International Collaboration (IC): Institution's output ratio produced in collaboration with foreign institutions. This is a size-independent indicator. Normalized Impact (NI): Normalized Impact of led output. The normalization of the citation values is done on an individual article level. This is a sizeindependent indicator. High Quality Publications (Q1): Ratio of publications that an institution publishes in the most influential scholarly journals of the world, those ranked in the first quartile (25%) in their categories as ordered by SCImago Journal Rank (SJRII) indicator. This is a size-independent indicator. Specialization Index (Spec): Indicates the extent of thematic concentration/dispersion of an institution s scientific output. This indicator is sizeindependent. Excellence Rate (Exc): Indicates the amount (in %) of an institution s scientific output that is included into the set of the 10% of the most cited papers in their respective scientific fields. It is a measure of high quality output of research institutions. This is a size-independent indicator. Scientific Leadership (Lead): Indicates the percentage of an institution s output as main contributor, that is, the amount of papers in which the corresponding author belongs to the institution. This is a size-independent indicator. Excellence with Leadership (EwL): Excellence with Leadership indicates the amount of documents in the Excellence rate in which the institution is the main contributor. This is a size-independent indicator.

39 Research & Innovation The TRADEIT project is a multidisciplinary, multi-sectorial collaborative project supporting a Network of stakeholders in Traditional Food Production in the areas of Collaboration, Innovation, Entrepreneurship, Knowledge and Technology to increase the competitiveness and interregional advantage of participating SMEs. The SIMWOOD project aims to increase the mobilisation of wood from forests and woodlands in Europe. The project reaches out to stakeholders and regional initiatives with the aim of waking up and mobilising forest owners, promoting collaborative forest management and ensuring sustainable forest functions.
40 Research & Innovation The GRACE project is in line with the current need to build modular, intelligent and distributed manufacturing control systems. The GRACE system will act at the Distributed Control System (DCS) and Manufacturing Execution System (MES) levels, implementing the sharing of process critical information between and inside the two layers. This results in a more efficient management of resources and a higher final product quality. The ARUM project aims to improve planning and control systems for complex, small-lot products manufacturing, such as aircraft, aircraft interiors, and ships. ARUM proposes to develop an intelligent Enterprise Service- Based platform (i-esb). The platform will integrate a service-based architecture with a knowledge-based Multi- Agent System.

42 International Cooperation in Research A case study: the AgroAli@EU project The Mission of IPB includes the promotion of R&D activities, namely in cooperation with enterprises, and the contribution to the development of Portugal and the TMAD Region. To this end IPB offers its technical, technological and scientific competences to the community in general. Issues: 1) The relatively low participation of Portuguese HEI and SMEs in the 7FP; 2) The still relatively low interaction between Portuguese HEI and SMEs in the context of R&D activities; Objective of the Call for Proposals (QREN): To promote the participation of Portuguese Organisations, namely SMEs, in the 7FP.
43 International Cooperation in Research A case study: the AgroAli@EU project Strategy defined to tackle the objectives of this specific Call for Proposals: 1) Select an economic activity relevant to the Country and the Region; 2) Establish partnerships with the major stakeholders. Sector: Food, Agriculture and Biotechnology. Partners: National Agrifood Cluster (PortugalFoods), Federation of Portuguese Agrifood Industry (FIPA) and Regional Enterprises Association (NERBA)
44 International Cooperation in Research A case study: the AgroAli@EU project Project implementation strategy: 1) Collection of needs and opportunities of the Portuguese agrifood sector; 2) Dissemination of information about the opportunities offered by the 7FP; 3) Definition of R&D topics of interest in face of the identified needs/opportunities and of the planned 7FP Calls; 4) Setting-up of a partner search/offer communication system; 5) Promotion and support to the participation in 7FP project proposals (involvement in consortia, proposal development, and negotiation of successful applications).

48 International Cooperation in Research A case study: the AgroAli@EU project Major results: Promotion of 17 7FP applications (target was 10 applications); Participation of 12 Portuguese organisations (from which 10 SMEs from the North, Centre and Alentejo Regions) in 7FP proposals, with a total budget of 5,762,304 ; Five proposals were approved (target was 4, success rate: 29% - national average: 19%), representing a total budget of 1,889,426 for the Portuguese partners (i.e. 33% of the budget applied for). Return on Investment: 19.6 (euros of FP7 budget per euro invested)
