3 Ngai Fong Deputy Secretary for Food and Health (Health) Food & Health Bureau Mr. Ngai Fong currently holds the position of Deputy Secretary (Health), Food and Health Bureau. This is a senior policy post with responsibilities to oversee the formulation and strategic planning of the implementation of the Voluntary Health Insurance Scheme. He is also responsible for conducting a root-and-branch review on the regulation of private healthcare facilities and healthcare manpower planning and professional development in Hong Kong. Besides, he looks after the policy matters relating to private hospitals, mental health and the development of genetic and genomic services. Prior to joining the Food and Health Bureau, Mr Fong began his career with the Hong Kong SAR Government as an Administrative Officer in His administrative experience is extensive, covering areas relating to social welfare, transport, arts and culture and labour issues through working in various government bureaux and departments. He has also posted to the Hong Kong Economic and Trade Office in London and Singapore respectively. Dr. Ares Leung is the Immediate Past President of Hong Kong College of Obstetricians & Gynaecologists. He is also Chairman of its Professional Development Committee, part of its domain being handling of medical indemnity crisis caused by the mutual fund indemnity provider, and consideration about future medical indemnity scenes in O&G. Dr. Ares Leung Deputy Medical Director Union Hospital He is a member of the Management Board, a member of Medical Advisory Committee, the Deputy Medical Director of Union Hospital and Person Responsible of Union & TST Reproductive Medicine Centres. He is also the Chairman of the Subvented Services Governing Committee, and a Board member of the Haven of Hope Christian Service. Dr. Leung is an Honorary Clinical Associate Professor of both the HKU and the CUHK. He served the Education & Accreditation Committee of the HK Medical Council for 6 years, and contributed to specialist registration in Hong Kong. He contributed to construction and application of packaged payment schemes in the private sector of over 15 years. He was the first and still only person to ceiling hospital payment of obstetric & neonatal clients in thousands of consecutive cases. Furthermore, a product MPI, under broker Aon and insurer Allied World Syndicate 2232 in the Lloyds Market, was launched in mid Dr Leung was instrumental in product design, dissemination of information, as well support to doctors. In 4 months, more than half of practicing private obstetricians in HK changed over to the new scheme. Dr. Leung has founded several big specialist group practices. His first establishment, Prestige Medical Centre, is now the biggest private Ob-gyn private group in HK, with more than a dozen specialists. He has other groups in Paediatrics, Surgery, and Medicine. Dr. Hong Fung is Executive Director and Chief Executive Officer of the CUHK Medical Centre (CUHKMC), and Honorary Professor at the Jockey Club School of Public Health & Primary Care (JCSPHPC), the Chinese University of Hong Kong (CUHK). He joined CUHK in 2014 as Executive Director of CUHKMC and Professor of Practice in Health Services Management at JCSPHPC. He was Co-director of the Master of Science in Health Services Management Program and Health System Leadership Program 2017 at JCSPHPC. Dr. Hong Fung, JP Deputy Executive Director and Chief Executive Officer CUHK Medical Centre (CUHKMC) Before he joined CUHK, Dr Fung was Cluster Chief Executive of the New Territories East Cluster and Hospital Chief Executive of the Prince of Wales Hospital at the Hospital Authority (HA) from 2002 to 2013, overseeing the management and operations of 7 public hospitals. Prior to that, he worked in the HA Head Office and was responsible for the planning and development of the public hospital services and facilities for over a decade. He spearheaded the development of HA s Clinical Management System and electronic patient records. On the professional side, Dr Fung was the Chief Censor ( ) and President ( ) of the Hong Kong College of Community Medicine. Dr Fung is well recognized for his expertise in medical leadership, health planning, health informatics and health services management.

4 Dr. Nelson Wong is the Chief Executive of Dr Vio & Partners, a managed care network. He is a University of London graduate and a member of the Royal Colleges of Physicians (UK). He was awarded the FLMI with Distinction in 1987 and had worked as P/T consultant for several major insurers. In 1982, he co-founded AMPG based on an innovative structure and a disruptive business model. He pioneered a unique intranet Point-of-Sale system to facilitate front-line eligibility checking and back-office Electronic Data Interchange in 1998, before e-commerce became fashionable. He tried to retire in 2003, only to be lured out of retirement in 2005 to take the helm at Vio. The IVF firm he manages has attracted investment by WeDoctor. He was the author of a book chapter on Managed Care in the HKU position book on Hong Kong s Health System in He served on the Working Group on Primary Care under the HKSAR Government s HMDAC from He is a Vice-Chairman of the Business and Professionals Federation of Hong Kong. His recent innovation is effective Pharmacy Benefit Management. Mr. Ben Ng is a proposition subject matter expert to provide product and insurtech consultancy service to insurers and brokers. His immediate past role was the Chief Marketing Officer of Chubb Life Hong Kong office, overseeing the branding, marketing, product and corporate communication teams. Set up and drive new digital marketing strategy to promote brand and products through digital media. He Supported FWD to create the new e-commerce channel through new product development, has Extensive experience in product development and portfolio management, which covers all life product lines including saving, annuity, medical and other protection products. Ben Ng Director Coherent Capital Advisors Ben is a steering committee member in the companies to drive new regulation projects, with thoughtful understanding of recent established regulations in HK life insurance industry and also has in-depth understanding of HK insurance market including customer needs, distribution models, regulations, current and future market trends. Ben is a Fellow of Society of Actuaries since 2002 and graduated from University of Hong Kong with major in Actuarial Science. Mr. Man Kit Ip is the Chief Technology & Operations Officer of AIA International Limited. He leads the back-office divisions of AIA Hong Kong and Macau, including Services & Operations, Information Technology and Corporate Services, to drive the achievement of operational excellence and overall business goals. With managerial responsibility for all back-office customer support processes, Mr Ip is tasked with ensuring service excellence and operational effectiveness. He also oversees the Company's technology infrastructure and long-term IT strategy to support business growth as well as a seamless user experience. Man Kit Ip Chief Technology & Operations Officer AIA International Limited Man Kit has more than 30 years of experience in the insurance industry in Hong Kong and China, covering both local and regional operations. He is also the existing Chairman of the Medical Insurance Association of the Hong Kong Federation of Insurance.

5 Ms. Lillian Lam is the Past President & the Director of General Agents and Managers Association of Hong Kong (GAMAHK). Currently, she is the Deputy Convenor of Industry Concern Group (ICG) and member of the Industry Development Steering Committee (IDSC). She is also the member of The Task Force & Discussion Group (The agents) of the Insurance Authority (IA). She is actively involved in all industry issues that relate to the Tied Agency. She is now an Agency Director of FWD Life Insurance Company (Bermuda) Ltd. She has great field experiences in sales and management. She is awarded Elite Agent and Elite Manager in FWD since She is awarded GA- MA International s prestigious Leadership Awards in FLA and IMA since Dr. Jacky Lio joined Coherent Capital Advisors as Medical Specialist in May His main responsibility entails advising on medically related subject matters within CCA s consultancy service. Previously trained as an Acute Physician with National Health Service in United Kingdom, Jacky has 10 years of post-graduate clinical experience, and is well versed in the challenges facing a publicly financed healthcare system. Ms. Flora Shao is the Chief Pricing Actuary of Gen Re Life/Health China. She is responsible for pricing and product research/development for Life & Health business, providing actuarial advice and technical support to Gen Re's clients in China. Before joining Gen Re, Flora worked for a direct life insurance company and a consulting firm on product pricing, actuarial valuation, strategic planning as well as merger & acquisition projects.. - Flora holds a Master's degree in Economics and is a Fellow of the Institute of Actuaries (FIA). His primary focus is on the emerging medical innovation and its impact on the insurance industry. Prior to joining Swiss Re in fall 2017, Stephen was part of the health & protection team in AXA Asia responsible for driving health & protection business in the region. Stephen also had experience working in Singapore as pricing actuary with focus on medical insurance there. - Stephen graduated from the University of Hong Kong with a Bachelor's degree in Actuarial Science and is a Fellow of the Society of Actuaries.

6 Mr. Tuan Miang Chua is Regional General Manager of Gen Re Life/Health Asia overseeing Gen Re's Life/Health business in a region consisting of ASEAN, China, Hong Kong and India. He has over 20 years of experience. Tuan joined Gen Re in 2001 and builds up the business in the China and Hong Kong where he works with many insurance companies to develop various protection and health insurance products. Prior to that, he gained his management, product and actuarial experience in Malaysia, Singapore and Australia. Tuan is a Fellow of the Institute of Actuaries of Australia. Bob was the Asia Pacific CEO of Towers Watson from 2007 to He then built the Hong Kong business of CXA Group, a high profile health insurance startup with an employee benefits platform for employers. Bob is now a Managing Director at Coherent Capital Advisors, a Hong Kong based insurance technology firm best known for the Seasonalife product comparison tool for insurance brokers. Bob is responsible for Coherent s product intelligence business and is currently working closely with a leading insurer on their health strategy for Asia. - - Bob qualified as an actuary in 1991 and has a First Class Honours degree in Mathematics from Oxford University. Maria Gil Regional Director AXA Ms. Maria Gil serves as the Director of the Strategic Development Office for AXA Asian Markets, responsible for customer experience, innovation and health and wellbeing across Hong Kong, China, Japan, Philippines, Korea, Thailand, and Indonesia. Before joining AXA, Maria worked for a leading growth strategy consultancy developing customer experience, employee engagement and brand and marketing strategies. Maria has advised some of the world s most well-respected organizations across the healthcare value chain, including Pfizer, Teva, Mayo Clinic, MD Anderson Cancer Center, MetLife and Cigna, along with leaders across industries such as P&G, Visa, and HP prior to joining AXA. She has been published in a variety of publications and has been both a moderator and speaker at Medicine 2.0, The Product Development and Management Association, and Society for Healthcare Strategy and Market Development. She is a recurring lecturer at NYU s Stern School of Business in Brand and Marketing, and is Adjunct Faculty at Northwestern University at the Feinberg School of Medicine. Maria holds a Masters in Healthcare Administration from Columbia University.

After working in the actuarial teams of a number of major insurers, he was appointed Director, Digital Commerce at FWD and he has cofounded FWD's digital insurance platform and leading the product and marketing functions. He recently joined ZhongAn Technologies International as Founding Member helping ZhongAn to develop business outside China leveraging on the technologies and expertise developed in China." He started his career at Roche in Hong Kong in In 2003, he moved to China as Business Management Director, leading the successful launch of a major product line in China. Subsequently, Johnny was appointed as Regional Director for Southern China region. In 2007, Johnny had taken up the role of General Manager for Roche Diagnostics Taiwan before he moved in the current role in Johnny holds a Bachelor of Science degree in Biochemistry and Master of Business Administration from The Chinese University of Hong Kong.
