet these needs. Historically, one of our representatives has always been a member of our accounting staff. Accordingly, I d like to recommend Ms. Cindy Edwards, our Staff Accountant, to succeed Ms. Steele on the WTCSB Board. MOTION REQUIRED: If the Board is so inclined, a motion is required to appoint Ms. Cindy Edwards to a 3-uear term, beginning January 1, 2016 and ending December 31, 2018.

However, after a one-year period has elapsed since the end of the member's last three-year term, the governing body may reappoint that member".
