1 Plating Level 3 - International Competence: Engineering-Construction (Blue Card) OCCUPATION PROFILE PLATER Platers within the engineering construction industry prepare steel and/or other metal plates and sections for the manufacture, repair and maintenance of tanks, vessels and other structures within oil rigs, powers stations, chemical plants, shipbuilding and repair yards and refineries. To distinguish between the functions of a Plater and the Sheet Metal worker it is widely considered that Platers work with steel materials of thickness 3mm and above. This work can also include the fabrication of structural steelwork used in the construction of bridges, buildings and oil platforms. Platers are skilled in the reading of engineering drawings, measuring and marking out, cutting, forming, and joining of metal plate and structural steel of varying thickness and size. They will also be responsible for assembling manufactured items requiring the use of lifting equipment. A Plater will need to be skilled in the operation of a range of machinery and equipment, such as CNC and manually controlled guillotines, rollers and presses, oxy-acetylene cutting equipment, in addition to the more traditional hand skills and tools associated with metal fabrication. INTERNATIONAL COMPETENCE: ENGINEERING-CONSTRUCTION (ICE) SCHEME ICE Validates knowledge and skills against ECITB Standards ensuring people working in the engineering-construction industries are technically competent. ICE recognises the importance of continuous training/assessment through the ICE renewal process. The ICE Level 3 Framework defines the skills and job knowledge required to work in an Engineering-Construction environment. ICE Level 3 At ECITB level 3 personnel can be tasked with the full range of fabrication activities such as; Mark sheet metal plate to specifications. Shape components of fabricated steel structures by material removal using hand tools. Assemble components of steel fabrications to meet specification. Manually form components to specification. Join materials by manually controlled welding process. Despite operating at an advanced and possibly supervisory level all activities will remain in accordance with the approved procedures, method statements, approved drawings and all other relevant international/approved standards. 2 COMPONENTS OF ICE LEVEL 3 PLATING Level 3 Award candidates must successfully completee the following: ECITB International Health and Safety Passport (IHSP) Advanced A minimum of 4 Plating Skill Specific Advanced Technical Tests (Level 3) A minimum of 4 Skill Specific Technical Tests (Level 2), of which two must be Plating Skill Specific ECITB International Health and Safetyy Passport (IHSP) - Advanced The aims of the ECITB IHSP scheme are to ensure that all site s personnel worldwide have reached a recognised level of Health and Safety knowledge and a awareness and to enable them to work on site more safely, reducing the health and safety s risk to themselves and others around them. To ensure individuals reach the requiredd level of Health and Safety knowledge, all delegates on each of the courses MUST successfully complete the necessary training programme, which in all casess includes at least one examination. Successful candidates will then be rewarded by being issued their unique IHSP photographic passport, transferable worldwide. Plating Skill Specific Advanced Technical Tests (Level 3) Level 3 award candidates must successfully completee a Minimumm of four of the Plating Skill Specific Advanced Technical Tests listed on page 3. Skill Specific Technical Tests (Level 2) Level 3 award candidates must successfully completee a Minimumm of four of the Skill Specificc Technicall Tests (Level 2) of which two must be Plating Skill Specific. All Technical Tests are listed on pages 4 and 5. Relevant ECITB TECHNICAL TRAINING UNITS are availablee for candidates to attain skills required to undertake the ECITB Technical Tests ICE LEVEL 3 VALIDITY & RENEWALL Validity Upon successful completion of the appropriate ICE Technical Tests a candidate will receive an ICE card, whichh will be valid for 3 years Renewal The ICE renewal process assures a candidate s knowledge, skills and ability are maintained in line with evolving processes and technical requirements. The T renewal process requires each candidate already holding an ICE card to successfully complete a knowledge only test after 3 years. The test must be taken no sooner than 3 months prior to the expiry date on the card and no later than 3 months after the date. Failure to complete the test within this 6 month window will render the ICE card invalid and necessitate full completion once more of all tests. Page 2 of 5
3 PLATING SKILL SPECIFIC ADVANCED TECHNICAL TESTS (LEVEL 3) TIPL 03 Setting out platework and structural steelwork The test assesses if a candidate can successfully set out and mark out platework and structural steelwork configurations (tubular bracing) using marking out equipment and metric measuring equipment within set tolerances TIPL 04 Making templates for structural steelwork The test assesses if a candidate can successfully develop and produce accurate wooden (plywood) and sheet metal templates for structural steelwork configurations using marking out and measuring equipment as per the specified drawing and within set tolerances TIPL 06 Preparing plate edges using portable edge preparation machines The test assesses if a candidate can successfully use edge preparation machines to prepare the edges of plate for welding, measuring, marking out and producing a double bevelled edge to within set dimensions TIPL 07 Assembling platework The test assesses if a candidate can successfully assemble platework including assemblies of square/rectangular form using appropriately selected tools and equipment and metric measuring conventions and within set tolerances PLATING SKILL SPECIFIC TECHNICAL TESTS (LEVEL 2) TIPL 01 Marking out plate, structural steelwork and pipework The test assesses if a candidate can measure and mark out carbon steel plate, rolled steel angle plate and structural steelwork using appropriate equipment and metric measuring instruments TIPL 02 Developing patterns for platework The test assesses if a candidate can develop an accurate template pattern for a pipework configuration using marking out and measuring equipment as per the specified drawing and within set tolerances TIPL 05 Forming Plate by Rolling The test assesses if a candidate can correctly and safely prepare a suitable template, preform the plate ends using a press brake or by adjusting the rolls and rolling the plate using a suitable rolling machine as per the specification and within the stated tolerance ECITB INTERNATIONAL APPRENTICESHIP PLATING To achieve an ECITB International Apprenticeship in Plating at Level 3, two more Skill Specific Technical Tests (Level 2) must be completed in addition to the minimum two Plating Skill Specific Technical Tests (Level 2) and two Skill Specific Technical Tests (Level 2). This brings the total requirement to six Level 2 Technical Tests. A full list of all relevant Level 2 Technical Tests is included in pages 4 and 5. Page 3 of 5
