1 EXECUTIVE COMMITTEE REVIEW September 16, 2015 DISCUSSION: A. Vision 2020 presentation to the Joint Committee on the Public Schools President Fletcher, Judith Rattner (Vision 2020 Co Chair), Executive Director Bozza & Government Affairs Director Melanie Schulz presented the NJASA Vision 2020 to the members of the Joint Committee on the Public Schools following the meeting. ACTION ITEM: A. Appointment of Judith Rattner as Interim NJASA Officer President Elect, Antoinette Rath, has retired from her role as Superintendent in the Mt. Laurel Public Schools and moved to Pennsylvania. The NJASA officers recommended that Past President Judith Rattner be appointed as interim officer for the school year. Mrs. Rattner will not continue in office beyond June On July 1, 2016 Scott McCartney will become NJASA President, Michael Kuchar will become President Elect. The NJASA nomination committee will select candidates to recommend for the positions of Treasurer and Secretary for school year. A unanimous motion was passed to appoint Ms. Judith Rattner to serve as Interim President Elect. INFORMATION ITEMS: A. School Security Task Force Law Enforcement Memorandum of Agreement Dr. Mark Stanwood reported on the updated Law Enforcement MOA which was issued in the September 1 st DOE Broadcast. There is a dedicated webpage and guidance available on the DOE website ( Dr. Stanwood recommended that school superintendents review the new agreement and highlighted a number of changes from the previous document. He noted that the DOE is looking for improved awareness by principals and participation of school liaisons with training along side of law enforcement. Also, the DOE is looking to replace the decades old EVVRS to reflect new definitions and alignment.

With networking, support and professional development, NJASA wants to create a clear pathway for women to engage, encourage, and inspire one another. Legislative Update Director of Government Relations, Melanie Schulz, reported on the following legislative activity: The Senate Education Committee will be holding a hearing on Monday, September 21 to discuss Pre K and full day kindergartens. NJASA has been invited to participate. Dr. Rocco Tomazic and Ms. Schulz have been invited to speak at this hearing. Over the summer, Dr. Bozza and NJASA President, Patrick Fletcher, met with Assembly Education Committee Chairman, Patrick Diegnan. At this meeting, issues of mutual interest were discussed and NJASA had an opportunity to have quality time with this leader. A similar meeting is being set up with Senate Education Committee Chair, M. Teresa Ruiz. It is hoped that this will become an annual meeting with these legislative leaders. Ms. Schulz invited everyone to attend the October Legislative Committee meeting to be held on October 27 th in Atlantic City. Assemblyman Troy Singleton of the 7 th Legislative District and Vice Chair of the Assembly Education Committee has graciously accepted NJASA s invitation to speak. Ms. Schulz also described what would be taking place at the Joint Committee on the Public Schools meeting which will follow the Executive Committee meeting and at which time NJASA will present Vision 2020, and also thanked Dr. Bozza, President Patrick Fletcher and Ms. Judith Rattner for their help and support in preparing for this appearance. H. Professional Development Update NJASA Director of Professional Development, Frank Borelli, provided the following update.

5 The NJASA Professional Development One Day Seminars for can be accessed on the NJASA website. 240 are registered for the NJPSA/FEA NJ Leadership Academy 5 Cohorts. Mr. Borelli encourages members with 5 + years experience to consider becoming a mentor. The New Superintendents Academy kicks off the year with Commissioner Hespe addressing the group. Mr. Borelli reminded members the deadline to submit a Techspo proposal is October 2 nd. I. Executive Director Bozza requested that EC members remind their counterparts of the requirement to file tenure charges for those educators who received two consecutive ratings of ineffective or receive an initial partially effective then an ineffective rating in the second year. J. Mentoring Update Mark Stanwood, Coordinator, CSA Mentoring Program, provided the following update. The effort to improve the mentoring of those seeking the Chief School Administrator certificate began nearly three years ago. The DOE issued a Request for Qualifications to conduct the mentoring programs for the CSA and Principal certificates. NJASA was the sole qualifier for CSA mentoring and NJPSA was the sole qualifier for Principal mentoring. The updated program began in July with key changes taking effect with new enrollees. Residents no longer select their mentor on the open market. They are provided with a choice of three mentors based on a matching of factors between candidate and mentor including district size, type and configuration. Participation in the New Superintendents Academy is a requirement of the certification process. Dr. Stanwood is working with DOE personnel to develop an updated guidance document for mentors and residents. The new program will include feedback from mentors and residents to inform NJASA about fidelity in implementation to the new design and framework for mentoring. He requested that members share with him suggestions or concerns that are voiced about the new program. K. Membership Update A membership update was provided at the meeting. As of September 10, 2015 our membership stands at 685 members.

Techspo 2016 January 28 29, 2016 Travel Regulations Waiver Approved Techspo is scheduled for January 28 29, 2016, at Harrah s Marina Conference Center in Atlantic City, and a waiver of the travel regulations has been approved. NJASA has secured a waiver of the travel regulations to approve district reimbursement for overnight stay for those traveling in excess of 50 miles for Thursday, January 28, M. NJASA Spring Conference Caesars Atlantic City May 11 13, 2016 The Annual Spring Conference will be held on Wednesday, May 11 through Friday, May 13, 2016, at Caesars in Atlantic City. A waiver of the travel regulations has been approved by the Commissioner of Education. The New Jersey Association of Pupil Services Administrators will again co sponsor the conference. N. AASA National Conference on Education The National Conference on Education entitled Leading for Excellence will be held February 11 13, 2016, in Phoenix, AZ.
